Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Community Centre, Fletchertown, Aspatria on Wednesday 7th September 2022 at 7.00pm.


PRESENT: Messrs. M. Abbott, R. Bowness, J. Mansfield, M. Bowness, C. Standish, D. Thompson, K. Faulder, and S. Barton.

Also, Present: T. Gear (Clerk), J. Lister (County Councillor) and Kathryn Magnay (Allerdale Borough Council) (part of meeting)

124/2022 MEMBERS APOLOGIES

None


125/2022 MINUTES

On the proposal of S. Barton and seconded by J. Mansfield it was RESOLVED that the minutes of the meeting held on 7th September 2022 be approved and signed as a correct record.


126/2022 COMMUNITY GOVERNANCE REVIEW

K. Magnay (Allerdale Borough Council) gave an overview of the process of the above and the next steps which is a public consultation. The council will be kept informed of progress through the clerk.


127/2022 PUBLIC PARTICIPATION

There were no members of the public present, but the following matters were raised on their behalf: -

1) The recreation field is being used by children on quad bikes when the ground is not suitable, not properly supervised or with crash helmets. The machines are also being ridden on the pavements. The clerk to write to parents and to be considered at the next meeting.  

2) A commercial vehicle is being stored on Allhallows Centre Car Park. To be discussed further at the next meeting.


128/2022 EXCLUSION OF THE PRESS AND PUBLIC

On the proposal of M. Abbott and seconded by J. Mansfield it was agreed to exclude the Press and Public for items 30 because they involve the likely disclosure of exempt information as defined in paragraphs 1 & 2 Schedule, 12A of Local Government Act 1972.

FCC Community Action Fund

A letter had been received from All Saints Church, Mealsgate seeking financial support towards the seasonal grass cutting and hedge cutting. On the proposal of M. Abbott and seconded by J. Mansfield it was agreed to donate £350.00 to this worthy local cause.

A letter had been received from Great North Air Ambulance seeking financial support. On the proposal of M. Abbott and seconded by J. Mansfield it was agreed to donate £100.00 to this local resource.


130/2022 CLERKS REPORT

The clerk gave a brief report on matters that had arisen since the last meeting including:

i) He had received information from the Highways Authority that the traditional finger posts in the parish would be painted during this financial year.

2) He had chased a response from Allerdale Borough Council regarding the abandoned property in South Street, Fletchertown (PR202207- 45144). The property is now a haven for rats which are affecting neighbouring residential properties. The clerk to report.

3) The condition of the garages at West Street, Fletchertown had been reported to Allerdale Borough Council (COM/2022/0185) and a response is awaited.

4) Some demolition works had also been reported to Allerdale Borough Council (COM/2022/198) and a response is awaited.


131/2022 ALLHALLOWS CENTRE

The C. Standish gave a verbal update which included that the electrical work was now completed and that there were lots of bookings leading up to Christmas. R. Bowness would be Father Christmas on 18th December 2022 and the council agreed to purchase the selection boxes for the children.


132/2022 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

 J. Lister provided an update on Recycling in the Borough, there is a full Cumbria

County Council meeting tomorrow in Kendal and that Local Government was proceeding at a pace.

iii)The clerk produced a draft budget for 2023/24. The question of including £2,000.00 for the 2023 parish council elections was discussed and it was agreed that in the event of an election it would be met from reserves. Members agreed that the Precept of 2023/24 will be £9,900.00 which is the same as 2022/23.

  

135/2022 COUNCILLOR’S PORTFOLIO’S

i) Allotments: One allotment holder continues to put sticks adjacent to the track which have been removed but insists on putting them back. The clerk to write with a final warning. The clerk raised rents for 2023 and it was agreed to keep them at £25.00 which will to be reviewed next year.

 ii) Play Park: The annual inspection had taken place and a number of issues had been noted. The clerk was asked to contact Playdale with a view to having the matters rectified.

iii) Flooding: No issues currently although it a appears that the night flood warnings have be discontinued.

iv) Outside bodies: J. Mansfield had attended the UU facility at Williamsgate but had not been allowed to see inside. However, the person she spoke to is prepared to attend a council meeting and bring the council up to date. The clerk to arrange


136/2022 PRIDE IN THE PARISH/FLETCHERTOWN CLEAN UP DAY

The council is to plan for a clean-up day and will encourage residents to take a pride where they live in Spring 2023.


137/2022 BAGGROW LONNING

No update. J. Lister (County Councillor) is still awaiting a response from Highways.


138/2022 LOCAL GOVERNMENT REORGANISATION (LGR)

Members are circulated newsletters on a weekly basis.

 

139/2022 WEBSITE

The clerk is looking for a suitable person to manage the site from April 2023 and will report to the next meeting.


140/2022 RESTORATION OF THE BONFIRE SITE

R. Bowness advised that 30 additional trees are being delivered shortly and will be planted with the assistance of the young people of the parish. He had purchased 3 bags of daffodils which will also be planted. He also advised that he would be planting two oak trees in memory of Queen Elizabeth II and the Duke of Edinburgh. The council agreed to purchase a seat for this area which is known as Jubilee Wood.


141/2022 GEOLOGICAL DISPOSAL FACILITY IN ALLERDALE (GDF)

Members are forwarded regular updates.


142/2022 SPEED INDICATION DEVICE

The clerk had raised the issue with Highways as the improved road marking were having little deterrent effect on the speed of traffic through Mealsgate. Highways agreed to conduct a speed survey and decide the way forward. Members expressed their disappointment at the siting of the equipment which had been placed close to a junction and other physical feature which would naturally reduce the speed of traffic at those points. The clerk to write to highways.


143/2022 DEFIBRILATOR

C. Standish has a list of consumables which need replacing. It was agreed that these should be purchased.


144/2022 PROGRESS REPORTS

Any items for the next newsletter should be forwarded to the Clerk by 15th February 2022 for delivery early March 2022.

146/2022 SOLICITOR’S LETTER

A letter had been sent to the complainants’ solicitors, but no response had been received. The completion of the height restrictor to be discussed at the next meeting.


147/2022 DATE OF NEXT MEETING

The next meeting will be held on Wednesday 4th January 2023 at Allhallows Centre, Fletchertown at 7.00pm.
