A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 3rd July 2013 at 7.30pm.
PRESENT: Messrs. M. Abbott, R. Bowness, DA Tinnion, T. Davies, G. Thompson, S.; Barton, A.Turner and C. Mackenzie.
Also Present: T. Gear (Clerk), J. Lister (County Councillor), D. Wilson (Borough Councillor) and B Finlay (Borough Councillor) John Crouch
Apologies were received from J. Mansfield and PCSO 5215 Sarah Fletcher.

None
87/2013 DECLARATIONS OF INTERESTS
DA Tinnion, M Abbott, and C Mackenzie all declared a registerable interest in the item respecting Allhallows Centre. D. Wilson and B. Finlay declared a registerable interest in items affecting Allerdale Borough Council and Aspatria Rural Partnership.
88/2013 MINUTES
On the proposal of DA. Tinion and seconded by A. Turner it was RESOLVED that the minutes of the meeting held on 5th June 2013 be approved and signed as a correct record.
89/2013 MATTERS ARISING
The Highways Authority will bear in mind protecting Fletchertown from HGV’s when future diversions on the A595 are put into place. (minute 77/2013)
John Crouch discussed his proposal to hold a banquet in 2016 to celebrate the Vegetarian Banquet that was held by Sir Wilfred Lawson at Brayton Hall. Members were in support of such an event which would raise the profile of the area and looked forward to receiving more details in due course. (minute 84(e))

Apologies had been received from PCSO 5215 Sarah Fletcher who provided a report that was circulated, read and noted.

There were no members of the public present and there were no matters raised on their behalf.

The CALC Circular for July/August 2013 had been circulated and members asked the clerk to contact the woodland Trust with a view to obtaining some free trees

Members were made aware of the Ministerial Statement made by Rt Hon Eric Pickles MP on planning applications for onshore wind turbines.

93/20132 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and advised members that things were ticking over. There was still electrical work to be completed. R Bowness had recently completed a survey of the Centre C Mackenzie also gave notice of forthcoming events and a progress report on the new boiler.
94/2013 OUTSIDE BODIES
D. Wilson touched on his meeting with the Leader of the Borough Council and informed the meeting that he had arranged for the Assistant Engineer from the Borough Council to visit Gowrie. J. Lister asked if there were any matters that required his attention and he was asked to look into the drain opposite Leesrigg Pastures which still required clearing. B. Finlay updated the meeting on the Borough Council meeting its 5 year land supply for housing.

The last remaining allotment had now been let and the rent and tenancy agreement had been received. The wet allotment had been investigated and was considered no worse than any of the others. A complaint regarding the erection of a fence had been investigated and not considered to be a problem. The clerk will respond. Hen Pen 13 remains in an unacceptable condition and Allotment 8 is uncultivated. The clerk was asked to write to the tenants
The Jubilee Orchard was still being researched.
The drain opposite Leesrigg Pasture still had not been cleared. J Lister will raise with Highways.
