A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,
Aspatria on Wednesday 8th January 2014 at 7.30pm.
PRESENT: Messrs. M. Abbott, DA Tinnion, G. Thompson, S. Barton, A. Turner, L Read and C. Mackenzie.
Also Present: T. Gear (Clerk), B. Finlay (Borough Councillor), J. Lister (County Councillor)
and PCSO 5214 Peter Crome

2/2014 DECLARATIONS OF INTERESTS

3/2014 MINUTES
On the proposal of DA Tinnion and seconded by S. Barton it was RESOLVED that the minutes of the meeting held on 4th December 2013 be approved and signed as a correct record.
4/2014 MATTERS ARISING
There were no matters arising that were not covered later in the agenda.
5/2014 POLICE MATTERS
PCSO 5214 Peter Crome introduced himself and informed the meeting of incidents that had occurred in the parish since the last meeting. A copy of his report had been circulated prior to the meeting and there were no mater arising. He expressed concern from a crime prevention and public safety perspective regarding North West Electricity’s intention to remove street lights from their poles and would be discussing the matter further with Inspector Kelly
6/2014 PUBLIC PARTICIPATION
There were no members of the public present but a defective street light at Leegate near to the bus stop was brought to notice and J Lister agreed to take that forward.
7/2014 CORRESPONDENCE

A letter had been received from a resident complaining about noise from dogs being kept on the allotments. Members had previously investigated these claims and found little evidence to support them. It was agreed that the matter should be forwarded to Allerdale Borough Council to investigate as an independent authority.
Members were updated on the lights that were under threat from Electricity North West Pole Renewal programme

A letter from Allerdale Borough Council withdrawing the second part of the Concurrent Grant was summarized.
Members were advised of two events (The Winter Warmth Fund and Big Sleep – Saturday 15th February 2014 and The Jennings Rivers Ride – Sunday 25th May 2014) being promoted by Cumbria Community Foundation.
The December – January 2014 CALC Circular had been circulated and there were no matters arising.
8/2014 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting that to date the centre had not suffered any damage as the result of the recent storms. There will be a Jazz Night on Saturday 11th January commencing at 7.30pm. The centre committee had been successful in obtaining two grants (Neighbourhood Forum and Charity Shop)
9/2014 OUTSIDE BODIES
J Lister informed the meeting that the High Pow Planning Application for additional wind turbines had been withdrawn. He also advised that he was to have a meeting with the head of the ambulance service about the transfer of patients between West Cumberland and Cumberland Infirmary and their ability to perform this work and the effect on the emergency service.

Pre application consultation for a proposed 250kw, 3 blade Wind Turbine(30m hub height, 45m blade tip) at Waverbank, Wigton, Cumbria CA7 8PN was discussed and the clerk was asked to respond objecting on the basis of cumulative and visual effect.

13/2014 PROJECTS
J Mansfield will be producing another edition of the Newsletter in the near future and any items should be forwarded for inclusion
The annual rent was considered but as the landowner had indicated that there would be an increase these discussions would be concluded at the next meeting. As there had been no response to the Council’s letter to the unkempt allotment holders the clerk was asked to write giving notice to quit to one and a reminder to the other of the requirement to surrender on 31st March 2014
The Jubilee Orchard was still under discussion
The Play Park inspection report had been received and will be circulated for discussion at the next meeting.
Flooding at Gowrie was still being investigated by D. Wilson.
The clerk advised the meeting that a full report on the firework incident had been supplied to the Insurers. The clerk also advised that he had received as press enquiry on the incident and had given a factual account of the matter
