Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 6th February 2013 at 7.30pm.
PRESENT: Messrs. M. Abbott, G. Thompson, DA Tinnion, A. Turner, T Davies, S. Barton, R. Bowness and C. Mackenzie.
Also Present: T. Gear (Clerk) and Bill Finlay (Borough Councillor)

15/2013 REQUESTS FOR DISPENSATIONS
The clerk reported that he had received no requests for a dispensation in respect of any items on the agenda
16/2013 DECLARATION OF INTERESTS
DA Tinnion and M. Abbott all declared a registerable interest in the item respecting Allhallows Centre
17/2013 MINUTES
On the proposal of A. Turner and seconded by S. Barton it was RESOLVED that the minutes of the meeting held on 9th January 2013 be approved and signed as a correct record.
18/2013 MATTERS ARISING
The Speed Indication Device had been recovered and was now being examined pending repair (minute 6/2013)
19/2013 POLICE MATTERS
PCSO Sarah Fletcher was away from the office and there was no report.
20/2013 PUBLIC PARTICIPATION
There were no members of the public present and no items were raised on behalf of the public.
21/2013 CORRESPONDENCE
A letter had been received from Allerdale Borough Council giving details of the Precept, Concurrent Grant and Local Support for Council Tax

Members were advised that payments to the Clerk now had to be reported to HRMC in real-
The clerk informed the meeting that he had been approached by Zurich Municipal Insurance wishing to provide a quote. It was agreed that he could provide the information to the company and provide the quote in due course
A request for financial assistance had been received from Citizens Advice Allerdale
towards their running cost in the area. On the proposal of M. Abbott and seconded by DA Tinnion it was RESOLVED that the Council in accordance with its powers under s137 Local Government Act 1972 should incur the expenditure of £50.00 which in the opinion of the Council is in the interests of the inhabitants of the area and will benefit them in a manner commensurate with the expenditure by donation to the charity.

22/2013 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and advised member’s that things were ticking along.
An event had to be cancelled recently because of a lack of support. Member suggest putting an item in the newsletter advising residents that the facility should used/supported or it could be lost.
23/2013 OUTSIDE BODIES
DA Tinnion on behalf of Cllr J Lister advised that officers of the County Council were of the condition of the road surface between Gowrie and Watchill which will be monitored. Cllr B Finlay advised that the last full Council dealt with the Council Tax Bands and the next would deal with the details. He also advise that his request for a wind turbine enquiry had originally been declined because it would be too expensive but when it was pointed out the true cost it was agreed. A report on the findings is likely in May. Cllr Finlay also raised his observations on the vote on MRWS underground storage facility this provoked a lively debate. The Chairman gave a verbal report on the last meeting of Aspatria Rural Partnership.

The clerk reported that most allotment rents had been received and gave a report on his investigation of the removal of a boundary hedge on one of the allotments. The clerk was asked to write to the allotment holder again seeking his account of the incident.
The contractor had advised that the wood on the seats was saturated but when they were dry he would carry out the work.
The Orchard adjourned to the next meeting.
The work to the obstacle course in the play park had been completed.
The storm drain opposite Leesrigg Pasture had not been cleared and there was a risk of flooding to the farm opposite. The clerk was asked to contact the County Council
The contractor hopes to start work in a fortnight on the repairs the wall at the rear of 1 School Gardens/Community Centre.
Estimates for dog proofing the Recreation Field were discussed and it was agreed to accept the lowest estimate. The chairman will contact the approved contractor.
