A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 7th November 2018 at 7.30pm.
PRESENT: Messrs. M. Abbott, R. Bowness, B. Finlay (also Borough Councillor), C. Mackenzie, L. Read, J. Mansfield and G. Edmondson.
Also, Present: T. Gear (Clerk), D. Wilson (Borough Councillor), J. Lister (County Councillor) and a member of the public.

On the proposal of L. Read and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 3rd October 2018 be approved and signed as a correct record.

204/2018 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting.
205/2018 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and informed members that the Centre was busier than it had ever been, and the dishwasher had now been fitted. She thanked the grant giving bodies and J. Mansfield for her research.
206/2018 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
D. Wilson advised the meeting that the paper collections would be moving to monthly collections and new larger bins will be issued for that purpose.
J. Lister advised that the United Utilities pipeline was on schedule and on budget and there was a consultation on proposed improvements to the A595.

209/2018 COUNCILLOR’S PORTFOLIO’S
R. Bowness advised that the allotments were very wet at this time and the council should be considering increasing the rent.
G. Edmondson gave a report on the play park including moles and that the gate could not be closed. The clerk gave details of the ongoing negotiations regarding the estimates he had received for refurbishment/replacement of certain items. The clerk had applied for funding to the Big Lottery Awards for All for funding to replace the Adventure Trail. The chair will inform the Pest Control Officer and R. Bowness will attend to the gate.
S. Barton had given apologies and there was nothing new to report.
210/2018 HGV ON ALLHALLOWS CENTRE CAR PARK
This had been a temporary matter and the vehicle had now been removed.
211/2018 PLANNING FOR END OF WWI COMMEMORATIONS
J. Mansfield outlined the events in the parish and encouraged all as Parish Councillors
to attend at least one event over the weekend.

213/2018 SILVER BIRCH TREES AROUND BUSINESS PARK, FLETCHERTOWN
Jacksons had removed selected trees up to 50% but had submitted a report advising that due to rot from when the trees were topped his advice was that the remainder should also be removed. The condition of the trees had been seen by a few councillors. After discussion it was reluctantly agreed for safety reasons that the remainder should be removed and the council would look to re-
214/2018 CONDITION OF BAGGROW LONNING
All hedges appeared to have been trimmed but the road surface remains of concern. There are potholes and those that have been filled are breaking up and water from defective drainage was washing away the road surface. J. Lister to contact Highways.
215/2018 B5299 FLETCHERTOWN
The damage to the footway in West Street, Fletchertown remains unresolved. J. Lister, to raise with Highways.
216/2018 BUS 39
Concerns were raised that Ellenvale Coaches who had taken over the Bus Route 39 were not calling at Watchhill and that the driver had indicated that he choose which ever route he wished. J. Lister to contact County Council and Clerk to contact the Traffic Commissioners to ascertain the approved/designated route.
217/2018 COMPLAINT AGAINST THE COUNCIL
The clerk had received a complaint against the council over its handling of the Fox Trap on the Allotments. In accordance with NALC LTN 9E (Complaint Handling) the council appointed the clerk to investigate the complaint and produce a report for consideration at the meeting on 6th February 2019. The complainant to be informed accordingly.
218/2018 CONSULTATION – PROPOSED IMPROVEMENTS TO THE A595
The meeting was advised of two consultation events regarding proposed improvements to the A595 to be held in Bothel Village hall on Wednesday 14th November 3pm-
219/2018 TREE LIABILITY
The clerk advised members of a recent Court of Appeal decision regarding parish councils’ responsibility to have a risk based, planned and managed approach to the risks that tree on its land. It was agreed to have Jacksons to produce a report on the tree on land owned by the council.
220/2018 ALLOTMENT/HEN PEN CONDITIONS OF TENANCY
The council reviewed its current conditions and agreed to include the following for new tenants:
a) If they are sent two letters regarding the condition of their allotment or hen pen the tenancy will not be renewed.
b) If the land is not cultivated it must be kept cut.
c) Any new applicant for a tenancy must have lived in the parish for at least six months immediately prior to the application.
The clerk to redraft the conditions for consideration at the next meeting
