Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 7th July 2021 at 7.00pm.

PRESENT: Messrs. M. Abbott, S. Barton, J. Mansfield, C. Standish, and K. Faulder  

Also, Present: T. Gear (Clerk), J. Lister (County Councillor), Mr. & Mrs. R. Pegler (part of the meeting) Mr. T Hamilton (part of the meeting) Mrs. M. Dalgleish (part of the meeting)

29/2021 DECLARATIONS OF INTERESTS

None


30/2021 MINUTES

On the proposal of K. Faulder and seconded by J. Mansfield it was RESOLVED that the minutes of the meeting held on 18th May 2021 be approved and signed as a correct record.


31/2021 VACANCIES

An application for co-option had been received from Ms. C Standish and on the proposal of M. Abbott and seconded by K. Faulder, Ms. Standish was co-opted as Councillor, signed the Acceptance of Office and took her place as a councillor.


32/2021 POLICE MATTERS

There were no apologies and no police report.


33/2021 PUBLIC PARTICIPATION

Mr. Pegler read a letter dated 6th July a copy of which had been hand delivered to the clerk at the meeting the contents were noted.

Mr. Hamilton raised the condition of two properties in the village.

Mrs. Dalgleish advised that she was hoping to arrange a carnival/gala day in 2022 and was looking for council support.   

The chair on behalf of residents raised the following: -

The wooden post to which the dog bin halfway up Green Bank is attached is rotten and the area around the seat needs to be strimmed.

The drainage channels in Skiddaw Terrace and Quarry Street have sunk and are dangerous.

35/2021 CLERKS REPORT

The clerk gave a brief report on matters that had arisen since the last meeting including:-

A letter of resignation from Mr. P Wilson, the council’s internal auditor had been received. It was agreed a letter of thanks for his service to the council should be sent.

Complaints had been received from the residents of School Gardens regarding the condition of the house and garden at No 2.

The Councils Certificate of Exemption from External Audit had been acknowledged by the External Auditor and we are presently in the period where members of the public can examine the accounts.

He reported on the issues with the Centre neighbour. The neighbour now requests the hedge adjacent to the orchard to be topped not layered. The council is seeking independent advice on the water ingress to his property. Enquires are in hand regarding the removal of the stoop or alteration on the handrail. The height restrictor issue is in the hands of the solicitor.


36/2021 ALLHALLOWS CENTRE

The Chair gave a verbal report that the building had been surveyed and the Tea Room floor was found to be rotten and need of replacing. The drains now need to be surveyed as it is felt that the condition of the tearoom floor may have been caused by water collecting under the floor. Whilst there are some bookings the centre is waiting to see how it can progress after the 19th July when restrictions may be lifted.


37/2021 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

J. Lister, County Councillor explained the future works to the A595 at Bothel and Brigham. He also advised of future works to the Ramsay Brow junction in Workington.

Apologies had been tendered on behalf of M. Johnson, but no report had been provided.

40/2021 COUNCILLOR’S PORTFOLIO’S

The clerk advised that he had been requested to write to a Hen Pen tenant regarding his overgrown Hen Pen which had been acknowledged.

K Faulder advised that all was well in the playpark.

S Barton informed the meeting that there had been no recent incidents of flooding to report.

J. Mansfield had attended a zoom three tier meeting and had provided feedback to councillors.


41/2021 DONATON – ALL SAINTS CHURCHYARD

The Clerk advised the meeting he had received a request from the Secretary/Treasurer for a donation towards churchyard maintenance. On the proposal of M Abbott and seconded by J Mansfield it was agreed to donate £350.00 towards this worthy cause.


42/2021 SPEEDING B5299

The clerk advised that speed reduction work had to date not been carried out. It was agreed to monitor the situation.


43/2021 NOTICEBOARD

The clerk advised that W S Reid Ltd, Aspatria who manufactured the noticeboards had been asked to carryout repairs to the noticeboards in the parish on a rolling basis.

 

44/2021 PARKING - FLETCHERTOWN

This problem was raised but there is no immediate solution.


45//2021 QUEENS 70th YEAR ON THRONE

It was agreed to remove this item from the agenda at this stage but to re-instate in the new year when it may be clearer what restrictions we will be living under.


46/2021 HEDGE CUTTING – WEST STREET, FLETCHERTOWN

Several hedges have not been cut and are encroaching on to the pavement making it impassable for some residents without going onto the road. The clerk to contact Highways.


47/2021 PLAYPARK NOTICEBOARD

The clerk informed the meeting that the noticeboard was out of date and in poor condition. It was agreed to update and replace the sign.


48/2021 BAGGROW LONNING

The pipe half- way up the lonning had not been repaired and the clerk was asked to bring it to the attention of Highways.
