Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 3rd April 2013 at 7.30pm.
PRESENT: Messrs. M. Abbott, G. Thompson, DA Tinnion, A. Turner, R., Bowness, S. Barton and C. Mackenzie.
Also Present: T. Gear (Clerk) and B. Finlay (Borough Councillor), J. Lister (County Councillor)

43/2013 REQUESTS FOR DISPENSATIONS
The clerk reported that he had received no requests for a dispensation in respect of any items on the agenda
44/2013 DECLARATION OF INTERESTS
DA Tinnion, C. Mackenzie and M. Abbott all declared a registerable interest in the item respecting Allhallows Centre
45/2013 MINUTES
On the proposal of G. Thompson and seconded by A. Turner it was RESOLVED that the minutes of the meeting held on 6th March 2013 be approved and signed as a correct record.
46/2013 MATTERS ARISING
An estimate from Zurich Insurance had been received and will be discussed when the renewal from AON is received.
33/2013 POLICE MATTERS
PCSO Sarah Fletcher gave her apologies and provided a written report on incidents that had occurred in the parish in the last month and addressed members concerns regarding vehicle overtaking on the double white lines on the A595 at Moota and the amount of gravel on the road at Gowrie crossroads which may have been a contributory factor in a recent accident.
47/2013 PUBLIC PARTICIPATION
Dog fouling in Fletchertown, particularly Front Street and Quarry Street had been brought to attention. The clerk was asked to report the matter to the Street Scene Officer.
There appears to be a constant puddle of water on the road between the Grey Goat, Baggrow and the bungalows. This had been reported to the highways authority but it is now thought to be a leak in a water pipe. The clerk was asked to inform United Utilities
48/2013 CORRESPONDENCE
A FOI request on the council’s observations on planning application for housing development in the last five years letter had been received. The clerk is to respond
A letter had been received from Allerdale Borough Council regarding the Strategic Housing Land Availability Assessment Final Report March 2013
A letter from Cumbria Community Foundation announcing the Jennings’s River Ride on 15th September 2013 at Fitz Park, Keswick was summarized and it was agreed to display a poster.
A request had been received from Aspatria Community Transport Group seeking funding to buy a mini bus for the benefit of the residents and community groups of the locality. On the proposal of A. Turner and seconded by G. Thompson it was agreed to donate £175.50p.
A FOI Request had been received from a David Kingman who wanted to know the responses to Borough Council Consultation on new dwellings in the past five years. It was agreed that the Council had not been consulted on such in the past 5 years. The clerk will respond.
49/2013 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and advised member’s that the Centre was due to have its five yearly electricity check and an estimate had been received in the sum of £1500.00 for the work. A grant had been obtained in the sum of £750.00 towards the work. Another problem had arose with the hot water system which required 4 new regulator valves and a request was made for the Council as Custodian Trustee to pay for this work which is likely to be in the region of £400.00. On the proposal of G. Thompson and seconded by A. Turner it was agreed that the Council will pay for the work.
50/2013 OUTSIDE BODIES
J. Lister advised the meeting that County Highways were aware of the condition of the road surface on the B5299 Gowrie to Watch Hill and will continue to monitor the situation. B. Finlay advised that the Borough Council had decided not to accept the Governments financial offer to hold the Council Tax where it was and had decided to increase it by 1.9%. He also gave a summary of the last Aspatria Rural Partnership meeting and the Allerdale CALC meeting.

The clerk reported that all but one allotment rent had been received.

The storm drain opposite Leesrigg Pasture had received some attention but it was believed that further work needed to be undertaken and was adjourned to the next meeting.
The fencing of the Recreation Field had been completed.
