The Annual Meeting of the Allhallows Parish Council was held in the Allhallows Community Centre, Fletchertown, Aspatria on Wednesday 4th May 2022 at 7.10pm.

66//2022 ELECTION OF CHAIR 2022/23
On the proposal of R. Bowness and seconded by J. Mansfield, M. Abbott was elected Chair for the ensuing year and signed the Declaration of Acceptance of Office.
67/2022 ELECTION OF VICE CHAIR 2022/23
On the proposal of M. Abbott and seconded by S. Barton, R. Bowness was elected Vice Chair for the ensuing year.

On the proposal of S. Barton and seconded by R. Bowness it was RESOLVED that the minutes of the meeting held on 2nd March 2022 be approved and signed as a correct record.

73/2022 EXCLUSION OF THE PRESS AND PUBLIC
On the proposal of R. Bowness and seconded by M. Abbott it was agreed to exclude the Press and Public for items 34 because they involve the likely disclosure of exempt information as defined in paragraphs 1 & 2 Schedule, 12A of Local Government Act 1972.

75/2022 CLERKS REPORT
The clerk gave a brief report on matters that had arisen since the last meeting including:
i) He had been advised that Water Plus were moving to monthly billing.
76/2022 ALLHALLOWS CENTRE
The Chair gave a verbal update which included that the committee had gained two new members. She highlighted some items that are in need of repair. Bookings are slowly picking up and the lunches will be starting again soon.

iii) With the assistance of members, the clerk completed the Annual Governance Statement 2021/22 which was signed by the Chair.
iv) The accounts 2021/22 had been circulated to members who authorised the Chair to sign the Accounting Statements 2021/22.
v) The gross income or gross expenditure does not exceed £25,000 the Chair was authorised to sign the Certificate of Exemption,
vi) To note that the Public Rights Period for examination of the accounts is between 13th June and 22nd July 2022.
vii) The relevant Audit Documents will be displayed on the Council website shortly.
80/2022 COUNCILLOR’S PORTFOLIO’S
i) Allotments: R Bowness reported that the allotments were all looking well at the moment. He had replaced the pipe connecting the water supply.
ii) Play Park: There had been some minor graffiti which has been removed.
iii) Flooding: S. Barton reported that there had been no incidents since the last meeting the road flooding.
iv) Outside bodies: No meetings although J. Mansfield will be attending the A595 Drop In Event and will report back
81/2022 PRIDE IN THE PARISH
K. Faulder was not present, so this item was adjourned.
82/2022 VACANCIES
There are presently three vacancies on the council.
83/2022 PARKING -
This problem was raised but there is no immediate solution, and it was decided to remove it from future agendas.
84/2022 HEDGE CUTTING – WEST STREET, FLETCHERTOWN
This matter is now being dealt with by County Highways and the council are waiting for an update from J. Lister.
85/2022 BAGGROW LONNING
The still had been no response from County Highways to the clerk’s enquiry and the council are waiting for an update from J. Lister agreed.
86/2022 LOCAL GOVERNMENT REORGANISATION (LGR)

87/2022 WEEKEND OF CELEBRATION – QUEENS PLATINUM JUBILEE
J. Mansfield informed the meeting that a group had met and suggested some competitions including a portrait of the Queen, Dressing Up for Adults and Children, a Jubilee Quiz, an archive display and a bring and share lunch after the Church Service in the Centre on Saturday 4th June 2022.
88/2022 DAMAGED SEAT, FLETCHERTOWN
The clerk advised the meeting that he had been informed of another damaged seat and that Home Housing had now removed both.
89/2022 RESTORATION OF THE BONFIRE SITE
R. Bowness reported that he had prepared the site and put in a path which requires some road plannings. He also sought permission to purchase some trees at a cost £115.00 and that he intends for the children of the village to assist in the planting and have their names on the trees. The purchase of the trees was approved. He also mentioned that he had acquired a Miners Bogey which he was hoping to display in Fletchertown which was a former Pit Village.
90/2022 LITTER BIN – BAGGROW LONNING
The chair had been approached by a resident requesting a litter bin on Baggrow Lonning near Gallahow. The clerk to research and report back.
91/2022 GEOLOGICAL DISPOSAL FACILITY IN ALLERDALE (GDF)
The latest available information had been circulated by e-

It had been brought to the attention of the clerk that parish councils should have a Safeguarding Policy and had acquired a draft policy from CALC which was adopted.

96/2022 SOLICITOR’S LETTER
The clerk reported difficulties with the council’s solicitors, but a letter had now gone to the complainant’s solicitors in accordance with the council’s instructions at the last meeting.

The next meeting will be held on Wednesday 4th July 2022 at Allhallows Centre, Fletchertown at 7.00pm.
