Allhallows Parish Council

The Annual Parish Council meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 2nd May 2018 at 7.15pm.

PRESENT: Messrs. M. Abbott, L. Read, C. Mackenzie, R. Bowness, J. Mansfield, G. Edmondson and L Greenhow.

Also, Present: T. Gear (Clerk)   

Apologies: S. Barton, G. Thompson, D. Wilson (Borough Councillor), B. Finlay (also Borough Councillor) and J. Lister (County Councillor)

The chair introduced and welcomed Liz Greenhow the newly co-opted Councillor to the meeting


92/2018 ELECTION OF CHAIR AND VICE CHAIR FOR 2018/19

On the proposal of R. Bowness and seconded by J. Mansfield it was RESOLVED that M. Abbott be Chair for 2018/19 and on the proposal of L. Read and seconded by G. Edmondson it was RESOLVED that R. Bowness be Vice Chair for 2018/19.


93/2018 DECLARATIONS OF INTERESTS

None


94/2018 MINUTES

On the proposal of J. Mansfield and seconded by G. Edmonson it was RESOLVED that the minutes of the meeting held on 4th April 2018 be approved and signed as a correct record.


95/2018 POLICE MATTERS

An e-mail had been received enclosing a police report which referred the council to the Home Office Website for crime statistics.


96/2018 PUBLIC PARTICIPATION

No members of the public were present, and no matters were raised on their behalf.


97/2018 CORRESPONDENCE

An e-mail consultation on unauthorized developments and encampments had been received and the clerk was asked to respond.

An e-mail had been received from United Utilities giving upcoming road closures in connection with the West Cumbria Supplies Project which had been circulated.

Details of the National Salary Award for clerks had been received and the implications were noted.

A letter had been received from the Allerdale Borough Council regarding Footway Lighting.

A letter from HM Revenues and Customs had been received which provided details of important changes to the way the VAT 126 claim was to be made.

A further e-mail had been received regarding a fox trap on the allotment which was read, and the clerk was asked to respond.


98/2018 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting including: -

i) The annual accounts had been to the internal auditor and there were no matters arising.


99/2018 ALLHALLOWS CENTRE

G. Edmondson addressed the meeting and informed the meeting that the Centre was very busy, and the Centre Management Committee were working very hard as a team to make improvements to the facilities at the Centre.


100/2018 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

Apologies had been tendered from D. Wilson, B Finlay and J. Lister as they were all attending Allerdale Borough Council Annual General Meeting and no reports were available.

103/2018 COUNCILLOR’S PORTFOLIO’S

R. Bowness gave an overview of the allotments and whilst most were being cultivated and in good condition but three required attention. The clerk read a letter from the former occupier of one of the allotments which was noted. Most holders were engaging in the social side of holding an allotment and were enjoying their allotments.   

G. Edmondson indicated that we still awaited the Inspectors report on the play park  but in her view the Adventure Trail should be removed. She informed the meeting of a minor incident regarding some oil spillage and that some temporary fencing that had been put in place to prevent children climbing the bunding for the beech hedging. A small tree stump which could be a trip hazard is to be removed and action should be taken to remove the willow.

S. Barton had tendered her apology, but it was understood that the work of the Flood Group was progressing.


104/2018 BAGGROW AND BLENNERHASSET PLAYING FIELD

The clerk had received an e-mail from Shirley Muir together with a report that had been sent to Sue Hayman MP. The e-mail contained a request for the council to attend a joint meeting with Blennerhasset and Torpenhow Parish Council. Members felt this was not necessary as they already had a member on the Playing Field Committee and any correspondence should routed through the clerk. The clerk was asked to respond accordingly.


105/2018 FLOODING RELATED ISSUES

No additional problems to report but the council were monitoring future works by other agencies.


106/2018 ALLHALLOWS CENTRE - ESTIMATES

R. Bowness had spoken to a surveyor who indicated that it was acceptable to fill in the cellar as quoted for in two estimates. It was agreed to obtain and estimate for this to be put in writing and for as further estimate to be obtained from the third contractor for this work.


107/2018 HEDGES AND CONDITION - BAGGROW LONNING

There had been no improvement to the condition of the road surface or the overhanging branches from the wood. The clerk was asked to chase Highways for a response.


108/2018 VACANCY

One vacancy remained and there were no applications to be considered at this time.


107/2018 SILVER BIRCH TREES AROUND BUSINESS PARK, FLETCHERTOWN

The bund for the hedging is now in place ready for planting the beech hedging.

 

 108/2018 GENERAL DATA PROTECTION REGULATION (GDPR)

The clerk produced an action plan in accordance with the training. He also produced copies of the Data Protection Policy and the Privacy Policy which were adopted by the council and will be put on the website.


109/2018 INSURANCE SCHEDULE

The clerk read the Insurance Schedule which was for renewal and found to be acceptable.

This problem was raised but there is no immediate solution


111/2018 PROGRESS REPORTS

The latest edition of the newsletter had been prepared, copied and was ready for delivery. Any items for the next newsletter should be forwarded to the Clerk by mid-July 2018.
