Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Tuesday 16th July 2019 at 7.30pm.
PRESENT: Messrs. M. Abbott, R. Bowness, C. Mackenzie, G. Edmondson, and M. Bowness.
Also, Present: T. Gear (Clerk).
Apologies: J. Mansfield, S. Barton and J. Lister (County Councillor)

112/2019 DECLARATIONS OF INTERESTS
None
113/2019 MINUTES
On the proposal of R. Bowness and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 5th June 2019 be approved and signed as a correct record.
114/2019 POLICE MATTERS
A report had been provided indicating that there had been three incidents in the parish since the last meeting.

There were no members of the public present and no matters were raised on their behalf

117/2019 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting including: -
i) The works to the trees between the Recreation Field and Business Park had been completed.
ii) Acknowledgement had been received that the external auditor had received the councils Certificate of Exemption.
118/2019 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and informed members that the Centre was very busy with events for the Church, the Vintage Rally and other events. R. Pegler had sprayed around the back of the centre and it was asked that the council’s contractor be employed to weed around the car park. This was agreed with the clerk to arrange. A new noticeboard will be erected shortly.

122/2019 COUNCILLOR’S PORTFOLIO’S
R. Bowness advised that the allotments were dry and despite a few tenants having received letters asking them to tidy up their allotment/hen pens a number remained in poor condition. It was agreed to send those final letters. It was also brought to attention that one hen pen had a trampoline and the tenant’s daughter and other children were allowed to be on the hen pen unattended. The clerk to send an advisory letter.
G. Edmondson reported that the play park was well used by lots of children. It appears that United Utilities had been in and around the edge carrying out investigatory work. She has litter picked that area on a regular basis and there was a small trip hazard which will be resolved.
S. Barton advised that there was nothing to add at the moment.
J. Mansfield had attended attempted to attend the Three Tier Meeting on 11th July but due to parking difficulties had returned home.
123/2019 FLOODING ISSUES
All was dry at the moment.
124/2019 ALLHALLOWS CENTRE WORKS
The clerk advised that he had contacted another contractor who has scheduled the work for early next year.
125/2019 VACANCIES
Following the recent election three vacancies remained which should be filled by co-

The clerk had final received a response from highways who were carrying out some monitoring, reporting to a CRASH meeting and it was hoped that a more formal response would be available for this evenings meeting, but it has not been received.
127/2019 BAGGROW LONNING
It is hoped that the approved works will cover the areas of concern and disrepair.
128/2019 39 BUS ROUTE.
There is no new information to report.

This problem was raised but there is no immediate solution
