Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 3rd April 2019 at 7.30pm.
PRESENT: Messrs. M. Abbott, C. Mackenzie, L. Douglas, B. Finlay (also Borough Councillor), G. Edmondson and J. Mansfield.
Also, Present: T. Gear (Clerk) and J. Lister (County Councillor).

45/2019 DECLARATIONS OF INTERESTS
None
46/2019 MINUTES
On the proposal of L. Douglas and seconded by J. Mansfield it was RESOLVED that the minutes of the meeting held on 6th March 2019 be approved and signed as a correct record.
47/2019 POLICE MATTERS
There were no apologies or report for consideration.
48//2019 PUBLIC PARTICIPATION
There were no members of the public present and no matters raised on their behalf.
49/2019 CORRESPONDENCE
The March CALC Circular had been received and circulated.

held to discuss the A596 which is to be held at 7pm on Friday 5th May 2019 at the
Meeting Room, Aspatria Methodist Church. Members considered this to be an
unfortunate date as it is the day following the local elections and those who had
been elected may not know at that time

50/2019 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting including: -
i) A request had been made for a grit bin (or mound of grit) at the top of Baggrow Brow.
ii) The minibus on the recreation field car park had been reported to Allerdale Borough Council
iii) The letter regarding the new recycling bins had been forwarded to Allerdale Borough Council
iv) Unauthorized HGV’s using the C road to Leegate had been reported to the police who will
raise at the next CRASH meeting.
v) He had not received any response from Highways regarding complaints of speeding on the
B5299. J. Lister to |chase.
iv) The new bench for near Pine Grove was on order.
51/2019 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and informed members that the Centre was very busy. There had been another booking for Guitar Practice and the Photography Group was very popular. There is a quiz on Saturday evening.
52/2019 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
J. Lister addressed the meeting and was informed that members whilst being grateful for the investment in Baggrow Lonning expressed concern that the money was being spent on the wrong part of the lonning. He advised that works to Heathfield Bridge will be complete on 13th June. He was excused and left the meeting
B. Findlay addressed the meeting and advised that he would not be standing as a Borough councillor at the May election. He was thanked for his diligence and all that he had done for the parish.

54/2019 ACCOUNTS
i) The following accounts were approved for payment: -

iii) With the assistance of members, the Annual Governance and Accountability Return 2018/19 was completed and signed by the chair.
vi) The Accounting Statements for 2018/19 signed by the clerk had been circulated and were approved and signed by the chair.
v) As the Council’s gross income or gross expenditure did not exceed £25,000 in the year of account ended 31st March 2019 members agreed to certify themselves exempt from the limited assurance review and the exemption certificate was signed by the chair.
55/2019 COUNCILLOR’S PORTFOLIO’S
G. Edmondson advised the meeting that she was still working on feedback for the next grant application and the annual independent Play Park Inspection will take place in April.
56/2019 FLOODING ISSUES
Members expressed concern over flooding near Baggrow Farm and other places in the parish. Concern was also raised that the works to the B5299 had left the road drains misaligned and prone to flooding. It was also raised that it was regrettable that J. Lister had left the meeting early, but L. Douglas will contact Ricki Crawford from Cumbria County Council to see if he was available to tour the parish on a wet day and see the problems for himself.
57/2019 ALLHALLOWS CENTRE WORKS
The clerk advised that he is still waiting for a start date from the contractor.
58/2019 VACANCY
This item will be considered again after the forthcoming election.
59/2019 PARISH COUNCIL ELECTIONS
The clerk informed the meeting that all Nomination Papers he had received had been taken to Allerdale House by hand and that this part of the process was now closed.
60/2019 No.39 BUS ROUTE
This was discussed and it appears that the bus company had been allowed to change the route so that they didn’t have to travel the route through Baggrow twice. It was pointed out that the route along the A595 was longer than the old route but would mean they would have to turn around at Blennerhasset where there is plenty of space.
61/2019 BEST KEPT GARDEN COMPETITION
Following the anonymous letter which was critical of the competition and other difficulties it was regretfully agreed not to hold the competition this year. The clerk was asked to put an item in the Newsletter

This problem was raised but there is no immediate solution
