Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 1st May 2013 at 7.15pm.


PRESENT: Messrs. M. Abbott, J. Mansfield, DA Tinnion, R. Bowness, S. Read, L. Read, S. Barton and C. Mackenzie.

Also Present: T. Gear (Clerk) and B Finlay (Borough Councillor)

Apologies were received from A. Turner, G. Thompson and PCSO 5215 Sarah Fletcher.

55/2013 ELECTION OF CHAIRMAN AND VICE CHAIRMAN

On the proposal of R. Bowness and seconded by DA. Tinnion it was RESOLVED that M Abbott be Chairman of the Council for 2013/14 and on the proposal of J. Mansfield and seconded by R. Bowness it was RESOLVED that D A Tinnion be Vice Chairman for 2013/14

57/2013 DECLARATIONS OF INTERESTS

DA Tinnion, M Abbott, C Mackenzie and L Douglas all declared a registerable interest in the item respecting Allhallows Centre


58/2013 MINUTES

On the proposal of S. Barton and seconded by R. Bowness it was RESOLVED that the minutes of the meeting held on 3rd April 2013 be approved and signed as a correct record.


59/2013 MATTERS ARISING

The renewal of the Insurance had been received from Aon at a cost of £716.43. A quote had been received from Zurich Municipal for the same cover at £664.93 for 1 year or £609.03 a year for 3years with an opportunity to lock in for a further 2 years at the same rate. On the proposal of S Read and seconded by R Bowness it was resolved to accept the 3 + 2 year deal.


60/2013 POLICE MATTERS

Apologies had been received from PCSO 5215 Sarah Fletcher who provided a report that was read and noted.


61/2013 PUBLIC PARTICIPATION

There were no members of the public present but a member raised the issue of a satellite dish overhanging the footway in Fletchertown. The clerk will report the matter to the planning compliance officer


62/2013 CORRESPONDENCE

A note had been received from G Marr, Secretary to Allhallows and District Senior Citizens requesting the Councils financial support for the Annual Summer Day outing. On the proposal of M Abbott and seconded by J Mansfield it was RESOLVED that the Council in accordance with its powers under s137 Local Government Act 1972 should incur the expenditure of £150.00 which in the opinion of the Council is in the interests of the inhabitants of the area and will benefit them in a manner commensurate with the expenditure by donation to the charity.

The clerk summarized a letter from Cumbria Playing Fields Association which advised that the affiliation fee for 2013/14 was £20 which is the same as last year.

The clerk read an e-mail from the Borough Council which despite their offer in August 2012 to make a Dog Exclusion Order for the Recreation Field and the Council paying nearly £1000.00 to fence the field in preparation for the order they had now changed their mind and informed the Council that if they wanted an order they would have to make it themselves and pay for the advertisements and signage. Members were extremely disappointed at this about turn and instructed the clerk to write to Charles Holmes, Head of Service and invite him to the next meeting of the council to explain.  

In accordance with the policy of the Aspatria Rural Partnership to advise of wind turbine applications on adjoining parishes land a letter had been received advising of the proposal to site a turbine at Aigle Gill Farm, Hayton. It was agreed to strongly object to the proposal

The CALC Circular for April 2013 had been circulated and there were no matters arising.

Minutes of the Cumbria Association of Local Councils (Allerdale District) meeting held on the 26th March 2013 had been received.

An e-mail advising that the Police and Crime Plan was available on the internet had been received.


63/20132 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and advised members that the electric check was complete. A new water heater was on order. There was to be a quilting event 5/6th May.

The issue of parking in the centre car park was raised and whilst members had no objection to overnight parking of vehicles to alleviate parking problems in the village they were concerned at the number of vans and the long term storage of vehicles which were depriving centre users of parking spaces. It was agreed to monitor the situation.


64/2013 OUTSIDE BODIES

DA Tinnion in formed the meeting that the Tour of Britain Cycle Race will be coming through Aspatria on 16th September 2013. B Finlay informed the meeting that Scrutiny Committee of the Borough Council was to start to receive evidence on his proposition regarding wind turbines on 17th May. The last Development panel did not have any wind turbine applications to consider. Due to the expulsion of a number of  labour councilors Allerdale was now technically a minority administration. The last ARP meeting which was to consider the Development Plan was adjourned because the plan was not out for consultation because of purdah.

The accounts had been previously circulated were agreed that they represented the council’s income and expenditure during the year. They had also been inspected by the Internal Auditor who was satisfied they represented a correct record


69/2013 ANNUAL GOVERNANCE STATEMENT

Members assisted in the completion of the statement which was signed on behalf of the council by the chairman


70/2013 PROJECTS

J Mansfield is currently preparing the next edition of the Newsletter

All but one allotment rent had been paid. This means that there is an allotment for rent

The Jubilee Orchard was been researched

It was agreed to invite John Crouch to the July meeting to discuss the proposal for an Anniversary Banquet

The meeting agreed the same categories and prizes for the Best Kept Garden Competition. The Chairman will arrange a Judge.

The contractor had been instructed to re-hang the gate to the small field and to complete the drainage.

The Recreation Field will be rolled when the drainage works is complete
