A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 4th July 2018 at 7.30pm.
PRESENT: Messrs. M. Abbott, L. Read, C. Mackenzie, R. Bowness, G. Edmondson and B. Finlay (also Borough Councillor).
Also, Present: T. Gear (Clerk) and Mrs. S. Brown (Public Participation only)

137/2018 DECLARATIONS OF INTERESTS
None
138/2018 MINUTES
On the proposal of R. Bowness and seconded by L. Read it was RESOLVED that the minutes of the meeting held on 6th June 2018 be approved and signed as a correct record.
139/2018 POLICE MATTERS
Apologies had been tendered who had submitted a report. Member raised two issues one a dangerous motorcycle in Fletchertown and parking on a dropped also in Fletchertown which the clerk was asked to bring to attention.
140/2018 PUBLIC PARTICIPATION
Mrs. S. Brown was present whilst a letter she had submitted regarding the play park was read and no additional queries were raised.
141/2018 CORRESPONDENCE

which had been circulated.
CALC Circular for June 2018 had been circulated and there were no matters arising.
Further correspondence had been received regarding a Fox Trap that had been on the allotments which was noted.

vii) A letter had been received from ‘Flecky Community Group’ seeking permission to
use the Recreation Field, Fletchertown on the 18th /19th July for a Gala Day. There were no objections and the clerk was asked to respond.
viii) Information had been received from Allerdale Borough Council regarding the.
process for dealing with casual vacancies on the council.
142/2018 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting including: -
i) Amber Sykes, Network Manager had responded to the letter regarding Baggrow Lonning stating that the potholes are being filled and the overhanging branches are the responsibility of the adjoining landowners.
ii) The cheque as a donation towards the defibrillator in Blennerhasset had been sent and thanks had been received.

143/2018 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and informed members that the Centre was very busy, and everything was ticking along. There had been three recent successful events and she congratulated everybody involved. The five-

B. Finlay addressed the meeting and advised that the opposition group on the Borough Council were hoping to strengthen the role of Scrutiny. He also gave a resume of the meeting Sue Hayman MP had with Town and Parish Councils regarding the A596 including the possibility of a Code of Practice for hauliers.

147/2018 COUNCILLOR’S PORTFOLIO’S
R. Bowness gave an overview of the allotments with most were being cultivated although the ground was very dry. He also raised the fact that a fox and cat had attacked some of the rare breed poultry on one of the hen pens and the hen pen holder wanted to re-
G. Edmondson stated that the play park was being well used in this hot spell, but people were being careless with their litter. A site visit had been arranged with a representative of Playdale to discuss matting, new seats and a replacement for the adventure trail on Friday 13th July at 3.15pm.
148/2018 BAGGROW AND BLENNERGHASSET PLAYING FIELD
There had been no further correspondence.
149/2018 FLOODING RELATED ISSUES
The clerk was asked to contact Andrew Harrison at County Council regarding the proposed flood alleviation works at Baggrow and Gowrie.
150/2018 ALLHALLOWS CENTRE -
R. Bowness advised that there appeared to be a leak in the cellar which required attention, but it was agreed in principal that it should be filled in. Members then considered two estimates and agreed to appoint W.W. Builders once the leak had been remedied.
151/2018 PLANNING FOR END OF WWI COMMEMORATIONS
J. Mansfield had advised that there was to be a preliminary meeting to discuss the above at 6.30pm on 9th July 20918 at the Allhallows Centre. All welcome.
152/2018 BEST KEPT GARDEN COMPETITION
Arrangements were all in hand.
153/2018 VACANCY
One vacancy remained and there were no applications to be considered at this time.
154/2018 SILVER BIRCH TREES AROUND BUSINESS PARK, FLETCHERTOWN
This was ongoing but there is very little that can be done at this time because the trees are in leaf.
155/2018 B5299 GOWRIE TO MEALSGATE
Damage to the footway in West Street, Fletchertown and white lines at the junction with George Moore Avenue, Fletchertown remained outstanding with no response from Highways.
156/2018 PARKING -
This problem was raised but there is no immediate solution. The PCSO had visited Fletchertown but had found no obstruction to the disabled ramp.
