A meeting of the Allhallows Parish Council was held in the Allhallows Community Centre, Fletchertown, Aspatria on Wednesday 4th January 2023 at 7.00pm.
PRESENT: Messrs. M. Abbott, R. Bowness, J. Mansfield, M. Bowness, C. Standish, K. Faulder, and S. Barton.
Also, Present: T. Gear (Clerk), M. Johnson (Borough Council)

01/2023 MEMBERS APOLOGIES
D. Thompson gave her written apologies (illness) and her absence was authorised.
02/2023 MINUTES
On the proposal of R. Bowness and seconded by J. Mansfield it was RESOLVED that the minutes of the meeting held on 2nd November 2022 be approved and signed as a correct record.
03/2023 PUBLIC PARTICIPATION
There were no members of the public present, and no matters were raised on their behalf.
04/2023 EXCLUSION OF THE PRESS AND PUBLIC
On the proposal of C. Standish and seconded by S. Barton it was agreed to exclude the Press and Public for item 26 because it involves the likely disclosure of exempt information as defined in paragraphs 1 & 2 Schedule, 12A of Local Government Act 1972.

06/2023 CLERKS REPORT
The clerk gave a brief report on matters that had arisen since the last meeting including:
i) He had received information about items for sale for the Coronation of King Charles III. To be discussed further at the next meeting
2) He had received a response from Allerdale Borough Council regarding the abandoned property in South Street, Fletchertown (PR202207-
3) The condition of the garages at West Street, Fletchertown had been reported to Allerdale Borough Council (COM/2022/0185), but they did not fit the criteria as an untidy site at this time.
4) He had tried to contact Nicole Pointer of UU without success
5) He had received a letter of thanks from GNAA for the council’s donation of £100.00
6) The complaint of Speeding at Baggrow Brow had been to CRASH and no action is to be taken
7) Some demolition works had also been reported to Allerdale Borough Council (COM/2022/198) and it was deemed to be permitted development.
07/2023 ALLHALLOWS CENTRE
C. Standish gave a verbal update which included that the Committee will be looking into Charging Points and that the front door is still raining in.
08/2023 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
M. Johnson informed the meeting that the Borough and County Council were business as usual, the Shadow Cumberland Council were interviewing for Senior Posts and once this process is complete an announcement will be made.

11/2023 COUNCILLOR’S PORTFOLIO’S
i) Allotments: They are very wet at the moment. One allotment holder continues to put sticks adjacent to the track which have been removed by the council but insists on putting them back. The clerk to write and advise the tenant that his tenancy will not be renewed later this year.
ii) Play Park: The clerk advised that Playdale will be carrying out repair’s w/c 16th January.
iii) Flooding: No issues currently.
iv) Outside bodies: J. Mansfield advised that there had been no meetings that she had been aware of any meetings.
12/2023 PRIDE IN THE PARISH/FLETCHERTOWN CLEAN UP DAY
The council is to plan for a clean-
13/2023 BAGGROW LONNING
No update. J. Lister (County Councillor) had tendered his apologies for this meeting.
14/2023 LOCAL GOVERNMENT REORGANISATION (LGR)
Members are circulated newsletters on a weekly basis.
15/2023 WEBSITE
The clerk had received two quotes from interested parties. These were discussed and it was agreed to appoint David Jefferies of Ministry of Doing to build the new website, train the clerk to add items and maintain the website.
16/2023 COMMUNITY GOVERRNANCE REVIERW
This was currently out for online public consultation with hard copies in the Allhallows Centre and grey Goat PH.
17/2023 RESTORATION OF THE BONFIRE SITE
R. Bowness advised that additional trees had been planted with the assistance of the young people of the parish. The spring bulbs had also been planted. A substantial seat had been purchased and place in the wood. Two oak trees had also been donated and will be planted. R Bowness and M Bowness were thanked for their ongoing work on this project.
18/2023 GEOLOGICAL DISPOSAL FACILITY IN ALLERDALE (GDF)
Members are forwarded regular updates. The latest information is that there is to be the Annual Review Meeting on 12th January 2023
19/202 SPEED INDICATION DEVICE
The clerk had received a response from Highways regarding the siting of the speed recording equipment and had asked for results of the speed survey which had not been forthcoming. Members had noted a SID had been installed for a brief period which made drivers slow down. The clerk to ask for this to be re-
20/2023 DEFIBRILATOR
The pads for the defibrillator were currently out of stock. When received the clerk will arrange for the defibrillator to be registered with NW Ambulance Service which had not been done in the past. C. Standish agreed to carry out the regular checks on the equipment.
21/2023 SCHEDULE OF MEETINGS 2023/24
The clerk had produced a draft of the meeting dates for 2023/24 which was approved. It was noted that the May meeting will be held on Thursday 11th because of the parish council election.
21/2023 PROGRESS REPORTS
Any items for the next newsletter should be forwarded to the Clerk by 15th February 2023 for delivery early March 2023.

23/2023 SOLICITOR’S LETTER
A response had been received from the complainant’s solicitors and the clerk had drafted a further final response. It was agreed that the draft reflected the views of the council and should be sent to the council’s solicitor.
24/2023 DATE OF NEXT MEETING
The next meeting will be held on Wednesday 1st March 2023 at Allhallows Centre, Fletchertown at 7.00pm.
