Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 6th February 2019 at 7.30pm.


PRESENT: Messrs. M. Abbott, R. Bowness, C. Mackenzie, L. Read, M. Bowness, M.A.  Dalgleish, J. Mansfield, S. Barton and G. Edmondson.


Also, Present: T. Gear (Clerk), J. Lister (County Councillor) and a member of the public.

Apologies: B. Finlay (also Borough Councillor) and M. Bowness.

01/2019 DECLARATIONS OF INTERESTS

None


02/2019 MINUTES

On the proposal of R. Bowness and seconded by L. Read it was RESOLVED that the minutes of the meeting held on 5th December 2018 be approved and signed as a correct record.


03/2019 POLICE MATTERS

A report had been submitted by PCSO P. Crome which had been circulated and highlighted that there had been no incidents within the parish since the last meeting. An e-mail on Precept Consultation from the Police and Crime Commissioner had been circulated.


04//2019 PUBLIC PARTICIPATION

There were no members of the public present but the issue of road safety on the B5299 in Mealsgate was raised on behalf residents many of whom had submitted letters in support.

J. Lister, County Councillor agreed to raise the matter with the Portfolio Holder for Transportation and Infrastructure in the County Council and the clerk will forward scanned copies of the letters.


05/2019 CORRESPONDENCE

An e-mail had been received from Cumbria Association of Local Councils attaching the Cumbria Arts and Culture Network Ebulletin.

An e-mail had been received from HMRC regarding Paying PAYE electronically.

The December/January CALC Circular had been received and circulated. The clerk drew attention to two matters i) clerk salary had increased by 35p per hour as of 1st April 2019 and ii) the Parish Council Elections will be held on Thursday 2nd May 2019

vi)         An e-mail giving the January North West Coast Access update had been received

          v)         An e-mail from Citizens Advice Allerdale thanking the council for its donation of

            £75 towards it work in the parish.

          iv)        An e-mail had been received regarding the West Cumbria Supplies Project –

           December 2018 Update which had been circulated

          iiv)       E-mails had been received from Cumbria County Council seeking information

           regarding historical road signs. It was noted that the sign at Fletchertown was still

           awaiting painting.

          iiiv)      Wigton Baths News 2019 had been received in which there was a request for

           financial support. It was agreed to donate £50.00 to this worthy local facility.

           xi)        A letter and poster had been received from The Marine Management Organization.

            x)       An e-mail consultation on the Allerdale Borough council Budget 2019/20 and

                       Priorities Consultation had been circulated.


06/2019 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including: -


i) The annual playpark inspections are being organized for March and it was agreed to ask for the Standard Inspection

ii) Tree works had been carried out, but it was raised that there was some outstanding work on the hanging branches between the playpark and Industrial Estate. The clerk to chase.

iii) A response had been received from the Highways Network manager regarding Baggrow Lonning and other highways issues which was read and noted.


07/2019 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and informed members that the Centre was very busy with 56 bookings in November. She thanked the Management Committee for their hard work and support. There had been an accident where a lady fell over which had been properly reported.


08/2019 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

J. Lister addressed the meeting and agreed to meet the Chair to walk Baggrow Lonning tomorrow.

B. Findlay had tendered his apologies through illness but submitted a report on the proposed new stadium at Workington.


10/2019 PLANNING MATTERS

Planning related correspondence

The Allerdale Local Plan (Part2) had been submitted to the Secretary of State for Public Examination and copies were available at libraries and online.

12/2019 COUNCILLOR’S PORTFOLIO’S

R. Bowness advised that the allotments were very wet at this time. The clerk advised that the majority of rents had been paid. He had also read an appreciative card from one of the allotment holders and an e-mail from one of the allotment holders ceasing her tenancy.

G. Edmondson gave a report on the play park including the new seats, matting and moles. She also advised that consultation on the playpark and new equipment was underway.

S. Barton gave report that so far this year there had been no flooding and that the flood group had agreed to meet as the need arises.

J. Mansfield had attended a meeting on the A596 and the timber wagons. S Hayman MP is pressing the Department of Transport not to make the A596 a priority route

 

13/2019 COMPLAINT AGAINST THE COUUNCIL

The clerk submitted a report on the complaint against the council regarding a fox trap being used on the allotments. Members considered the content and decided that the matter had been thoroughly investigated and that no further action was necessary.


14/2019 FLOODING ISSUES

Members expressed concern that despite the recent works to the road to Baggrow the drain near Baggrow Farm was over topping. It was also raised that water was flowing out of a field gate on to the B5299 near Gowrie Barn bringing stones etc. on to the highway. The clerk was asked to bring these items to the Attention of Andrew Harrison at the County Council    


15/2019 ALLHALLOWS CENTRE WORKS

The clerk is to chase the contractor for a start date.


16/2019 BUS 39

J. Mansfield had written to K. Little the Transportation and Infrastructure at the County Council to ascertain if the route 39 can be changed by the operator without consultation

 

17/2019 VACANCY

There remained a vacancy on the council but there were no applications for co-option for consideration.


18/2019 HEIGHT RESTRICTOR, ALLHALOWS CENTRE CAR PARK

Following incidents of HGV’s parking on the carpark which is already in a poor condition consideration was given to installing a height restrictor. Driver’s had been spoken to and the problem now seemed to have ceased.

 

19/2019 PARKING - FLETCHERTOWN

This problem was raised but there is no immediate solution


20/2019 MEETING DATES 2019/20

The clerk had produced a schedule of meeting dates for 2019/20 which reflected the Parish Council Election date in May and the clerk’s holiday in July and was approved.


21/2019 PROGRESS REPORTS

Any items for the next newsletter should be forwarded to the Clerk by mid-

April 2019.
