Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,
Aspatria on Wednesday 6th November 2013 at 7.30pm.
PRESENT: Messrs. M. Abbott, DA Tinnion, S. Read, G. Thompson, S. Barton, A. Turner, L Read, R. Bowness and C. Mackenzie.
Also Present: T. Gear (Clerk), J. Lister (County Councillor), and PCSO 5215 Sarah Fletcher.
Apologies were received from J. Mansfield, B Finlay (Borough Councillor) and D. Wilson (Borough Councillor)

128/2013 MINUTES
On the proposal of A. Turner and seconded by G. Thompson it was RESOLVED that the minutes of the meeting held on 2nd October 2013 be approved and signed as a correct record.
129/2013 MATTERS ARISING
Letters of thanks for the donations to Aspatria First Responders and the Great North Air Ambulance had been received and an acknowledgment had been noted in the programme for the All Saints’ Church Flower Festival in respect of the Councils’ donation to that event.
130/2013 POLICE MATTERS
PCSO 5215 Sarah Fletcher had sent a letter in which she advised the Council that she was moving on to another role within the Police and that hopefully another PCSO would be appointed in the near future. She thanked all for their help and support during her time working in the parish
131/2013 PUBLIC PARTICIPATION
There were no members of the public present but C Mackenzie raised the issue of dog fouling in Fletchertown. Unfortunately there were no specific details but the clerk would pass on the complaint to the Street Scene Officer
132/2013 CORRESPONDENCE
The CALC Circular for November 2013 had been circulated and there were no matters arising.
A letter from the Police and Crime Commissioner seeking volunteers for the Cumbria Independent Custody Visiting Scheme was read.
Allerdale Borough Council had written advising that the Allerdale Local Plan (Part One) submission had been submitted to the Secretary of State for public Examination and where the documents could be inspected.
The agenda for the CALC AGM to be held at 10.30am on 9th November 2013 at Rheged, Penrith together with direction was available
A letter had been received from the Borough Council who were reviewing the polling districts and polling places seeking any contributions to the review.

133/20132 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and advised members that things were busy up until Christmas. The Centre Committee AGM is to be held on 8th November, Table Top sale on 23rd November, Christmas Bingo 6th December and all were welcome.
134/2013 OUTSIDE BODIES
DA Tinnion advised member that Park Lodge were holding a Christmas Bingo on 20th November at 7pm. J. Lister mentioned the Cumbria |County Council savings, the Geological Disposal Facility and that in his scrutiny role he reported that work on the new Whitehaven hospital was progressing well and that Ann Farrow had been appointed CEO of Cumberland Infirmary.

138/2013 STANDING ORDEDRS
The clerk presented the new National Association of Local Council’s model Standing Orders which takes account of all recent changes that had previously been circulated to members. On the proposal of G Thompson and seconded by A Turner it was agreed that they be adopted forthwith.
139/2013 PROJECTS
J Mansfield will be producing another edition of the Newsletter in the New Year and if any members have any items for inclusion they should send them to J Mansfield.
A recent inspection revealed two allotments that were in poor condition with very little work being carried out. The clerk was asked to write to the allotment holders asking them to use them or lose them when the tenancy is up for renewal next year.
The free trees that were being supplied by the Woodland Trust had arrived and were to be planted by our contractor. Enquiries regarding fruit trees were still ongoing

The ‘Give Way signs at Fletchertown had been repaired but it was mentioned that there had been a recent accident at the junction and the clerk was asked to bring this to the attention of the Highways Authority with a view to improvements at the junction
Flooding at Gowrie was still being investigated by D. Wilson.
The chairman reported that at last night’s bonfire and firework display there had been a rogue firework that had caused damaged to a person’s clothing and a young girl had received a small burn. C Mackenzie was in touch with the family and would ask them to contact the clerk should they wish to make a claim.
The Pest Control Officer will be asked to deal with the moles in the play area at Fletchertown
