Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 7th February 2018 at 7.30pm.

PRESENT: Messrs. M. Abbott, A. Finnegan, J. Mansfield, C. Mackenzie, R. Bowness, S. Barton and G. Edmondson

Also, Present: T. Gear (Clerk) and J. Lister

25/2018 DECLARATIONS OF INTERESTS

None


26/2018 MINUTES

On the proposal of J. Mansfield and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 3rd January 2018 be approved and signed as a correct record.


27/2018 POLICE MATTERS

The police report referred the council to the Home Office Website for crime statistics which is out of date and too general in their description of incidents.


28/2018 PUBLIC PARTICIPATION

No members of the public were present, and no matters were raised on their behalf.


29/2018 CORRESPONDENCE

The CALC Circular for February had been received, circulated and there were no matters arising.

A consultation re Major Road Networks had been received which indicated that it was the Government’s proposal to upgrade the A596 which has town main towns and several hamlets on its route and down grade the A595 which has no towns or hamlets. The clerk was asked to respond opposing the proposal.

An e-mail attaching the Wigton Baths Newsletter to Parish Councils had been received which included a request for financial assistance. It was agreed to donate £50.00 to this valuable provision.

A survey had been received regarding the Code of Conduct which members were encouraged to complete.

An e-mail had been received regarding the launch of Public health England Change4Life campaign.  

An e-mail had been received from United Utilities announcing their Legacy Fund which is to be administered by the Cumbria Community Foundation

An e-mail had been received from Brain Tumor Research seeking support for their charity which was noted.

The next meeting of the NHS North Cumbria CCG’s next Governing Body Meeting was 7th February 2018


30/2018 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting which included:

i)   He had lodged the Councils historic records (minutes and financial records) at the Archives in Carlisle.

ii)  An e-mail had been received from Sue Hayman MP indicating that the B5299 will be re-surfaced commencing 30th April 2018.

iii) A response had been received from the Dyslexia Project giving answers to the questions put by the Council. It was decided not to support the project.


31/2018 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and stated that the centre roof had been repaired but was yet to be tested. There were more regular bookings were coming in.


32/2018 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

B. Finlay had tendered his apologies but had forwarded a report that was read.

J. Lister informed the meeting that it was budget time at the County Council which is likely to leads to an increase in Council Tax.

35/2018 COUNCILLOR’S PORTFOLIO’S

R. Bowness and another allotment holder had been installing some drainage to the wettest allotments to make them more useable. Rent were coming in and there were a few vacancies for 2018/19

S. Barton advised that an advice leaflet had been delivered to most at risk properties in Baggrow and Blennerhasset and the next meeting of the flood group was to be arranged.

G. Edmondson indicated that the Play Park was very wet and there was nothing else to report at this time.


36/2018 BAGGROW AND BLENNERGHASSET PLAYING FIELD

The clerk had not received any further communication from the group. S. Barton stated that she had confidence in the new group who were still getting to grip with the finances of the group.


37/2018 FLOODING RELATED ISSUES

No additional problems to report but the council were monitoring future works by other agencies.


38/2018 ALLHALLOWS CENTRE - ESTIMATES

Further estimates were still awaited.


39/2018 HEDGES AND CONDITION - BAGGROW LONNING

Highways had been advised of the condition of the lonning and its importance to Baggrow in case of flood. Several trees in the wood were now overhanging the road and needed trimmed back. Clerk to report to highways.


40/2018 COMMUNITY GOVERNANCE REVIEWS

A letter had been received from Allerdale Borough Council offering to undertake such reviews if request by parishes. It was not considered relevant to this parish at this time.


41/2018 VACANCY

There remained a vacancy on the council and members were encouraged to fill the position as soon as possible


42/2018 SILVER BIRCH TREES AROUND BUSINESS PARK, FLETCHERTOWN

The trees had been inspected and it was accepted that a number were dying and some others could be removed. This work to take place as soon as the area dries. Other issues are to be addressed with complainants.

 

 43/2018 FOOTPATH BUNGALOW TO OLD CHURCH

This had been visited but it appears that the footpath has been absorbed into private land and walkers are discouraged from using the public footpath by a gate and signage. Clerk to report to Cumbria County Council, Rights of Way.


44/2018 PARKING - FLETCHERTOWN
This problem was raised but there is no immediate solution


45/2018 PROGRESS REPORTS
