Allhallows Parish Council

The Annual Parish Council meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 8th May 2019 at 7.10pm.


PRESENT: Messrs. M. Abbott, R. Bowness, C. Mackenzie, L. Douglas, S. Barton, J. Mansfield and M. Bowness

Also, Present: T. Gear (Clerk), M. Johnson (Borough Councillor) and J. Lister (County Councillor).

66/2019 ELECTION OF CHAIR 2018/19

On the proposal of J. Mansfield and seconded by R. Bowness it was RESOLVED that M. Abbott be Chair for 2019/20.


67/2019 ELECTION OF VICE CHAIR 2018/19

On the proposal of L. Douglas and seconded by J. Mansfield it was RESOLVED that R. Bowness be Vice Chair for 2019/20


68/2019 DECLARATIONS OF INTERESTS

None


69/2019 MINUTES

On the proposal of L. Douglas and seconded by J. Mansfield it was RESOLVED that the minutes of the meeting held on 3rd April 2019 be approved and signed as a correct record.


70/2019 POLICE MATTERS

Unfortunately, PCSO P Crome was not on duty and was unable to attend the meeting but he provided a report that indicated that there had been five incidents in the parish since the last meeting.


71//2019 PUBLIC PARTICIPATION

There were no members of the public present and no matters raised on their behalf.


72/2019 CORRESPONDENCE

The April CALC Circular had been received and circulated.

ii) An e-mail giving updated news from North Cumbria University Hospital Trust had been received and circulated    

iii) An e-mail giving details of Policy E-Briefing PC7-19-Traffic Commissioners had been received and was discussed. The clerk was asked to respond.

vi) A Guide to the Community Infrastructure Levy (CIL) for Parish and Town Councils had been received and circulated.

v) The North West Coastal Access Monthly Update – April had been received and circulated.

iv) Save the Date! CALC Summer Conference is to be held on Saturday 22nd June 2019 at Stoneybeck Inn, Penrith.

iiv) A letter had been received from a parishioner regarding bonfires on the allotments, health and safety issue in the Community Centre and speeding on the B5299. The first issue will be dealt with by the clerk whilst the second would be passed to the centre committee and the last matter is an ongoing issue being dealt with by J. Lister with the Highways Authority

           

73/2019 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including: -

i)   A request had been made by the Pension Regulator for a re-declaration of compliance which had been completed.


74/2019 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and informed members that the Centre was very busy. She also expressed concerns that coaches were using the council’s car park opposite Crummock Close and an articulated lorry is using the centre car park which is causing damage to the kerbs and surface of the car park.


75/2019 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

M. Johnson addressed the meeting and advised that following the recent local elections the political make-up of Allerdale Borough Council had changed and there were ongoing discussions as to how the council will be led in the future.

J. Lister addressed the meeting and was informed that members that it had been a quiet month and that the county council were looking to rationalize their assets in Aspatria which could impact on the library and Park Lodge.

78/2019 COUNCILLOR’S PORTFOLIO’S

R. Bowness advised that the allotments were wet and there appeared to be a leak from an adjoining property which was being dealt with.

S. Barton advised that it had been generally a dry winter and spring, and all was well at the moment

J. Mansfield apologized that she had been unable to attend the follow up meeting on the A596.


79/2019 FLOODING ISSUES

Members concerns over flooding near Baggrow Farm and the misaligned drains on the B5299 remained but without heavy rains it was difficult to produce evidence to put to the authorities.


80/2019 ALLHALLOWS CENTRE WORKS

The clerk advised that he is still waiting for a start date from the contractor which he will chase again.


81/2019 VACANCIES

Following the recent election three vacancies remained which should be filled by co-option as soon as possible.


82/2019 SILVER BIRCH TREES BETWEEN INDUSTRIAL ESTATE AND RECREATION FIELD

The clerk read a letter from the owner of the Industrial Estate who was making the case for felling of the trees. The council had serious concerns over the proposal and wished to discuss the issue with the owner. The clerk was asked to have the trees surveyed and to invite the owner to the next meeting.  


83/2019 No.39 BUS ROUTE

J. Mansfield asked J. Lister to ascertain from the County Council Officers why the route was allowed to be changed without consultation with the council or residents.


84/2019 BENCH Nr PINE GROVE

The clerk advised that the bench had been ordered and he had heard from the supplier that it will be delivered within the next few days to WG & JB Hort. Services who will remove the old and secure the new seat.


85/2019 CALENDAR

It was proposed that with so many groups in the parish it would be good to have a central calendar so that there is no duplication of events on the same date. It was agreed that G. Edmondson will progress when her health improves.

This problem was raised but there is no immediate solution
