Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 5th January 2022 at 7.00pm.
PRESENT: Messrs. M. Abbott, S. Barton, C. Standish, R. Bowness, M. Bowness, and J. Mansfield
Also, Present: T. Gear (Clerk), Mrs. J. Pegler, and Mrs. M. Dalgleish.

01/2022 MEMBERS APOLOGIES
D. Thompson tendered her apologies because of illness and her absence was approved.
02/2022 DECLARATIONS OF INTERESTS
None
03/2022 MINUTES
On the proposal of J. Mansfield and seconded by R. Bowness it was RESOLVED that the minutes of the meeting held on 3rd November 2021 be approved and signed as a correct record.
04/2022 POLICE MATTERS
There were no apologies and no police report.
05/2022 PUBLIC PARTICIPATION
Mrs. Dalgleish raised the ongoing issues with the adjoining property which were now in the hands of the Borough Council.
06/2022 EXCLUSION OF THE PRESS AND PUBLIC
On the proposal of M. Abbott and seconded by C. Standish it was agreed to exclude the Press and Public for item 31 because it involves the likely disclosure of exempt information as defined in paragraphs 1 & 2 Schedule, 12A of Local Government Act 1972.

The clerk gave a brief report on matters that had arisen since the last meeting including:
i) He advised that information regarding a request for a Pedestrian Crossing – King Street, Wigton had been circulated to members.

13/2021 COUNCILLOR’S PORTFOLIO’S
i) Allotments: R Bowness reported that there had been a burst to the water pipe serving the allotments. It was agreed to replace the whole pipe. The clerk advise that the annual rents would be due shortly and members agreed to keep the rents the same as this year.
ii) Play Park: No report.
iii) Flooding: S. Barton reported that there had been one occasion recently of the road flooding, but residents were still able to get out of the village through Blennerhasset.
iv) Outside bodies: J. Mansfield had attended the Zoom meeting on Local Government Reorganization which had been well chaired, but the outcomes seemed to have been predetermined.
14/2022 PRIDE IN THE PARISH
This matter had been raised by K. Faulder who was not present so was adjourned to the next meeting
15/2022 VACANCIES
There are presently three vacancies on the council.
16/2022 SPEEDING B5299
The response from M. Jenkinson MP had been circulated in which it appears that the 30MPH road signage will be completed this budget year.
17/2022 SCHEDULE OF MEETING 2022/23
The clerk presented a schedule of meeting dates for the council year 2022/23 which was approved
18/2022 PLAYPARK NOTICEBOARD
The clerk to chase this item.
19/2022 PARKING -
This problem was raised but there is no immediate solution.
20/2022 HEDGE CUTTING – WEST STREET, FLETCHERTOWN
This matter is now being dealt with by County Highways.
21/2022 GRASS CUTTING CONTRACT 2022
The clerk had sent the tender documentation out to three potential contractors, two of whom responded. After hearing the quotes, it was agreed to ask the current provider to continue to cut the grass in 2022/23
22/2022 BAGGROW LONNING
The had been no response to the clerk’s enquiry and he was asked to chase a response.
23/2022 LOCAL GOVERNMENT REORGANISATION (LGR)
The latest available information had been circulated by e-
24/2022 WEEKEND OF CELEBRATION – QUEENS PLATINUM JUBILEE
The council were keen to be involved. The PCC had not produced any proposals at this time as there is a wedding in Church that weekend. To be discussed further at the next meeting.
25/2022 BOUNDARY HEDGE CUTTING
The contractor will carry out the work when ground conditions improve.
26/2022 DAMAGED SEAT, FLETCHERTOWN
The clerk informed the meeting that Home Housing had asked if the council had any information as to who had put the seat on their land. Regretfully, the council had no such knowledge, but they were reminded that the seat was damaged and in a dangerous condition.
27/2022 RESTORATION OF THE BONFIRE SITE
R. Bowness reported that the restoration work was in hand but asked the council to consider planting the area with trees as part of the Queens Green Canopy – Jubilee Celebration. He produced a plan which showed a path through the wood which also provided for wildlife areas either side. All present agreed that it would be a great project
28/2022 TRANSFER OF BANK ACCOUNT
This matter was ongoing as the provider keeps coming back asking for some proof of identity and addresses.
29/2022 GEOLOGICAL DISPOSAL FACILITY IN ALLERDALE (GDF)
Allerdale Borough Council had now joined the Allerdale GDF Working Group which recommends formation of Community Partnership.
30/2022 PROGRESS REPORTS

32/2022 SOLICITOR’S LETTER
After the Press and Public had been excluded as per minute 6/2022. The response to the solicitor’s letter was discussed and approved.

The next meeting will be held on Wednesday 2nd March 2022 at Allhallows Centre, Fletchertown at 7.00pm.
