A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 4th March 2020 at 7.30pm.

21/2020 DECLARATIONS OF INTERESTS
None
22/2020 MINUTES
On the proposal of G. Edmondson and seconded by C. Mackenzie it was RESOLVED that the minutes of the meeting held on 5th February 2020 be approved and signed as a correct record.
23/2020 POLICE MATTERS
There were no apologies or report from the police.
24/2020 PUBLIC PARTICIPATION
There were no members of the public present, but the following matters were raised on their behalf.: -
i) Progress on the loose concrete channel West Street J/W Quarry Street which had been reported to highways.
ii) A new waste bin West Street which Allerdale Borough Council are to install.
25/2020 CORRESPONDENCE
i) A letter of thanks had been received from Wigton Baths for the council’s donation of £50.00 towards their running costs.
ii) The North West Coastal Access Monthly Update-
iii) The CALC Circular for February/March 2020 had been received and forwarded to members.

x) A letter of thanks had been received from the Community Centre Management Committee for the council’s donation of £1000.00 towards the ongoing remedial works.
26/2020 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting including: -
i) Highways operatives have been to Baggrow Lonning, but the flood waters were too deep to carry out remedial work. They have put out flood signs and will return when the water subsides
ii) Allerdale Borough Council will be carrying out the annual play area inspection in May
iii) The clerk informed the meeting that had now received information on the energy cost for footway lighting together with a plan showing the location of the lights of the lights. The clerk was asked to write and object to the imposition of these charges in the strongest terms and include on the next agenda.
27/2020 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting that the centre was as busy as ever. She gave a summary of up-
28/2020 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
Both J. Lister and M. Johnson were attending the full council meeting of Allerdale Borough Council where the budget for 2020/21 is being discussed.

30/2020 ACCOUNTS

31/2020 COUNCILLOR’S PORTFOLIO’S
R. Bowness had asked that the clerk write and offer a different allotment to the holder of a very wet allotment. The clerk is also to write to the holder of the hen pen which the council had terminated the tenancy agreement and those tenants where the rent was outstanding.
G. Edmondson advised that the play area was also very wet and that there were a few items that required attention before the annual inspection

J. Mansfield had tendered her apologies, but it is understood that organisation of the events was in hand.

Still waiting for feedback from Highways. The clerk had written to Amber Sykes, Highways and J. Lister (County Councillor) following the last meeting but had received no reply. The clerk to chase again
35/2020 BANK ACCOUNT WITH ONLINE FACILITIES
The clerk explained the difficulties he was experiencing in securing a community bank account with online facilities. The clerk to continue with his endeavors to secure a bank account with the required facilities.
36/2020 NORTH ALLERDALE TRO
Members discussed this matter and asked the clerk to seek double yellow lines on both sides of the road at the entrance to Fletchertown on road safety grounds.

This problem was raised but there is no immediate solution
