Allhallows Parish Council

The Annual Parish Council meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Tuesday 18th May 2021 at 7.10pm.


PRESENT: Messrs. M. Abbott, R. Bowness, J. Mansfield, M. Bowness, and K. Faulder  

Also, Present: T. Gear (Clerk), and Mrs. J. Pegler

01/2021 ELECTION OF CHAIR 2021/22

On the proposal of R. Bowness and seconded by M. Bowness it was RESOLVED that M. Abbott be Chair for 2021/22.


02/2021 ELECTION OF VICE CHAIR 2021/22

On the proposal of M. Abbott and seconded by J. Mansfield it was RESOLVED that R. Bowness be Vice Chair for 2021/22


03/2021 DECLARATIONS OF INTERESTS

None


04/2021 MINUTES

On the proposal of R. Bowness and seconded by J. Mansfield it was RESOLVED that the minutes of the meeting held on 4th November 2020 and the Notices of Cancellation of the meetings to have been held on 6th January and 3rd March 2021 were approved and signed as a correct record.


05/2021 VACANCIES

Since the last meeting G. Edmondson and C. Mackenzie had resigned. J. Mansfield had put an article in the Binsey Link regarding the vacancies.

An application had been received from Ms. K Faulder and on the proposal of M. Abbott and seconded by R. Bowness, Ms. Faulder was co-opted as Councillor signed the Acceptance of Office and took her place as a councillor.


06/2021 CONFIRMATION OF PORTFOLIO HOLDERS FOR 2021/22.

07/2021 POLICE MATTERS

There were no apologies and no police report.

Although a member of the public was present no matters were raised.

10/2021 CLERKS REPORT

The clerk gave a brief report on matters that had arisen since the last meeting.


11/2021 ALLHALLOWS CENTRE

The clerk read a report on the centre from G Edmondson.

iii) With the assistance of members, the Annual Governance Statement 2020/21 was completed, and the Chair was authorised to sign.

iv) The Final Accounts for 2020/21 were approved and the Chair was authorised to sign Accounting Statements 2020/21.

v) It was agreed to claim exemption from external audit and the Chair was authorised to sign the Certificate of Exemption 2020/21.


15/2021 COUNCILLOR’S PORTFOLIO’S

R. Bowness advised that the allotments were being well used.

J. Mansfield had attended a zoom meeting on Local Government Reorganization and gave feedback to the meeting.


16/2021 ALLHALLOWS CENTRE WORKS

The Chair advised the meeting that the works were now complete and to a good standard.


17/2021 SPEEDING B5299

The clerk updated the meeting on Cumbria Highways proposals for dealing with the above issue and advised the meeting that he had also informed the concerned local resident.


18/2021 NOTICEBOARDS

The clerk advised that the parish council noticeboard’s need some attention and it was agreed to ask a local joiner to carry out the works.


19/2021 SCHEDULE OF MEETING DATES 2021/22CALENDAR

The clerk produced a schedule of meeting dates for 2021/22 which was agreed.

 

20/2021 PARKING - FLETCHERTOWN

This problem was raised but there is no immediate solution.


21/2021 HEIGHT RESTRICTOR

The clerk informed the meeting that the height restrictor to protect the centre car park from HGV’s causing damage was ready to be installed.


22/2021 HEDGE CUTTING – WEST STREET, FLETCHERTOWN

Several hedges have not been cut and are encroaching on to the pavement making it impassable for some residents without going onto the road. The clerk to contact Highways.


23/2021 DRAINS AND SEWERAGE, WATCH HILL

J. Mansfield informed the meeting of a recent blockage in Watch Hill and ask that a reminder of things that should not be put down the sinks and toilets be put in the next newsletter.


24/2021 COMPLAINTS RECEIVED

The Chair and Clerk had been invited to a meeting with two residents who had issues with Allhallows Centre. The issues were: -

1) The hedge at the back of the centre car park needed laying and they would erect a fence whilst the hedge was growing back.

2) There had been water ingress into their property from a valley gutter between their property and the centre.

3) A handrail that had bee erected as part of the Covid 19 precautions for the centre was making it difficult to negotiate along their right of way.

4) They were opposed to the erection of the height restrictor.

An invitation was made for the Chair and Clerk to attend a further meeting to discuss the above.


25/2021 COMPLAINT AGAINST THE COUNCIL

The clerk informed the meeting that an official complaint had been received from the partner of an allotment holder regarding the way in which the council had dealt with the decision not to renew his tenancy and subsequent appeal. The Chair had appointed the clerk to investigate and report to the next council meeting. The complainant had been informed accordingly.
