Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 7th March 2018 at 7.30pm.

PRESENT: Messrs. M. Abbott, L. Read, C. Mackenzie, R. Bowness and G. Edmondson

47/2018 DECLARATIONS OF INTERESTS

None


48/2018 MINUTES

On the proposal of R. Bowness and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 7th February 2018 be approved and signed as a correct record.


49/2018 POLICE MATTERS

An e-mail had been received enclosing a police report which referred the council to the Home Office Website for crime statistics which is out of date and too general in their description of incidents together with a survey on the 10-weekly engagement meetings. The clerk was asked to respond pointing out that the council had not been invited to such meetings which had now been replaced by the bi-monthly meeting with the Aspatria Rural Partnership.


50/2018 PUBLIC PARTICIPATION

No members of the public were present, but the following matters were raised on their behalf: -


i) Street lights at Brow Top and Baggrow Farm in Baggrow were defective.

ii) The condition of the B5299 was now in such a poor condition that it was considered dangerous to road users and there were deep ruts along side the carriageway decreasing the size of the verges which meant that there was a real danger to pedestrians. In view of the above the clerk was asked to write to highways calling on them to close the road apart from access only until it is repaired with a copy to Sue Hayman MP


51/2018 CORRESPONDENCE

The CALC Circular for February had been received, circulated and there were no matters arising.

A letter had been received from Sue Hayman MP enquiring if the chair would attend a meeting to discuss the A596 which had been responded to positively.

An e-mail of thanks had been received from Wigton Baths for the council’s donation of £50.00.

Information and a survey had been received regarding the Ethical Standards in Local Government which members were encouraged to complete.

A number of e-mail’s had been received about the United Utilities Tree and Legacy Fund.  

A letter of resignation had been received from Abigail Finnegan.

A letter had been received from All Saints Church seeking a donation towards the upkeep of the churchyard. On the proposal of M. Abbott and seconded by G. Edmondson it was agreed to donate £350.00.


52/2018 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting which included:

i)   He had attended a training course on the General Data Protection Regulation and although there is conflicting advice there appears to be some work be done to bring the council up to speed. One of the first things is to notify the Information Commissioner’s Office that the council retains and processes data for which there will be a fee. The clerk to progress.

ii)  An e-mail had been received from the grass cutting contractor advising that there would be no increase this year. Noted


54/2018 ALLHALLOWS CENTRE

C. Mackenzie was absent for this item, but a full report will be available at the next meeting.

58/2018 COUNCILLOR’S PORTFOLIO’S

R. Bowness stated there was some work to be done to get some allotments ready to be let

which was in hand. The clerk advised that nearly all rents had been paid and he had received a letter and e-mails regarding a fox trap that had been placed on one of the hen pens and that some dogs were kept on one of the hen pens. He and a few councillors had researched government advice on fox traps and nothing illegal appears to be taking place. As regards the dogs this is a historical matter with the dogs being on the hen pen before the new conditions were in place. The RSPCA and Allerdale Borough Council had been on site and found the dogs were well cared for and no action was taken. The clerk was asked to respond accordingly    

G. Edmondson indicated that the Play Park was drying out slowly, but a few pieces of equipment require attention. The jungle climb required painting and the wooden walk was rotting and should be removed. It was agreed this work should be done and that the council would replace the items removed later in the year


59/2018 BAGGROW AND BLENNERGHASSET PLAYING FIELD

The clerk had not received any further communication from the group.


60/2018 FLOODING RELATED ISSUES

No additional problems to report but the council were monitoring future works by other agencies.


61/2018 ALLHALLOWS CENTRE - ESTIMATES

Further estimates were still awaited.


62/2018 HEDGES AND CONDITION - BAGGROW LONNING

Highways had been advised of the condition of the lonning and its importance to Baggrow in case of flood. Several trees in the wood were now overhanging the road and needed trimmed back. Clerk had reported to highways but was asked to chase.


63/2018 DISUSED RAILWAY BRIDGE, MEALSGATE

The clerk had sent an e-mail to the agency responsible for the bridge, but no response had been received to date.


64/2018 VACANCIES

There are now two vacancies and a letter had been received from Liz Greenhow 3, South Street, Fletchertown who offered herself for co-option. On the proposal of M. Abbot and seconded by R. Bowness it was agreed to co-opt Ms. Greenhow as councillor.


65/2018 SILVER BIRCH TREES AROUND BUSINESS PARK, FLETCHERTOWN

Discussions are ongoing with the business proprietor who was prepared to replace the trees at the rear of the units with a beech hedge. . It was agreed that this was acceptable to the council and that works to other trees along the front of the site were ongoing.

 

 66/2018 RISK ASSESMENT

As part of the annual audit process the clerk produced a draft Risk Policy which was approved and signed by the Chair.


67/2018 EFFECTIVENESS OF THE INTERNAL AUDIT 2016/17

The above was considered, and it was agreed to appoint Mr. P. Wilson as Internal Auditor for 2017/18.


68 UTILITY PRIORITY SERVICE REGISTER

The council were made aware of the contents of an e-mail respecting the above of which they were supportive, and the clerk was asked to respond accordingly to the survey


69/2018 PARKING - FLETCHERTOWN
This problem was raised but there is no immediate solution


70/2018 PROGRESS REPORTS
