Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown,

Aspatria on Wednesday 4th September 2013 at 7.30pm.

PRESENT: Messrs. M. Abbott, R. Bowness, DA Tinnion, S. Read, G. Thompson, J. Mansfield, A. Turner and C. Mackenzie.

Also Present: T. Gear (Clerk), J. Lister (County Councillor), D. Wilson (Borough Councillor) and B Finlay (Borough Councillor)

Apologies were received from T. Davies, S. Barton, L. Read and PCSO 5215 Sarah Fletcher.

Before the meeting commenced the Chairman presented the Certificates and prizes for the Best Kept Garden Competition

99/2013 REQUESTS FOR DISPENSATIONS

None


99/2013 DECLARATIONS OF INTERESTS

DA Tinnion, M Abbott, and C Mackenzie all declared a registerable interest in the item respecting Allhallows Centre. D. Wilson, J Lister and B. Finlay declared a registerable interest in items affecting Allerdale Borough Council and Aspatria Rural Partnership.


100/2013 MINUTES

On the proposal of DA. Tinion and seconded by A. Turner it was RESOLVED that the minutes of the meeting held on 3rd July 2013 be approved and signed as a correct record.


101/2013 MATTERS ARISING

i) The clerk gave an update on the position regarding Allerdale Borough Council and the making of Dog Control Orders. It appears that a letter is being sent in which the Borough Council will advise that they will make the orders but require a contribution of between £250- £300 from each Parish Council.


102/2013 POLICE MATTERS

Apologies had been received from PCSO 5215 Sarah Fletcher who provided a report that was circulated, read and noted. Members raised the point that the Police and Crime Commissioner had publicly stated that he expected the Police/PCSO’s to attend every Parish Council Meeting. Member realized this was a bit onerous but pointed out the last time anybody from the police had been in attendance was March 2013  

.

103/2013 PUBLIC PARTICIPATION

There were no members of the public present but dog fouling in Fletchertown was raised on their behalf. There was very limited information but the clerk would pass on the complaint.


104/2013 CORRESPONDENCE

i) The CALC Circular for September 2013 had been circulated and there were no matters arising.

ii) The clerk had received an e-mail from Friends of Rural Cumbria’s Environment drawing attention to a planning application for eight additional wind turbines at High Pow. It was agreed that the Council should write and object.

iii) The External Auditors report had been received and there were no matters arising.

iv) Notification had been received from Allerdale Borough Council that the second part of the Precept and £535 of under claim of the Concurrent Grant was about to be paid.

v) An e-mail had been received regarding the opportunity to visit the community led affordable housing scheme in Keswick on 17/18th September.

vi) A letter had been received from Mrs. Marr seeking permission to erect a sign in the play park advertising events in Allhallows Parish Church. Due to shortage of time and after consultation with the Chairman a response had been sent stating the council had no objections but there may be comments from the Highways Authority and Allerdale Borough Council.

vii) A consultation letter had been received with a closing date of 9th August regarding the concurrent grant. The clerk after consulting the Chairman had responded stating the council were opposed to any further reduction to the grant but if this to be ignored that any further reduction should be phased over as five year period.

viii) An email had been received about the Transport Committee’s call for evidence regarding Passenger Transport in isolated communities.

ix) A letter from the Chairman of Cumbria County Council seeking funding for his ‘100 Defibrillators in 100 days’ appeal was noted

x) It was noted that there had been a national increase of 1% in the clerk’s salary.

xi) Correspondence on the Nominated Neighbour Scheme was discussed and noted.

xii) A £6 donation towards the repair of the SID had been received from Westward Parish Council.

xiii) Information on the Community Payback Scheme was available from the clerk.

xiv) The petition for the Rural Fair Share Campaign was mentioned.

xv) Information had been received that indicated that 90% of the parish will receive superfast broadband when it is rolled out and that the remaining 10% will receive the basic coverage.

xvi) The clerk had received plans of the street lights that could be affected by North West Electric’s decision not to replace lights on columns/posts when they are replaced.


105/20132 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and advised members that all electrical and plumbing work was now completed and that a quantity of ceiling tiles had been donated. There had been a leak in a cupboard but that was drying out nicely. There was to be Quiz Night on 14th September. The clerk raised the point that there had been concerns regarding the means of escape from the Centre which was being obstructed by parked cars. It was agreed that the clerk would write to the adjoining owner reminding him to keep the route clear of obstruction and the Centre would provide additional signage


106/2013 OUTSIDE BODIES

J. Lister was informed that the drain opposite Leesrigg Pastures had now been cleared. He had attended a Site Visit with the Planning Inspector at Firs Farm. B. Finlay informed the meeting that the planning application for a dwelling at Acre Cottage had been approved against Allerdale Borough Council’s policy. The Scrutiny Report on his referral regarding wind turbines is going to full council. There is some training coming up on Wind Turbine applications and North West Electrics decision on footway lighting is being referred to Scrutiny. D Wilson referred to the Borough Council’s consultation on the new leisure centre for Workington to which the council had already responded.

Notification had been received that an appeal had been received against the refusal of planning permission for a wind turbine at Bromfield Farm Bromfield. The council had previously objected and this will be sent to the Inspector

110/2013 PROJECTS

J Mansfield has received a number of items including the dates for the flue jab at West Street Practice and will prepare the next edition of the Newsletter

The clerk read an e-mail which complained about the noise created by some dogs that are kept on the allotment in the summer months. The clerk had informed both the complainant and the allotment holder that the matter would be discussed at this meeting and invited them to make any representation, enquires had been made of the residents in the area but none considered it to be a problem. It was decided that the council will continue to monitor the situation

The Jubilee Orchard was still being researched but it was proposed that the orchard could be in the small recreation field. The clerk also informed the meeting that he was waiting to hear if the council had been successful in obtaining some free trees from the Woodland Trust

The drain opposite Leesrigg Pasture still had now been cleared and J Lister was thanked for his intervention with the Highways Authority.

The contractor had been instructed to re-hang the gate to the small field and to complete the drainage which was in hand.

D. Wilson was waiting for a meeting with the Engineer from the Borough Council regarding the flooding issue at Gowrie as above.

S Read confirmed that he was carrying out regular checks on the play equipment and raised some issues which were being addressed by the contractor together with thinning out of the copse in the corner of the play area. It was agreed that the contractor be asked to carry out this work.

It was agreed that S Read and J Mansfield would host the SID when next in the parish
