Allhallows Parish Council


A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 9th January 2013 at 7.30pm.


PRESENT: Messrs. M. Abbott, G. Thompson, DA Tinnion, A. Turner, L. Douglas, S. Read, J Mansfield, T Davies, S. Barton and C. Mackenzie.


Also Present: T. Gear (Clerk), J Lister (County Councillor) and Bill Finlay (Borough Councillor)

1/2013 REQUESTS FOR DISPENSATIONS


The clerk reported that he had received no requests for a dispensation in respect of any items on the agenda


2/2013 DECLARATION OF INTERESTS

J. Mansfield, DA Tinnion, L. Douglas and M. Abbott all declared a registerable interest in the item respecting Allhallows Centre


3/2013 MINUTES

On the proposal of DA Tinnion and seconded by G. Thompson it was RESOLVED that the minutes of the meeting held on 5th December 2012 be approved and signed as a correct record.


4/2013 MATTERS ARISING

A letter of thanks had been received from the Great North Air Ambulance for the council’s £50.00 donation. (minute 119(ii)/2012)  


5/2013 POLICE MATTERS

Apologies had been received from PCSO Sarah Fletcher who had provided a report on incidents within the parish from 5th December 2012 and general crime prevention advice.


6/2013 PUBLIC PARTICIPATION

The question was asked on behalf of members of the public regarding the location of the Speed Indication Device which does not appear to have been within the parish for a long time. It appears that the device is in Westward and enquires will be made to bring the device back to the parish in the near future.


7/2013 CORRESPONDENCE

  The next meeting of the Aspatria Rural Partnership will be held at 7pm on 23rd January2013 at Allhallows Centre. The meeting was informed of the items to be discussed.

  A letter and e-mail had been received from Allerdale Borough Council regarding the effect that that the withdrawal of 50% of the Concurrent would have on the households within the parish. The result would be a 27.40% or £9.81increase to the Parish Councils portion of the Council tax. There had been no response to the council’s letter of objection.

  A copy of Connecting Cumbria which is a news sheet giving the up to date position regarding superfast broadband throughout Cumbria was circulated.

 

8/2013 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and advised member’s that there had been a lot of bookings for children’s parties at weekends and there was an intermittent rain water leak in the Tea Room.


9/2013 OUTSIDE BODIES

Cllr J Lister advised that there was little news from the County Council because of the Christmas break. Members brought to his attention problems with the road surface between Gowrie and Watch Hill. This was re-surfaced about 2/3 years ago and was supposed to be guaranteed for 10years but was now breaking up in large patches. Cllr Lister agreed to look into the matter and report back.    B Finlay advised members that the Councils involved in the decision making regarding the underground repository were seeking a guarantee that if they agreed to move on to the next stage of the process that they would still be able to reject the siting of as repository in the future. It appears that this is likely to be enshrined in legislation before a decision is made. He also gave an overview of some planning matters on which he had recently attend a training event.

13/2013 PROJECTS

The next edition will be available in the next couple of months. Any members with items should forward them to J Mansfield.

The allotments rents will be due in February and members agreed to allow them to remain at £15 per plot. It was also raised that an allotment holder who had previously been refused permission to layer the hedge between his allotment and a property in Fletchertown had now removed the hedge which the owner of the adjoining property were away. The clerk was asked to investigate the matter.  

The contractor had been contacted and advised that work on the seats in Fletchertown will be completed shortly.

Placing the orchards on the small recreation field was discussed and adjourned to the next meeting.

The work to the obstacle course in the play park will be completed shortly

The storm drain opposite Leesrigg Pasture was adjourned to the next meeting.

The preferred contractor had given an undertaking that the repairs the wall at the rear of 1 School Gardens/Community Centre will be completed by the 31st March 2013.

Estimates for dog proofing the Recreation Field were discussed but further information was required from two contractors so the decision was adjourned to the next meeting.

The No Dogs Allowed sign in the small recreation field had been reinstated
