Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 5th September 2018 at 7.30pm.

PRESENT: Messrs. M. Abbott, S. Barton, C. Mackenzie, R. Bowness and G. Edmondson.

159/2018 DECLARATIONS OF INTERESTS

None


160/2018 MINUTES

On the proposal of R. Bowness and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 4th July 2018 be approved and signed as a correct record.


161/2018 POLICE MATTERS

The usual Police report had been submitted by PCSO P. Crome which had been circulated.


162/2018 PUBLIC PARTICIPATION

No members of the public were present, and no matters were raised on their behalf.


163/2018 CORRESPONDENCE

CALC Circular for July 2018 had been circulated and there were no matters arising.

A letter from CALC regarding Membership Subscriptions Review 2017 had been received and it was noted that the subscription for 2019/20 will be 147.48p.

E-mails had been received from United Utilities West Cumbria Supplies giving an update on the project.

vi)         A letter had been received from Citizens Advice Allerdale seeking financial     

             support for their work in the parish. It was agreed to donate £75.00 towards this

                        worthy cause

          v)          Information had been received from Cumbria County Council regarding road

                       closures in connection with the Tour of Britain.

          iv)         An e-mail had been received and circulated from Cumbria Constabulary launching    

                       their annual public consultation survey.

          iiv)        Information had been received regarding the Allerdale District three tier meeting to

                       be held on Thursday 20th September 2018 at 7.00pm at Cockermouth Town Hall.

iiiv)  An e-mail regarding the future of the Aspatria Rural Partnership had been circulated.

xi)    Allerdale Borough Council were reviewing their Gambling Policy under the Gambling Act      

        2005

x)     An e-mail had been received from the National Association of Local Councils (NALC)

        seeking views from councillors on the rural economy. J. Mansfield had made some

        comments which had been forwarded to NALC   

ix)    An e-mail had been received from CALC on the Cumbria Wildlife Trust on their bee and

         butterfly project.

iix)   An e-mail and posters on Adult Safeguarding had been received raising awareness of the

         issue


164/2018 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including: -

i)  He had now received a response from Allerdale Borough Council regarding issues at Primrose Cottage. These are being dealt with and progress will be monitored.

ii) Remediation works to deal with the flooding were underway. Although there appeared to be a drainage pipe from Cockgate into the watercourse which had been brought to the attention the County Council.

iii) An e-mail had been received which indicated that work will be starting soon on remediation work for the flooding near Baggrow Farm.

iv) The clerk continued to receive correspondence regarding the fox trap on the allotments which included a request for information from the Police Wild Life Officer which was answered, and they are happy with the councils handling of the matter.

v) Correspondence which appeared to be in the form of a statement about the removal of the trees around the Play Area had been received.


165/2018 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and informed members that the Centre was very busy, and the recent Art Exhibition had raised nearly £1000.00 for Centre funds. She thanked all those that had worked hard to make the event a success particularly the bakers. Booking for the centre currently are very healthy.

168/2018 COUNCILLOR’S PORTFOLIO’S

R. Bowness gave an overview of the allotments.

G. Edmondson stated that the play park was being well used. A site visit had been taken place with a representative of Playdale and an estimate had been obtained for some new equipment. To be discussed at the next meeting.

S. Barton said that a new leaflet about flooding had been produced.


169/2018 BAGGROW AND BLENNERGHASSET PLAYING FIELD

There had been no further correspondence, but S. Barton stated that there was a meeting arranged for next week.


170/2018 ALLHALLOWS CENTRE - ESTIMATES

The leak had now been remedied and instructions had been given to the builder to proceed. The clerk to inform C. Mackenzie and R. Bowness when he is aware of the possible start date.


171/2018 PLANNING FOR END OF WWI COMMEMORATIONS

This item is being progressed by J. Mansfield who had tendered her apologies. To be considered at the next meeting.


172/2018 VACANCY

One vacancy remained and there were no applications to be considered at this time.


173/2018 SILVER BIRCH TREES AROUND BUSINESS PARK, FLETCHERTOWN

This was ongoing but there is very little that can be done at this time because the trees are in leaf.


174/2018 B5299 GOWRIE TO MEALSGATE

The white lines at the junction with George Moore Avenue, Fletchertown have now been re-instated but the damage to the footway in West Street, Fletchertown remains unresolved.


175/2018 PARKING - FLETCHERTOWN
This problem was raised but there is no immediate solution
