A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 4th December 2013 at 7.30pm.
PRESENT: Messrs. M. Abbott, DA Tinnion, S. Read, G. Thompson, S. Barton, A. Turner, L Read, T. Davies, J Mansfield and C. Mackenzie.
Also Present: T. Gear (Clerk), J. Lister (County Councillor), D. Wilson (Borough Councillor)
and PCSO’s 5214 Peter Crome and Peter Nicholls.
Apologies were received from R. Bowness and B Finlay (Borough Councillor)

143/2013 MINUTES
On the proposal of L. Read and seconded by S. Barton it was RESOLVED that the minutes of the meeting held on 6th November 2013 be approved and signed as a correct record.
144/2013 MATTERS ARISING
A claim had been made to the Council’s insurers in respect of the damage and injury at Bonfire and Firework display. The insurers had acknowledged receipt of the two letters of claim and had today forward a questionnaire to be completed. A letter had also been sent to the Firework supplier but no response had been received. A RIDDOR report had been made to the HSE. (minute 139(g) refers)
145/2013 POLICE MATTERS
PCSO 5214 Peter Crome introduced himself and informed the meeting that he had been appointed to replace PCSO Sarah Fletcher who had moved on to another position within the force. He covers Aspatria and some of the surrounding parishes and wished to find out the main issues in this parish. He informed the meeting on how to obtain information from the Police website about crime and incidents in the area. PCSO Crome was informed of concerns regarding tractor drivers using mobile phones whilst driving on the highway. Dog fouling was also highlighted as a major problem in the parish. PCSO Crome was keen to set up a Community Speed Watch Scheme and anybody interested should contact the officer for more information.
He introduced his colleague PCSO Peter Nicholls who was responsible for the parishes who back on to Peters patch. Both officers were thanked for their attendance and left the meeting.

147/2013 CORRESPONDENCE
The clerk read a letter from the Highways and Transport Manager which invited members to attend a ‘Meet and Greet’ session at 9.30am on 19th December 2013 at the Lillyhall Depot, Joseph Noble Road, Workington. A. Turner will attend on behalf of the Council.

A three tier meeting had been arranged for 7pm on Thursday 12th December at Bothel Village Hall
A request for funding had been received from Rape Crisis. On the proposal of G Thompson and seconded by A Turner it was RESOLVED that the Council in accordance with its powers under s137 Local Government Act 1972 should incur the expenditure of £50.00 which in the opinion of the Council is in the interests of the inhabitants of the area and will benefit them in a manner commensurate with the expenditure by donation to the charity.
148/20132 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and advised members that things were busy up until Christmas. She gave brief details of up and coming events which include a Brass Band Concert on 12th December, a Christmas Quiz, and the Harlequins. She also advised the meeting that the Centre Committee were engaged with a Renewable Energy Survey.
149/2013 OUTSIDE BODIES
DA Tinnion advised member that the Mayor of Allerdale would be in the Community Centre, Aspatria on 11th December between 2pm – 4pm to meet and greet local residents and discuss matters of local concern.
J Lister mentioned the DECC consultation and the fact that Cumbria County Council having found savings in the past now has to find another £80 million in the next three years.
D Wilson informed the meeting that the Borough Council did not have a mandate to continue discussions with DECC regarding the provision of an underground store.
A Turner had attended the North East Neighbourhood Forum which discussed the Health Service and the development at the West Cumberland Hospital, Whitehaven
150/2013 PLANNING MATTERS

153/2013 DRAFT BUDGET AND PRECEPT 2014/15
Member considered the draft budget prepared by the clerk and which had been previously circulated. On the proposal of J. Mansfield and seconded by M. Abbott the Council set the precept for 2014/15 at £8500 which is the same as has been set for a number of years.
154/2013 PROJECTS
J Mansfield will be producing another edition of the Newsletter in the New Year and if any members have any items for inclusion they should send them to J Mansfield. She was asked to include a consultation item on the proposed Dog Ban on the Recreation Field
There had been no response to the two letters that the clerk was asked to write at the last meeting. The issue of feral pigeons on a nearby house was discussed and the person was advised to report the matter to the Environmental Health Department.
The free trees that were being supplied by the Woodland Trust had been planted by our contractor. Enquiries regarding fruit trees were still ongoing

155/2013 DATE TIME OF NEXT MEETING
As the next scheduled meeting fell on New Year’s Day it was agreed that the next meeting would be held at the usual time on Wednesday 8th January 2014
