Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 3rd November 2021 at 7.00pm.

PRESENT: Messrs. M. Abbott, S. Barton, C. Standish, R. Bowness, M. Bowness, J. Mansfield, and D. Thompson

Also, Present: T. Gear (Clerk), J. Lister (County Councillor) (part of meeting), M Johnson (Borough Councillor) (part of meeting), Mrs. J. Pegler and Mrs. M. Dalgleish.

At the beginning of the meeting the chair welcomed Diane Thompson as the newly co-opted councillor.


74/2021 MEMBERS APOLOGIES

K. Faulder tendered her apologies because of a work commitment and her absence was approved.

76/2021 MINUTES

On the proposal of S. Barton and seconded by C. Standish it was RESOLVED that the minutes of the meeting held on 1st September 2021 be approved and signed as a correct record.


77/2021 POLICE MATTERS

There were no apologies and no police report.


78/2021 PUBLIC PARTICIPATION

Neither of the members of the public wished to raise any issues.

80/2021 CLERKS REPORT

The clerk gave a brief report on matters that had arisen since the last meeting including:

i) He stressed the need for written apologies for absence before the meeting so that they can be approved at the meeting in accordance with the e-mails from CALC and NALC Circular LTN5 Parish and Community Council Meetings.

ii) The councils request to reduce the number of Parish Councillors had been brought to the attention of Allerdale Borough Council who are awaiting further advice on the matter and in any case will not take place before 2023.

iii) Allerdale Borough Council advised that they did not consider there was a breach of planning control in relation to 3 Skiddaw Terrace, Fletchertown. The matter had now been referred to the Environmental Protection team to see if there is anything they can do to assist the elderly neighbour.

iv) Cumbria Highways have written to the landowners of the overgrown hedges overhanging the pavement at West Street, Fletchertown.


81/2021 ALLHALLOWS CENTRE

The chair advised that the recent Art Exhibition had raised over £332.00. The tearoom floor had now been completed and the committee were conducting a survey of residents to see what the community requires from the centre to get the best out of it. Once completed the joint subcommittee will work on obtaining grants with one of the priorities being to insulate the roof space.


82/2021 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

M. Johnson, Borough Councillor gave an update on the action taken by the Borough Council regarding the condition of 2 School Gardens, Local Government Reorganization, and the Geological Disposal Facility.

J. Lister, County Councillor was challenged regarding the lack of a crossing in Wigton nr the Throstles Nest where elderly residents of this parish had been seen experiencing considerable difficulty trying to cross the busy road.

iii) The clerk presented a draft budget for 2022/23 which was discussed and it was agreed to set the Precept for 2022/23 at £9,900.00.


84/2021 COUNCILLOR’S PORTFOLIO’S

i) Allotments: One tenant has been served with notice that his tenancy of a Hen Pen will not be renewed after 31st March 2021 and has verbally advised that he has quit the hen pen. A further letter had been received from a person interested in a hen pen who had previously been declined. The contents of the letter were noted, and the clerk was asked to respond that the reason for refusal was that the council did not have confidence she would comply with the terms of tenancy as regards the use and condition.

 ii) Play Park: The council’s contractor will undertake the painting of various items of equipment when the weather allows.

 iii) Flooding: The residents of Baggrow had coped well during the recent severe weather with no incidence of flooding being reported. It had also been noted that there were men carrying out a survey of the river.

iv) Outside bodies: J. Mansfield apologized that she had tried to join the CALC AGM by teams without success.


85/2021 VACANCIES

There are presently three vacancies on the council.


86/2021 SPEEDING B5299

There had been no response from Mark Jenkinson MP and the clerk was asked to chase a response and enquire when the 30mph road marking will be installed.


87/2021 BONFIRES ON ALLOTMENTS

Following enquires it appears that the bonfires were not on the allotments but were on private land nearby. Further enquires are in hand.


88/2021 PLAYPARK NOTICEBOARD

The clerk had chased this item and had been advised that this was on order and will be supplied and erected as soon as it arrives.


89/2021 PARKING - FLETCHERTOWN

This problem was raised but there is no immediate solution.

 

90/2021 HEDGE CUTTING – WEST STREET, FLETCHERTOWN

This had been dealt with under clerk’s report.


91/2021 GRASS CUTTING CONTRACT 2022

The clerk had produces plans showing the areas to be cut on a cut and drop basis fortnightly during the growing season. It was agreed that grass cutting for 2022 should be put out to tender.


92/2021 BAGGROW LONNING

The had been no response to the clerk’s enquiry and he was asked to chase a response.


93/2021 LOCAL GOVERNMENT REORGANISATION (LGR)

The item had been dealt with by M. Johnson.


94/2021 WEEKEND OF CELEBRATION – QUEENS PLATINUM JUBILEE

The council were keen to be involved and he was asked to contact the Church and Centre Committee to see if there was anything being planned.


95/2021 BOUNDARY HEDGE CUTTING

Members confirmed that they wished to proceed with reducing the height of the boundary hedge adjacent to the centre car park and orchard field. The clerk to arrange with contractor.


96/2021 DAMAGED SEAT, FLETCHERTOWN

The clerk informed the meeting that Home Housing had been informed that the seat had been damaged and was in a dangerous condition and that it should either be repaired or removed. This apparently has been referred to their Estates Office.


97/2021 RESTORATION OF THE BONFIRE SITE

As there had been no bonfires for 3 years it was considered that the site should be restored and included in the grass cutting schedule. R. Bowness was prepared to undertake the restoration work with the cost of any machinery etc. being paid by the council.

 

98/2021 TRANSFER OLF BANK ACCOUNT

It was agreed to transfer the councils bank account to an online account with Unity Trust Bank and the signatories being M. Abbott, R. Bowness, J. Mansfield, S. Barton.  T. Gear (Clerk)  will be the authorised user.


99/2021 GEOLOGICAL DISPOSAL FACILITY IN ALLERDALE (GDF)

This item was fully discussed with M. Johnson earlier in the meeting.
