Allhallows Parish Council


A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 5th June 2013 at 7.30pm.


PRESENT: Messrs. M. Abbott, J. Mansfield, DA Tinnion, T. Davies, G. Thompson, L. Read, A.Turner and C. Mackenzie.

Also Present: T. Gear (Clerk), J. Lister (County Councillor), D. Wilson (Borough Councillor) and B Finlay (Borough Councillor)

 Apologies were received from S. Read and PCSO 5215 Sarah Fletcher.

72/2013 REQUESTS FOR DISPENSATIONS

None

73/2013 DECLARATIONS OF INTERESTS

DA Tinnion, M Abbott, C Mackenzie and L Read all declared a registerable interest in the item respecting Allhallows Centre. D. Wilson declared a registerable interest in items affecting Allerdale Borough Council and Aspatria Rural Partnership.


74/2013 MINUTES

On the proposal of L. Read and seconded by D.A. Tinnion it was RESOLVED that the minutes of the meeting held on 1st May 2013 be approved and signed as a correct record.


75/2013 MATTERS ARISING

(i) A letter of thanks had been received from the Allhallows and District Senior Citizens for the council’s donation of £150.00 towards their summer trip. (minute 62 i))

(ii) The planning Compliance Officer had investigated the satellite dish on Front Street, Fletchertown and had found it to be permitted development. (minute 61)

(iii) Unfortunately Charles Holmes from Allerdale Borough Council had been unable to attend the meeting but had sent an e-mail on the Borough Council change of policy which was read. Members felt that they had misled into spending nearly £1000.00 on fencing to comply with the legislation and that there were alternatives to the stated policy that should be considered. The clerk was asked to write to Mr. A Smith, Leader of the Borough Council. (minute 62 iii))

 

76/2013 POLICE MATTERS

Apologies had been received from PCSO 5215 Sarah Fletcher who provided a report that was circulated, read and noted.

77/2013 PUBLIC PARTICIPATION

There were no members of the public present but a member raised concerns of residents of Fletchertown who during the recent closure of the A595 experienced a number of HGV’s

entering the village and having difficulty in turning around or reversing. The clerk was asked to bring this to the attention of the Highways Authority.

 

78/2013 CORRESPONDENCE

i) An e-mail had been receive d from Shirley Muir, Co-ordinator of Aspatria Rural Partnership advising of a wind turbine application at Carwath, Rosley (Planning Ref 2/2013/0227) Members a asked the clerk to send a letter of objection on the basis of cumulative effect.

ii) An e-mail had been received advising of developments regarding street lighting and the proposals of Electricity North West. These are to be discussed further at a meeting to be held on 25th June 2013 at Embleton Village Hall.

iii) The clerk summarized a letter that had been received regarding maintenance works on the A595 Thursby to Cockermouth week commencing 17th June 2013

iv) A letter from Allerdale Borough Council regarding the Allerdale Local Plan (Part1) – Pre-submission Draft Consultation was summarized and members were advised of where to view the proposals

v) The CALC Circular for June 2013 had been circulated and there were no matters arising.

vi) A Conference is to be held on 21st June 2013 9.30am – 3.30pm at Rheged Centre Penrith to discuss the Connecting Cumbria Project

The council had also received notification of the proposal of two wind turbines at Beech House Farm, Hayton, Aspatria (Planning Ref 2/2013/0324).

vii) Consultation on a new leisure centre in Workington had been received. Members asked the clerk to write and object on the basis (i) that Workington is not the centre of Allerdale and for people from north and east Allerdale to use the facilities they would have to travel up to 20 miles each way. (ii) there is no support for new facilities when local swimming pools are closing (iii) it is proposed that there would be a clip and climb wall when there is already one in Wave Centre (iv) the council should not borrow money for which the ratepayer would have to pay.

viii) Members assisted in the completion of a questionnaire regarding the use and facilities at Allhallows Community Centre.


79/20132 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and advised members that things were ticking over. She gave notice of forthcoming events and a progress report on the new boiler.


80/2013 OUTSIDE BODIES

D. Wilson enlarged on the consultation of the proposed leisure centre. J. Lister thanked those who assisted in getting him re-elected and gave a breakdown of the committees to which he had been appointed. B. Finlay updated the meeting on the progress of his referral to the Scrutiny Panel regarding the disproportionate number of wind turbines in Allerdale

84/2013 PROJECTS

J Mansfield will prepare the next edition of the Newsletter

Two residents have been offered the vacant allotment but have rejected it on the basis that there is a spring which means that the allotment is permanently wet. It was agreed to investigate this matter

The Jubilee Orchard was being researched.

The drain opposite Leesrigg Pasture still had not been cleared. The clerk  was asked to raise this issue with County Highways  

It was agreed to invite John Crouch to the July meeting to discuss the proposal for an Anniversary Banquet.

The contractor had been instructed to re-hang the gate to the small field and to complete the drainage which was in hand.

During the recent heavy rain there had been flooding at Gowrie where a resident had blocked a watercourse. D. Wilson agreed to raise the matter with various agencies.
