Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Community Centre, Fletchertown, Aspatria on Wednesday 7th September 2022 at 7.00pm.

PRESENT: Messrs. M. Abbott, J. Mansfield, C. Standish, D. Thompson, K. Faulder, and S. Barton

94/2022 MINUTES

On the proposal of M. Abbott and seconded by J. Mansfield it was RESOLVED that the minutes of the meeting held on 18th July 2022 be approved and signed as a correct record.


95/2022 PUBLIC PARTICIPATION

The following items were raised by and on behalf of local residents: -


1. Permission was sought to continue to use children’s quad bikes on the Recreation Field, Fletchertown. The council declined to give express consent but stated it was public open space and its use for such a purpose could pose problems in cases of injury or damage. Should there be complaints or damage the council would review the use at that time. The continued use would also be at the user’s own risk.

2. The poor condition of the garages on West Street was raised as being an eyesore. The clerk to pass to Allerdale Borough Council.

3. It was requested that a Speed Indication Device (SID) be installed in Mealsgate as all the recent road markings have not made any significant difference to the speed of traffic.

4. Works to the highway in Baggrow by the adjourning property owner was causing concern. The clerk to raise with the Highways Authority.

5.The hedges either side of Brow Top, Baggrow need trimming back as they are causing damage to passing vehicles.

6.General appearance of Fletchertown was raised. The Council, to arrange a “tidy up day”

7. The ‘cost of living crisis’ was raised and members were reminded to be alert to those in severe difficulties and to sign post them to agencies that are able to help.


96/2022 EXCLUSION OF THE PRESS AND PUBLIC

On the proposal of M. Abbott and seconded by C. Standish it was agreed to exclude the Press and Public for items 30 and 31 because they involve the likely disclosure of exempt information as defined in paragraphs 1 & 2 Schedule, 12A of Local Government Act 1972.

A letter of thanks had been received from All Saints Church for the council’s donation of £50.00 towards their Flower Festival

An e-mail had been received from Citizens Advice Allerdale for the council’s donation of £75.00 towards their work in the area.

A letter had been received from Wigton Baths Trust seeking financial support. On the proposal of M. Abbott and seconded by J. Mansfield it was agreed to donate £50.00 to this local resource.


98/2022 CLERKS REPORT

The clerk gave a brief report on matters that had arisen since the last meeting including:

i) He had contacted the Highways Authority and was awaiting a response as to when the traditional finger posts in the parish would be painted.

ii) It had been brought to his attention that a large HGV was parking completely on the pavement between Crummock Close and the Centre forcing pedestrians into the road. A letter had been sent to the haulage firm concerned and the driver had responded.

iii) There had been an issue in West Street where the bins were not emptied because of inconsiderate parking. With the assistance of M. Johnson and J. Lister the issue was resolved and is now in the hands of the police.

vi) It had been reported that the footpath past Leesrigg Farm was obstructed by and electric fence which was reported to the Countryside Access officer and that it had been wrongly reported in the Binsey Link that the footpath gate at Kingsgate had been repaired. This also is being dealt with b y the Countryside Access Officer.

v) Allerdale Borough Council have been active in removing vehicles from the Centre Car Park but three remain. The clerk to chase.


99/2022 ALLHALLOWS CENTRE

The C. Standish gave a verbal update which included the highly successful Art Weekend and the next quiz night had been delayed until 1st October.


100/2022 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

 J. Lister provided information on the successful Allerdale Borough Council Fly Tipping Day which was intended to raise the profile of this environmental crime. He advised that 127 Fixed penalty Notices had been issued since February. The council regularly held stop and search days dealing with all aspects of Trade Waste and 178 vehicles had been stopped. There was an ongoing issue with Trade Waste in Keswick which is being dealt with.

103/2022 COUNCILLOR’S PORTFOLIO’S

i) Allotments: On a recent inspection one allotment was causing concern. The clerk had written to the allotment holder who has now put matter in hand to tidy the allotment.

 ii) Play Park: K. Faulder advised that inspections were taking place. The clerk advised that R. Bowness will remove the obstacle course on his return from holiday.

iii) Flooding: No issues currently.

iv) Outside bodies: J. Mansfield had attended the Allerdale District CALC AGM but as only six representatives attended the meeting was abandoned.


104/2022 PRIDE IN THE PARISH

The council is to plan for a clear up day and will encourage residents to take a pride where they live.

106/2022 HEDGE CUTTING – WEST STREET, FLETCHERTOWN

There had been an improvement and the item can be removed from future agendas


107/2022 BAGGROW LONNING

No update. J. Lister (County Councillor) to contact Highways.


108/2022 LOCAL GOVERNMENT REORGANISATION (LGR)

Members are circulated newsletters on a weekly basis.

 

109/2022 WEBSITE

The clerk was waiting for some information from the webmaster before proceeding.


110/2022 COMMUNITY GOVERNANCE REVIEW

In view of the inability to recruit the full complement of eleven councillors for a prolonged period. The clerk provided information regarding the typical size of parish council with a population of less five hundred residents which should have between five and eight councillors. The council agreed to approach Allerdale Borough Council to reduce the number of councillors from eleven to eight councillors.


111/2022 RESTORATION OF THE BONFIRE SITE

R. Bowness had tendered his apologies and this item was adjourned to the next meeting.


112/2022 GEOLOGICAL DISPOSAL FACILITY IN ALLERDALE (GDF)

Members are forwarded regular updates.


113/2022 ELECTIONS 2023

The clerk raised the contents of an e-mail from CALC in which they indicated that if there was a contested council election next year it could cost the parish £2,000 which should be considered when discussing the budget and setting the precept.


114/2022 DEFIBRILATOR

There are currently issues with the defibrillator in Fletchertown and C. Standish is working the various agencies to resolve them.


115/2022 NEW FLOOD WARNING SERVICE FOR BLENNERHASSET AND BAGGROW

Information had been circulated to members, but it was necessary to circulate the need for residents to register for the service. The clerk to provide an item for the next newsletter.


116/2022 CIVILITY AND RESPECT

The Clerk had received a request for the council to sign up to the Civility and Respect Pledge. It was considered that there were no issues of this nature in the council and the request was noted


117/2022 ASPATRIA LIBRARY

Councillors had become aware of some changes to the local Aspatria Library on which they had not been consulted. J. Lister provided some additional information that as well as remaining as a Library it was becoming a local hub.


118/2022 CENTRAL EXTERNAL AUDIT

The clerk raised an e-mail advising that that the external auditor appointment had ended, and a new external auditor would be appointed shortly but there was an opportunity to opt out of the process. The council would then have to appoint its own external auditor at a cost of approximately £300.00. It was agreed not to opt out and remain within the SAAA central external auditor process.

121/2022 CLERKS SALARY

At this point the clerk left the meeting.

The clerk had submitted a letter and associated papers asking because of his experience and qualifications for an increase in his Salary Scale Point. It was agreed to increase the Scale Point from 7 to 17.


122/2022 SOLICITOR’S LETTER

A letter had been sent to the complainants’ solicitors, but no response had been received. The clerk was asked to write to the council’s solicitor chasing a response.


123/2022 DATE OF NEXT MEETING

The next meeting will be the Annual Parish Council Meeting to be held on Wednesday 2nd November 2022 at Allhallows Centre, Fletchertown at 7.00pm.
