Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 4th December 2019 at 7.30pm.

PRESENT: Messrs.: M. Abbott, R. Bowness and C. Mackenzie

Also, Present: T. Gear (Clerk), M. Johnson (Borough Councillor) and J. Lister (County Councillor)

202/2019 DECLARATIONS OF INTERESTS

None received.


203/2019 MINUTES

On the proposal of M. Abbott and seconded by C. Mackenzie it was RESOLVED that the minutes of the meeting held on 6th November 2019 be approved and signed as a correct record.


204/2019 POLICE MATTERS

There were no apologies or report from the police.


205/2019 PUBLIC PARTICIPATION

There were no members of the public present but the condition of the culvert near King Gate on the B5299 was raised following a recent accident. The council had previously been reported this issue to highways and the clerk was asked to chase a response.


206/2019 CORRESPONDENCE

i) A letter had been received from Allerdale Borough Council advising of the proposals regarding charging parishes for footway lighting in Allerdale. The clerk had asked the borough council for the number and location of the lights affected in the parish. A response is awaited when the matter will be discussed further.

ii) A request to support the Local Electricity Bill had been received and was noted.   

iii) The CALC Circular for November 2019 had been received and forwarded to members.

vi) The Cumbria Action for Health Network & Mental Health Provider Forum Bulletin 04.11.2019. had been circulated


207/2019 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting


208/2019 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and informed members that the odd job man had been and completed his work. There is Christmas Bingo on Friday evening, Cake Decorating on Saturday and Santa will be arriving on Sunday.


209/2019 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

M. Johnson advised members that their refuse collections will be collected in house from 6th April 2020. The Allerdale Borough Council Plan is being finalized following the consultation and the Budget for 2020/21 will go before council next week. The Chief Executive had left the council and Andrew Seekings was now the Interim Chief Executive for 12 months.

J. Lister addressed the meeting and informed members that Angela Jones was now a Corporate Director. He also gave an update on the repairs to Heathfield Bridge which will not be repaired in December. He had raised the issues with re-surfacing of Baggrow Lonning with highways, but a response is awaited.

212/2019 COUNCILLOR’S PORTFOLIO’S

R. Bowness a pipe was bubbling up which he will investigate, and the ground was very wet. Members agreed there would be no increase in the annual allotment rent for 2020

J. Mansfield provided a written report on the CALC AGM which was read by the clerk.


213/2019 FLOODING ISSUES

Nothing to report under this item.


214/2019 VE DAY 75 – 8th MAY 2020

J. Mansfield was to contact other organisations in the parish to see if there is a scope for all to come together and arrange an event to commemorate the above. The chair will speak to J. Mansfield. Adjourned to the next meeting.


215/2019 VACANCIES

There remained three vacancies which should be filled by co-option as soon as possible.

Still waiting for feedback from Highways.


217/2019 BANK ACCOUNT WITH ONLINE FACILITIES

The clerk explained the difficulties he was experiencing in securing a community bank account with online facilities. The clerk to continue with his endeavors to secure a bank account with the required facilities.


218/2019 MEETING DATES 2020/21

The clerk provided a draft schedule of meeting dates for 2020/21 which was approved.

This problem was raised but there is no immediate solution
