Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 4th April 2018 at 7.30pm.

PRESENT: Messrs. M. Abbott, L. Read, C. Mackenzie, R. Bowness, J. Mansfield, S. Barton, B. Finlay (also Borough Councillor) and G. Edmondson

72/2018 DECLARATIONS OF INTERESTS

None


73/2018 MINUTES

On the proposal of R. Bowness and seconded by L. Read it was RESOLVED that the minutes of the meeting held on 7th March 2018 be approved and signed as a correct record.


73/2018 POLICE MATTERS

An e-mail had been received enclosing a police report which gave details of some incidents in the parish and referred the council to the Home Office Website for crime statistics.


74/2018 PUBLIC PARTICIPATION

No members of the public were present, but the following matters were raised on their behalf: -

i) The condition of the B5299 continued to be in such a poor condition that it was considered dangerous to road users and there were deep ruts along side the carriageway decreasing the size of the verges which meant that there was a real danger to pedestrians. In view of the above the clerk was asked to invite Councillor Keith Little, the County Council portfolio holder for highways to the next meeting.


75/2018 CORRESPONDENCE

The CALC Circular for March had been received, circulated and there were no matters arising.

An e-mail had been received from Highways England stating that they are not aware of any proposed changes to traffic travelling over the old Mealsgate railway bridge.

A letter of thanks had been received from the DCC Secretary of All Saints Church, Mealsgate for the council’s donation of £350.00 towards then upkeep of the churchyard.

A letter had been received from the Allhallows Community Centre Management Committee advising the council of some improvements they are planning to the centre which the council supported in principal but would wish to have sight of the plans when prepared.

Several changes to the Practitioners’ Guide were noted

An e-mail had been received indicating that the playpark annual inspection was due to have taken place on 19th March 2018.

An e-mail had been received indicating that £250k was to be spent on patching the B5299 with work due to start on 30th April.


76/2018 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting which included:

i)   He had registered the council as Data Controller with the Information Commissioner’s Office and produced the certificate.

ii)  The defective street lights at Brow Top and Baggrow Farm had been reported.

iii) The surveys from the Police and Utility Priority Register had been responded to.


77/2018 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and congratulated the Centre Entertainment Committee for all their hard work. Upcoming events included Bingo on Friday night, Table top sale on 14th April, Pizza evening on 20th April and a Tea.  


78/2018 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

Apologies had been tendered from D. Wilson and J. Lister.

B. Finlay was recovering from an illness and indicted he had nothing to report from Allerdale Borough Council. A meeting was being arranged by Sue Hayman MP on the A596 for Friday 16th June 2018 6pm at a venue to be confirmed.

80/2018 ACCOUNTS

i) The following accounts were approved for payment: -

iii) The council assisted the clerk to complete the Annual Governance Statement 2017/18 which the Chair signed.

iv) The annual Accounting Statements for 2017/18 were approved and signed by the chair.

v) The council agreed that the annual gross income or gross expenditure did not exceed £25000 in the year of the account 31st March 2018 and wished to certify themselves as exempt from the limited assurance review under Section 9 of the Local Audit (Smaller Authorities) Regulations 2015 which was signed by the Chair.

       

81/2018 COUNCILLOR’S PORTFOLIO’S

R. Bowness stated that a new path and some drains had been installed on the allotments which everybody agreed had made a vast improvement. The clerk advised that all rents had been paid and he had continued to receive e-mails regarding a fox trap that had been placed on one of the hen pens which was claimed to be responsible for injury to and the disappearance of cats in the area. However, no evidence had been produced to support those claims.  As the trap was not illegal and any foxes were released the council did not propose to take any action at this time. Although it was understood that the trap had been removed. The clerk was asked to respond accordingly    

G. Edmondson indicated that the Play Park was still wet and indicated that a few pieces of equipment require attention. It was agreed to wait for the forthcoming annual report before deciding the action to be taken

S. Barton stated that there had been a meeting of the Flood Group last week and some money was left over from the grant which they hoped to be able to buy some inflatable sacks. The information leaflet had now been delivered to all households.


82/2018 BAGGROW AND BLENNERGHASSET PLAYING FIELD

The clerk had not received any further communication from the group, but S. Barton informed the meeting there had been a meeting last week and it appears that money for grass cutting was still in the precept for Blennerhasset and Torpenhow Parish Council.

The group had written to Sue Hayman MP and she expected the clerk to receive a copy soon


83/2018 FLOODING RELATED ISSUES

No additional problems to report but the council were monitoring future works by other agencies.


84/2018 ALLHALLOWS CENTRE - ESTIMATES

Three estimates had now been received but quoted for different work. The clerk to research the consultants report and see which accords with his requirements


85/2018 HEDGES AND CONDITION - BAGGROW LONNING

There had been no improvement and the clerk was asked to chase Highways for a response.


86/2018 VACANCY

On vacancy remained.


87/2018 SILVER BIRCH TREES AROUND BUSINESS PARK, FLETCHERTOWN

This was ongoing with action being taken to kill the willow.

 

 88/2018 GENERAL DATA PROTECTION REGULATION (GDPR)

The clerk explained the background and there was ongoing work to get the council compliant. He had prepared an action plan in accordance with the training which will be presented at the next meeting.

  

89/2018 PARKING - FLETCHERTOWN
This problem was raised but there is no immediate solution
