Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 3rd October 2018 at 7.30pm.

PRESENT: Messrs. M. Abbott, S. Barton, C. Mackenzie, L. Read, J. Mansfield and G. Edmondson.

Also, Present: T. Gear (Clerk), D. Wilson (Borough Councillor) and a member of the public (for Public Participation)

Apologies: R. Bowness, and B. Finlay (also Borough Councillor)

    Councillor M. Abbott in the Chair


A minute’s silence was observed in remembrance of Councillor Gordon Thompson who had served the council well for many years and who had sadly very recently passed away.


178/2018 DECLARATIONS OF INTERESTS

None


179/2018 MINUTES

On the proposal of S. Barton and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 5th September 2018 be approved and signed as a correct record.


180/2018 POLICE MATTERS

The usual Police report had been submitted by PCSO P. Crome which had been circulated.


181/2018 PUBLIC PARTICIPATION

A resident of the parish brought to the council’s attention the untidy and unhealth condition of an adjoining garden. The clerk confirmed he had a similar report together with photographs from another source. D. Wilson agreed to contact Allerdale Borough Council Environmental Health Dept. with a view having the condition remedied.

 

182/2018 CORRESPONDENCE

CALC Circular for September 2018 had been circulated and there were no matters arising.

A letter had been received from Royal Mail seeking to raise awareness of Scam Mail.

E-mails update had been received on the North West Coastal Access project.

vi)         A letter had been received from Great North Air Ambulance seeking financial     

             support for their work. On the proposal of M. Abbott and seconded by J. Mansfield

              it was agreed to donate £100.00 towards this worthy cause.   

          v)          A letter had been received from HM Revenues and Customs advising that in the    

            future reclaims should be made online.

          iv)         Some e-mails had been received by the Chair and Clerk regarding a fox trap on

           the Allotments which were read. It was confirmed the trap is not on the allotment

                       and the clerk was asked to respond.

          iiv)        Information had been received regarding the Public Health Campaign – Know

                        Your Heart Age Campaign.

         iiiv)        An e-mail had been received regarding a Self-Build and Custom Housebuilding

                        Event to be held in the SEN Centre, Lakes College on Thursday 1st November

            2018 5pm – 8pm.

           xi)         The CALC AGM will be held at 10.30am on Saturday 10th November 2018 at

            Newbiggin Village Hall, Penrith

            x)         A letter had been received regarding the Voluntary Social Car Scheme – New

                        Volunteer Co-ordinator being required.

            ix)        A webpage briefing had been circulated by County highways.

           iix)        A meeting of the West Cumbria Bus Users’ AGM will be held Tuesday 9th

                         October at 2pm at Lakes College


183/2018 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including: -

i)  The second payment of the Precept had been received and was in the bank account


184/2018 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and informed members that the Centre was very busy and there were no building issues at the moment. The clerk informed the meeting that the builder is likely to be able to carry out the work to the basement of the store room in a month to six weeks.


185/2018 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

D. Wilson advised the meeting that there was very little happening at Allerdale at the moment, but the borough council had purchased land at Lillyhall and were proposing to buy the Carlton Cinema in Maryport.

B. Finlay had submitted a report which covered the ARP and Consultation on designation of the A595 and A596 as a National Road Network highway.

188/2018 COUNCILLOR’S PORTFOLIO’S

R. Bowness had given apologies and the review of Allotment and Hen Pen Conditions was adjourned to the next meeting.

G. Edmondson gave a report on the play park and the clerk gave details of the estimates he had received for refurbishment/replacement of certain items. It was agreed to replacement of both sets of seats for the swings and for grasslok safety matting under the bigger swing. The clerk is also to look for funding to replace the Adventure Trail which was beyond its useful life. There are also moles in the play area which the chair will inform the Pest Control Officer.

S. Barton said that there was nothing new to report.

J. Mansfied had recently attended the Allerdale District Three Tier meeting and informed the council of the discussions which included a presentation by United Utilities on the progress of the Northwest Supplies project and Emergency Planning.

 

189/2018 BAGGROW AND BLENNERGHASSET PLAYING FIELD

There had been no further correspondence, but S. Barton stated that she believed the management group had folded.


190/2018 PLANNING FOR END OF WWI COMMEMORATIONS

This item is being progressed and a request for funding towards the bunting had been received. This was agreed in principle and will be discussed further when the full cost was known.


191/2018 VACANCY

There were now two vacancies but there were no applications to be considered at this time.


192/2018 SILVER BIRCH TREES AROUND BUSINESS PARK, FLETCHERTOWN

The meeting was addressed by Paul Jackson, Arborculturalist of Jacksons who described the condition of the trees in the play park and gave the council two options. Firstly, to remove all trees or secondly to remove selected trees up to 50%. After Mr. Jackson had left the meeting it was discussed further and agreed to remove selected trees up to 50%.


193/2018 CONDITION OF BAGGROW LONNING

Most hedges appeared to have been trimmed but the road surface remains of concern. There are potholes and those that have been filled are breaking up. The clerk to contact Highways.


194/2018 B5299 GOWRIE TO MEALSGATE

The damage to the footway in West Street, Fletchertown remains unresolved. The clerk was asked to again bring this to the attention of J. Lister, County Councillor


195/2018 PARKING - FLETCHERTOWN
This problem was raised but there is no immediate solution

198/2018 DATE OF NEXT MEETING


The next meeting will be held on Wednesday 7th November 2018. A short discussion was held about the January 2019 meeting and it was decided to cancel this meeting.

The meeting closed at 8.35pm
