A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 5th June 2019 at 7.30pm.
PRESENT: Messrs. M. Abbott, R. Bowness, C. Mackenzie, G. Edmondson, S. Barton, J. Mansfield and M. Bowness
Also, Present: T. Gear (Clerk), J. Lister (County Councillor) and two members of the public.

89/2019 DECLARATIONS OF INTERESTS
None
90/2019 MINUTES
On the proposal of J. Mansfield and seconded by R. Bowness it was RESOLVED that the minutes of the meeting held on 8th May 2019 be approved and signed as a correct record.
91/2019 POLICE MATTERS
Unfortunately, PCSO P Crome was not on duty and was unable to attend the meeting but he provided a report that indicated that there had been four incidents in the parish since the last meeting.

94/2019 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting including: -
i) He had received a response from the Scheduled Bus Services Officer at Cumbria County Council regarding the route of the 39 Bus.
ii) He had obtained a report on the condition of the trees between the Business Park and the Recreation Field and an estimate of £600.00 for the suggested work. He had also invited the complaint to the meeting, but nobody was in attendance. On the proposal of M. Abbott and seconded by R Bowness it was RESOLVED that the works should be carried out as per the report/estimate.
95/2019 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and informed members that the Centre was as busy as ever. She also advised that there were three new groups using or about to use the centre and it was hoped to be able to start a Food Bank Collection point soon.
96/2019 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
J. Lister addressed the meeting and was informed that members that he had referred the complaints about speeding on the B5299 at Mealsgate to Amber Sykes , Network Manager (who is presently on holiday) and the clerk informed that meeting that he had sent copies of the letters to Steph Davis-

99/2019 COUNCILLOR’S PORTFOLIO’S
R. Bowness advised that the allotments were wet, and he hoped to do some drainage work to the worst affected allotments in the near future.
G. Edmondson reported that the annual inspection report had been received which was generally good but highlighted some minor works
S. Barton advised that there was nothing to add at the moment.
J. Mansfield had attended a Domestic Violence and Slavery seminar which was very informative, and she would be researching some contact address to provide an article for the next newsletter.
100/2019 FLOODING ISSUES
L. Douglas had tendered her apologies and it was decided to adjourn this item to the next meeting.
101/2019 ALLHALLOWS CENTRE WORKS
The clerk advised that following the last meeting he contacted the contractor and advised if he did not receive a start date by today that the council would instruct another contractor. There had been no contact and it was agreed to instruct another contractor.
102/2019 VACANCIES
Following the recent election three vacancies remained which should be filled by co-
103/2019 TIMBER WAGON ROUTES
The clerk had received the approved timber routes from highways (which had been circulated) and the B5299 is not an approved route. All sightings of wood wagons with as much information as possible should be recorded.
104/2019 BAGGROW LONNING
It had been established that only one third of the lonning will be repaired starting at the Baggrow end.
105/2019 BENCH Nr PINE GROVE
This has now been replaced.
106/2019 CODE OF CONDUCT TRAINING
Training on the Code of Conduct for Parish Councillors will take place at 7pm on Tuesday 25th June at Allhallows Centre, Fletchertown. All to attend. Surrounding councils have also been invited at a cost of £10 per head.
107/2019 ODD JOB MAN
The odd job man was asked to paint the Monkey Bars, Large Swings, Noticeboards and Seats.
