A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 5th February 2020 at 7.30pm.
PRESENT: Messrs.: M. Abbott, R. Bowness, L. Douglas, J. Mansfield, G. Edmondson, S. Barton and C. Mackenzie

1/2020 DECLARATIONS OF INTERESTS
M. Abbott, G. Edmondson, C Mackenzie and J. Mansfield declared an interest in item 8 on the agenda Allhallows Centre and left the room whilst the second letter mentioned in minute 7/2020 was discussed.
2/2020 MINUTES
On the proposal of R. Bowness and seconded by M. Abbott it was RESOLVED that the minutes of the meeting held on 4th December 2019 be approved and signed as a correct record.
3/2020 POLICE MATTERS
There were no apologies or report from the police. However, an e-
4/2020 PUBLIC PARTICIPATION
There were no members of the public present but the condition of the concrete gutter in the centre of Quarry Street near West Street was raised on behalf of a resident. The clerk to report to highways.
A letter had been received from a resident who was concerned about speed of traffic along the B5299 and asking for the council to approach highways about 30/40 MPH signs being put on the road surface between Mealsgate Junction and Allhallows Church. There were also concerns about the size of the warning sign at West Street, Fletchertown.
Concerns were also raised about Baggrow Lonning which was impassable because of flooding near Upmanaby Farm.

ixv) A letter had been received regarding the Royal Air Force Battle of Britain 80th Anniversary.
6/2020 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting including: -
i) A reminder to renew the council’s registration had been received from the Information Commissioner together with a Direct Debit authority which would reduce the cost by £5.00. The Direct Debit Mandate was authorized and signed.
ii) The grass cutting contractor has advised that there will be no increase in this year’s costs.
iii) The clerk informed the meeting that CALC were checking websites to see that they are compliant with the Transparency Regulations. They raised four issues three of which were on the website and the fourth which has been corrected.
7/2020 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting that the centre was as busy as ever. The clerk had received two letters from the Management Committee. Firstly, a request to change the financial year end to 31st December each year which was approved and secondly a request for financial assistance to carryout guttering, a new front door and the installation of a hearing loop. On the proposal of R. Bowness and seconded by L. Douglas it was agreed to donate £1000.00 to this work.
8/2020 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
J. Lister addressed the meeting and informed members that he was now a member of the Executive of Allerdale Borough Council with responsibility for Finance and Legal. He also advised that members had voted down an increase to their allowance and gave an update on footway lighting, budget and refuse collection. He also gave his apologies for the next meeting.

11/2020 COUNCILLOR’S PORTFOLIO’S
R. Bowness advised that the ground was very wet. Members were advised that most rents had now been collected.
G. Edmondson advised that the play area was also very wet and that there were a few items that required attention before the annual inspection
S. Barton advised that although there had been a lot of rain there had been no major incidents to report.
J. Mansfield indicated that she would be attending a meeting at West Street Practice in Aspatria and that there was a vacancy for a Community Governor at Blennerhasset School.
12/2020 VE DAY 75 – 8th MAY 2020
J. Mansfield suggested that a themed display and tea (fancy dress optional) would be an appropriate way to commemorate this event. All agreed with the proposal and in principal to financially support the event.

15/2020 BANK ACCOUNT WITH ONLINE FACILITIES
The clerk explained the difficulties he was experiencing in securing a community bank account with online facilities. The clerk to continue with his endeavors to secure a bank account with the required facilities.
16/2020 CHANGE OF MEETING DATE
The clerk requested that the April meeting be moved from the 1st to the 8th April 2020.
