Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 6th March 2013 at 7.30pm.
PRESENT: Messrs. M. Abbott, G. Thompson, DA Tinnion, A. Turner, T Davies, S. Read, L. Douglas, J. Mansfield and C. Mackenzie.
Also Present: T. Gear (Clerk) and PCSO 5215 Sarah Fletcher

29/2013 REQUESTS FOR DISPENSATIONS
The clerk reported that he had received no requests for a dispensation in respect of any items on the agenda
30/2013 DECLARATION OF INTERESTS
DA Tinnion, L. Douglas and M. Abbott all declared a registerable interest in the item respecting Allhallows Centre
31/2013 MINUTES
On the proposal of G. Thompson and seconded by A. Turner it was RESOLVED that the minutes of the meeting held on 6th February 2013 be approved and signed as a correct record.
32/2013 MATTERS ARISING
Letter of thanks had been received from Citizens Advice Allerdale and MENCAP for the councils donations toward their respective running cost in the local area (minute 21(vi)&(vii)/2013)
An estimate from Zurich Insurance was still awaited
33/2013 POLICE MATTERS
PCSO Sarah Fletcher provided both a written and verbal report on incidents that had occurred in the parish in the last two months. Members expressed concerns regarding vehicle overtaking on the double white lines on the A595 at Moota and the amount of gravel on the road at Gowrie crossroads which may have been a contributory factor in a recent accident. PCSO Fletcher agreed to bring these matters to the attention of the Highways Authority
34/2013 PUBLIC PARTICIPATION
The spreading of human waste on fields at Gowrie had been brought to attention which had been passed to Aspatria Town Clerk on whose area the spreading was taking place and where the complainant lived. The matter was now in the hands of the Environmental Health Section of Allerdale Borough Council.
35/2013 CORRESPONDENCE
A letter had been received from Allerdale Borough Council explaining that Energy North West (ENW) were no longer allowing lighting brackets on their poles and that as the poles are removed the lights will be removed. Members were extremely concerned on the effect that this would have on rural villages and asked to the clerk to write to ENW
An invitation for members to attend a Thank You Event being staged by Aspatria First Responders in the Methodist Church, Aspatria at 2pm on Sunday 24th March 2013. M. Abbott and DA. Tinnion accepted.
A copy the CALC Circular for March 2013 had been circulated and members required further information on complaint handling. The clerk to obtain.

The clerk informed the meeting of a Charity Bingo Event to be held in aid of Park lodge on Wednesday 27th March 2013 at 7.30pm in the Bowling Club
The latest Connecting Cumbria Newsletter had been circulated as had information about the National Grid proposals to erect new large pylons in the area
A bank statement had been received from HSBC Bank the council’s former bankers and it was agreed that the account should now be closed
Cumbria County Council’s Cumbria Minerals and Waste Local Plan was available on the internet
36/2013 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and advised member’s that the next event was Quiz night on 16th March and the Table top sale is to be held on 11th May. The Centre Committee had been successful in obtaining a grant of £750 from ADCCA for much needed electrical work.
37/2013 OUTSIDE BODIES
A report from B. Finlay had been read earlier. The next Aspatria Rural Partnership is to be held at 2pm on 7th March. Members asked that the item on street lights and wind turbines are discussed

Members also raised the Appeal against refusal to grant permission for a wind turbine at Land to the west of Goose Green Farm, Crookdake. The clerk was asked to write as letter of objection

41/2013 PROJECTS
J Mansfield informed the meeting that she had sufficient items and that the next edition will be available shortly.
The clerk reported that most allotment rents had been received but a number were still outstanding and it was agreed that a final reminder be sent and that those who had not paid by the 31st March would have their tenancy terminated. C MacKenzie agreed to chase the return of the outstanding tenancy agreements
The work to the seats had been completed.
The Orchard was discussed and it was agreed to wait until the drainage of the Recreation |Field had been completed. An estimate for the drainage work in the sum of £800.00 had been received and was accepted.
The work to the boundary wall at the back of the centre had been completed.
The storm drain opposite Leesrigg Pasture was adjourned to the next meeting.
