Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 6th June 2018 at 7.30pm.


PRESENT: Messrs. M. Abbott, L. Read, C. Mackenzie, R. Bowness, J. Mansfield, S. Barton and G. Edmondson.

Also, Present: T. Gear (Clerk), D. Wilson (Borough Councillor), J. Lister (County Councillor)

and Mrs. S. Brown

Apologies: G. Thompson and B. Finlay (also Borough Councillor)

113/2018 DECLARATIONS OF INTERESTS

None


114/2018 MINUTES

On the proposal of R. Bowness and seconded by L. Read it was RESOLVED that the minutes of the meeting held on 2nd May 2018 be approved and signed as a correct record.


115/2018 POLICE MATTERS

No apologies and no report although there is regular attendance at the Aspatria Rural Partnership (ARP) should any member wish to raise any item.


116/2018 PUBLIC PARTICIPATION

No matters were raised under this item.


117/2018 CORRESPONDENCE

An e-mail from Healthwatch Cumbria regarding the Online GP Consultations Focus Group and a workshop on 7th June 2018.

An e-mail had been received from United Utilities West Cumbria Supplies Project - Stakeholder Update May 2018 which had been circulated.

CALC Circular for May 2018 had been circulated and there were no matters arising.

Further correspondence had been received by the Chair regarding a Fox Trap that had been on the allotments. Members noted the writer’s concerns.

An e-mail had been received from CALC regarding the Great Cumbrian Litter Pick on 6th July 2018 which had been circulated

An e-mail had been received from treasurer of Blennerhasset and Baggrow Social Centre Committee regarding a proposed defibrillator to be sited on the Blennerhasset Village Hall for use by the residents of Baggrow. On the proposal

od R. Bowness and seconded by L. Read it was RESOLVED to donate £250.00.

          vii)       An e-mail had been received regarding the restoration of traditional highway

           directional signage and milestones and seeking information on their location

           within the parish. The clerk to respond.

          viii)       An e-mail had been received regarding May North West Coastal Access Update

which had been circulated.

           ix)        An e-mail had been received regarding supporting vulnerable people during

            emergencies which was noted.

         

118/2018 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including: -

i) The letter he had sent to County Highways regarding the condition of Baggrow Lonning had now been passed to Amber Sykes, Network Manager and a response is awaited.


119/2018 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and informed the meeting that the Centre was very busy. There is a Pizza Night this weekend, a Table Top sale on 12th July which may also cater for Sue Hayman MP to hold a Drop-in Session.


120/2018 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

D. Wilson addressed the meeting and informed them that Allerdale Borough Council have produced a new flood report. The recommendations of the Boundary Commission have now been approved and Allhallows will become part of the new Waver Ward in 2019. Allerdale Borough Council are to purchase land at Lillyhall and are considering purchasing the Carlton Cinema in Maryport.

J. Lister addressed the meeting and mentioned the County Councils proposals for fingerposts sign and whether the council were to contribute towards the cost of cutting Blennerhasset and Baggrow playing field. The damage to the footway on West Street, Fletchertown by HGV’s following the recent highway improvements was brought to his attention.

123/2018 COUNCILLOR’S PORTFOLIO’S

R. Bowness gave an overview of the allotments with most were being cultivated and in good condition.   

G. Edmondson discussed issues raised by the Inspectors report all of which were low risk. In summary the monkey bars require painting and some additional impact surface, the swings need to be monitored as there was some minor seat damage and the impact surface improved and the adventure trail needs as previously discussed to be removed

S. Barton advised on the work of the Flood Group.


124/2018 BAGGROW AND BLENNERGHASSET PLAYING FIELD

It is understood that Blennerhasset and Torpenhow Parish Council have now increased

their donation towards the grass cutting to £1,000. and that discussions are ongoing with the Cricket Club.

 

125/2018 FLOODING RELATED ISSUES

No additional problems to report but the council were monitoring future works by other agencies.


126/2018 ALLHALLOWS CENTRE - ESTIMATES

R. Bowness advised that for the surveyor to give his written advice on filling in the void would be £200. The additional estimate for the work is still awaited.


127/2018 HEDGES AND CONDITION - BAGGROW LONNING

This is now in the hands of Amber Sykes, Network Manager as above.


128/2018 CODE OF CONDUCT FOR COUNCILLORS

The clerk had circulated a revised Code of Conduct for Councillors and reminded all the standards required when they give the impression that they are acting on behalf of the council. The revised code was adopted.


129/2018 STANDING ORDERS 2018

The clerk had circulated the suitably amended model Standing Orders 2018 which were adopted.


130/2018 BEST KEPT GARDEN COMPETITION

The above was discussed, and it was decided to amalgamate the Bet Kept Garden and Hidden Garden into one category. An item to be placed in the next newsletter advising of the change


131/2018 VACANCY

One vacancy remained and there were no applications to be considered at this time.


132/2018 SILVER BIRCH TREES AROUND BUSINESS PARK, FLETCHERTOWN

This was ongoing but there is very little that can be done at this time because the trees are in leaf.


133/2018 B5299 GOWRIE TO MEALSGATE

Work had now been completed for this year, but the contractors have been booked to return next year to complete the sections that have not been done this year. It was mentioned how accommodating the contractors were with residents and the public in general.


134/2018 PARKING - FLETCHERTOWN
This problem was raised but there is no immediate solution. It was also mention that a van has taken to parking on the pavement in Fletchertown obstructing the disabled ramp. The clerk to advise the PCSO.


135/2018 PROGRESS REPORTS
