Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 5th December 2012 at 7.30pm.
PRESENT: Messrs. M. Abbott, G. Thompson, DA Tinnion, A. Turner, L. Douglas, S. Read and C. Mackenzie.
Also Present: T. Gear (Clerk), J Lister (County Councillor) and Bill Finlay (Borough Councillor)

127/2012 REQUESTS FOR DISPENSATIONS
The clerk reported that he had received 2 further requests for a dispensation from members who wished to speak/vote on the setting of the precept.

129/2012 MINUTES
On the proposal of L. Douglas and seconded by G. Thompson it was RESOLVED that the minutes of the meeting held on 7th November 2012 be approved and signed as a correct record.
130/2012 MATTERS ARISING
It was agreed that L. Douglas will represent the Council at the forthcoming Development Panel on 11th December 2012 at the Wave, Maryport when Planning Application 2/2012/0753 is considered. The clerk is to submit a request to the Borough Council.
131/2012 POLICE MATTERS
No report or apologies had been received.
132/2012 PUBLIC PARTICIPATION
Concerns were raised on behalf of Mr. K Graham regarding the highway flooding a field at Gowrie. J Lister agreed to raise the matter with the County Council.
133/2012 CORRESPONDENCE
The CALC Circular for December/January 2013 had been circulated and there were no matters arising.
A letter had been received from Cumbria County Council introducing the Public Consultation on the Draft Budget Proposals for 2013-
A letter had been received from Allerdale Borough Council reducing the Concurrent Grant by 50% for 2013/14 and the complete removal of the grant for 2014/15 onwards. Members objected to the proposal and instructed the clerk to respond.

134/2012 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and advised member’s works to the roof and guttering had been completed. There was a Christmas Bingo on Friday evening and a Christmas cake day on Saturday and later in the month was the Church Dance and a Harlequins Evening.
135/2012 OUTSIDE BODIES
Cllr J Lister advised members of the proposed cuts to the County Council Budget and that he had been busy with highway matters. Members brought to his attention the problem with a member of the public who regularly raises the manhole grating and concrete cover to drains at Gowrie which is a dangerous practice and could result in injury or damage to road users. B Finlay advised members that he has asked for an investigation as to why 60% of the wind turbines in the County are situated within the Borough of Allerdale and the Leader of the Council is seeking finance from Government to carry out the investigation. The decision on whether to proceed to Stage 4 of the Nuclear Repository has now been adjourned until30th January 2013. The next meeting for a Joint Working Group will be at Wigton. The Clerk had attended a meeting or Clerks from the area to discuss matters of mutual concern.

139/2012 BUDGET AND SETTING THE PRECEPT
Members had been circulated with as draft budget which was discussed and it was proposed by M Abbott and seconded by G Thompson it was agreed to hold the precept at £8,500.00 for another year.
140/2012 PROJECTS
The last edition had been printed and circulated.
The hedge was in the progress of being layered.
The Allotments will be checked again in the near future
The work to the seats in Fletchertown had not been completed and the clerk was asked to chase progress
Placing the orchards on the small recreation field was discussed.
The work to the obstacle course in the play park has not been completed and the clerk was asked to chase progress
The storm drain opposite Leesrigg Pasture is still of concern.
Two estimates had been received to repair the wall at the rear of 1 School Gardens/Community C entre. One for £950.00 and one for £1949.50p. On the proposal of S Read and seconded by A. Tinnion it was agreed to accept the lower estimate.
A further estimate for dog proofing the Recreation Field was awaited.
