Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 4th September 2019 at 7.30pm.


PRESENT: Messrs. M. Abbott, L. Douglas, C. Mackenzie, and G. Edmondson,

Also, Present: T. Gear (Clerk) and four members of the public.

Apologies: J. Mansfield, R. Bowness, M. Bowness.

133/2019 DECLARATIONS OF INTERESTS

None received.


134/2019 MINUTES

On the proposal of M. Abbott and seconded by C. Mackenzie it was RESOLVED that the minutes of the meeting held on 16th July 2019 be approved and signed as a correct record.


135/2019 POLICE MATTERS

There was no report from the police but there had been an e-mail inviting councillors to take part in a survey on Policing Priorities, Local Concerns and Agency Responsibilities which had been circulated.


136//2019 PUBLIC PARTICIPATION

There were four members of the public present who raised the following issues: -

!) Two members of the public requested an update on the parking situation in West Street, a defective light on West Street and requested an additional litter bin on West Street. An update was provided, and the other matters would be progressed.

2) Two other members of the public were in attendance in response to a letter from the council regarding a trampoline on a hen pen and unaccompanied children being on the allotments. It was explained that the letter had been received late the night before had not been seen by all councillors and therefore would not be discussed until the next meeting.


A letter from a resident containing eight issues had been received and the clerk was asked to deal and respond.


137/2019 CORRESPONDENCE

i) The July/August CALC Circular had been received and circulated.

ii) A thank you e-mail had been received from Citizens Advice Allerdale for the council’s donation of £75.00 towards the work they do in the area.   

iii) The North West Coastal Access Monthly Update -July had been received and circulated.

vi) Notes of the 3 Tier meeting held in Cockermouth on 11th July had been received and circulated.

v) The Cumbria Action for Health Network & Mental Health Provider Forum Bulletin 12/08/2019 had been received and circulated.

iv)The Solway Coast ANOB Parish Council meeting notes had been received.


138/2019 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting


139/2019 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting informing members that the Centre was very busy, and the Art Exhibition had raised a magnificent £1853.00.

There were no apologies or reports from the Borough or County Councillors.

143/2019 COUNCILLOR’S PORTFOLIO’S

R. Bowness had given his apologies, but the clerk confirmed that the letters requiring some allotment holders to take action had been sent.

G. Edmondson reported that the play park was well used by lots of children. The gate and a small divot require attention.

J. Mansfield had tendered her apologies.


144/2019 FLOODING ISSUES

Nothing to report under this item.


145/2019 DONATION TO ALL SAINTS CHURC FUNDRAISING EVENT

The clerk read a letter that had been received after the last meeting in which the church requested financial support for their fundraising event. On the proposal of G. Edmondson and seconded by C. Mackenzie it was RESOLVED to donate £50.00 to this worthy local cause.


146/2019 VACANCIES

Following the recent election three vacancies remained which should be filled by co-option as soon as possible.


147/2019 SPEEDING B5299

The clerk had received a further response from highways who accept there is a speeding problem and will undertake enforcement by the camera van in the first instance.


148/2019 ADOPTION OF THER MODEL FINANCIAL REGULATION 2019

The clerk had received the above from the National Association of Local Councils (NALC) which had been circulated to members and was adopted by the council.


149/20019 ABANDONED VEHICLES ON COUNCIL’S CAR PARKS

The above had been brought to the attention of the Borough Council and the vehicles have now been removed.

This problem was raised but there is no immediate solution
