A meeting of the Allhallows Parish Council was held in the Allhallows Community Centre, Fletchertown, Aspatria on Wednesday 2nd March 2022 at 7.00pm.
PRESENT: Messrs. M. Abbott, S. Barton, C. Standish, R. Bowness, M. Bowness, D. Thompson, K. Faulder and J. Mansfield

36/2022 MINUTES
On the proposal of S. Barton and seconded by R. Bowness it was RESOLVED that the minutes of the meeting held on 5th January 2022 be approved and signed as a correct record.

There were no apologies and no police report.

No matters raised under this item.
39/2022 EXCLUSION OF THE PRESS AND PUBLIC
On the proposal of C. Standish and seconded by J. Mansfield it was agreed to exclude the Press and Public for items 29 and 30 because they involve the likely disclosure of exempt information as defined in paragraphs 1 & 2 Schedule, 12A of Local Government Act 1972.

41/2022 CLERKS REPORT
The clerk gave a brief report on matters that had arisen since the last meeting including:
i) He had been advised that the webmaster may no longer look after the council’s website next year.
ii) He had re-

42/2022 ALLHALLOWS CENTRE
The Chair gave a verbal update which included that three members of the committee had resigned, and another member will leave at the end of March. Leaving only six members. New members are desperately needed. One of the heating boilers and some ridge tiles are in need of repair.
43/2022 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
M. Johnson (Borough Councillor) addressed the meeting stating that Allerdale Borough Council had joined the GDF Community Partnership. Local Government Reorganization was moving on at a pace and the County Council had lost their second Judicial Appeal. There will be elections on 5th May 2022 for 16 members to form the shadow Authority. Allerdale Borough Council had frozen their part of the Council Tax for 2022/23.
J. Lister (County Councillor) praised all the officers involved in the Local Government Reorganization process and agreed to seek resolution to a number of long running highways issues.

ii) The clerk advised that there had been no issues arising out of the 2020/21 which had been conducted by Mr. P: Wilson who had now withdrawn as auditor. He informed the meeting that Ms. J Rae and experienced clerk and local government officer was willing to undertake the audit. It was agreed to appoint Ms. Rae as Auditor for the 2021/22 Audit.
46/2022 COUNCILLOR’S PORTFOLIO’S
i) Allotments: R Bowness reported that the allotments were very wet at present. The clerk advised that most of the annual rents had been collected and the ones that were outstanding were accounted for.
ii) Play Park: The Play Park was also wet but the new sign at the entrance had been erected.
iii) Flooding: S. Barton reported that there had been one occasion recently of the road flooding.
iv) Outside bodies: J. Mansfield had attended the Three Tier Zoom meeting on the Geological Disposal Facility and Local Government Reorganization and her notes had been circulated.
47/2022 PRIDE IN THE PARISH
K. Faulder addressed the meeting encouraging all to take a pride in where they live and suggested planting flowers and bulbs around the B5299 crossroads. All agreed to support the project.
48/2022 VACANCIES
There are presently three vacancies on the council.
49/2022 SPEEDING B5299
The road signage had been completed and had made a difference, but the siting of a speed indication device was raised which J. Lister will investigate. The double yellow lines at the entrance to Fletchertown were also now in place.
50/2022 PLAYPARK NOTICEBOARD
The clerk advised that the new sign had been erected.
51/2022 PARKING -
This problem was raised but there is no immediate solution.
52/2022 HEDGE CUTTING – WEST STREET, FLETCHERTOWN
This matter is now being dealt with by County Highways and J. Lister agreed to follow this up.
53/2022 BAGGROW LONNING
The still had been no response to the clerk’s enquiry and J. Lister agreed to chase this item with Highways.
54/2022 LOCAL GOVERNMENT REORGANISATION (LGR)
The M. Johnson had dealt with this, and the latest available information had been circulated by e-
55/2022 WEEKEND OF CELEBRATION – QUEENS PLATINUM JUBILEE
J. Mansfield informed the meeting that a group had met and suggested some competitions including a portrait of the Queen, Dressing Up for Adults and Children, a Jubilee Quiz, an archive display and on the Sunday a bring and share lunch after the Church Service. K Faulder agreed to arrange a Sports Day and R. Bowness will have worked on the restoration of the bonfire site.

This is now complete.
57/2022 DAMAGED SEAT, FLETCHERTOWN
The clerk informed the meeting that he was chasing Home Housing who are the landowners. It was also mentioned that a seat further down the village on Home Housing land was also in a damaged condition. The clerk to report to Home Housing.
58/2022 RESTORATION OF THE BONFIRE SITE
R. Bowness reported that this had been delayed slightly because of an injury to his leg which was in a medical boot.
59/2022 TRANSFER OF BANK ACCOUNT
After much work and several contacts with the new bankers the transfer is complete
60/2022 GEOLOGICAL DISPOSAL FACILITY IN ALLERDALE (GDF)
This was dealt with by M. Johnson earlier.

At this point the Press and the Public were asked to leave the meeting in accordance with agenda item 6 (minute 39/2022).
63/2022 CLERKS HOURS
The clerk submitted a letter asking for a temporary increase in hours because of a number of issues he had dealt with, and some were on going which was agreed.
64/2022 SOLICITOR’S LETTER
A further letter had been received from those representing the complainant which had been referred to the council’s solicitor for advice and response.
65/2022 DATE OF NEXT MEETING
The next meeting will be the Annual Parish Council Meeting to be held on Wednesday 4th May 2022 at Allhallows Centre, Fletchertown at 7.00pm. (following the Annual Parish Meeting)
