Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 1st September 2021 at 7.00pm.

PRESENT: Messrs. M. Abbott, S. Barton, C. Standish, and K. Faulder  

Also, Present: T. Gear (Clerk), J. Lister (County Councillor) (part of meeting), M Johnson (Borough Councillor) (part of meeting), Mark Jenkinson MP (initial part of meeting), Hannah Dolan (initial part of meeting), Mrs. J. Pegler and Mrs. M. Dalgleish.

Before the start of the meeting Mark Jenkinson MP outlined the governments proposal for planning reform and then discussed with members the proposed ways of improving traffic flow in the borough.

55/2021 MINUTES

On the proposal of K. Faulder and seconded by C. Standish it was RESOLVED that the minutes of the meeting held on 7th July 2021 be approved and signed as a correct record.


56/2021 POLICE MATTERS

There were no apologies and no police report.


57/2021 PUBLIC PARTICIPATION

Mrs. Dalgleish raised the condition of a property on School Gardens which was becoming a serious health issue. This had been raised with Allerdale Borough Council in the past and was being investigated but the absent owner was not engaging with the authority. M. Johnson as Leader of the Borough Council called for an urgent update.

Concerns were also raised that the Allhallows Centre was becoming a used car sales plot. The clerk was asked to seek removal of the three cars presently advertised for sale.

Letter from Citizens Advice Allerdale seeking financial support. It was agreed to donate £75.00 to this worthy cause particularly at this difficult time for all.


59/2021 CLERKS REPORT

The clerk gave a brief report on matters that had arisen since the last meeting including: -

Following complaints, the clerk had obtained an estimate for topping the trees along the centre boundary which was for £350.00 (including the hire of a chipper). Whilst agreed in principle it was deferred for a final decision to the next meeting. The gulley between the centre and the adjoining property had been examined by a roofing consultant and issues were found both on the centres’ side and the adjoining property. The contractor had been authorised to carry out repairs to the centre side. The gate stoop had been cut down and will be removed.


60/2021 ALLHALLOWS CENTRE

A written report had been provided which together with a letter from the Community Centre Management Committee seeking support had been circulated to members. It was agreed to support the Committee by forming a sub-committee to drive forward future proposals for the Centre


61/2021 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

M. Johnson, Borough Councillor gave an update on Local Government Reorganization, Garden Waste Collections, Road Improvements in Workington, and the recent investments obtained for the Borough.

J. Lister, County Councillor concurred with the updates provided.

A letter and attachments respecting Tree Preservation No.3 of 2021 for Land at 1 Allhallows Terrace, Fletchertown. The plan shows the tree to be protected on land adjacent to Skiddaw Terrace and the clerk has raised the issue with the Planning Officer

 The clerk had also received notification that the condition of 3, Skiddaw Terrace, Fletchertown is being investigated as an alleged breach of planning control ref: COM/2021/0107

64/2021 COUNCILLOR’S PORTFOLIO’S

The clerk advised that he had received a letter from a resident raising issues regarding the council and the allotments which had been circulated. The clerk briefly discussed the how he intended to respond which was approved by all present.

The clerk also had received an e-mail regarding a bonfire on the allotments in conditions and at a time which was unacceptable. Members will discuss the issue further and consider whether a condition of the tenancy was relevant at the next meeting.  

K Faulder advised that she had received the inspection report and some small issues such as painting were required. It was also noted that there had been an increase in litter. The clerk to approach the contractor.

S Barton informed the meeting that there had been no recent incidents of flooding to report.

J. Mansfield had tendered her apologies


65/2021 VACANCIES

An application for co-option had been received from Ms. D Thompson and on the proposal of M. Abbott and seconded by K. Faulder, Ms. Thompson was duly co-opted as Councillor.


66/2021 SPEEDING B5299

The clerk advised that speed reduction work had to date not been carried out. This had been raised earlier with Mark Jenkinson MP who had agreed to raise the issue with County Highways.


67/2021 PLAYPARK NOTICEBOARD

The clerk advised that this was on order and will be supplied and erected shortly.


68/2021 PARKING - FLETCHERTOWN

This problem was raised but there is no immediate solution.


67/2021 APPOINTMENT OF INTERNAL AUDITOR

The clerk advised the meeting that Ms. J. Rae and experienced clerk and internal auditor was prepared to be the council’s internal auditor. It was agreed that Ms. J. Rae be appointed the internal auditor to the council.

  

68/2021 HEDGE CUTTING – WEST STREET, FLETCHERTOWN

Highways have been contacted but there has been no improvement. The clerk to chase through the County Councillor.


69/2021 GRASS CUTTING CONTRACT 2022

It was agreed that there should be a meeting of a small group of councillors to determine the areas to be cut before going out to tender.


70/2021 BAGGROW LONNING

The County Highways response had been that they do not intend to carry out any additional work. This is totally unacceptable, and the clerk was asked to raise with the County Councillor.
