Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 3rd January 2018 at 7.30pm.

PRESENT: Messrs. M. Abbott, A. Finnegan, J. Mansfield, C. Mackenzie, G. Thompson, and G. Edmondson

Also, Present: T. Gear (Clerk).   

Apologies: R. Bowness, S. Barton, B. Finlay (also Borough Councillor), J. Lister (County Councillor) and D. Wilson (Borough Councillor)

1/2018 DECLARATIONS OF INTERESTS

None


2/2018 MINUTES

On the proposal of G. Thompson and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 6th December 2017 be approved and signed as a correct record.


3/2018 POLICE MATTERS

There were no apologies or report from the police. Members were reminded of the Police view on Public Engagement and the 10-weekly cycle of meetings and that the police will now be attending ARP meetings on a six-weekly basis.


4/2018 PUBLIC PARTICIPATION

No members of the public were present, and no matters were raised on their behalf.


5/2018 CORRESPONDENCE

The United Utilities Stakeholder Update December 2017 had been received and circulated.

A press release on the Child Health app that offers health advice to parents and carers of children 0-5 years had been received and circulated.

An e-mail of thanks had been received the Citizens Advice Allerdale for the council’s donation.

A letter had been received on some changes to the way Parish Councils reclaim VAT had been received and further information will be available in the future.

A survey had been received from Growing a Rural Community in which they are asking questions about various publications and whether they were placed before council. After discussion it was agreed that an e-mail with a link to the relevant document and leaving up to the individual member was the best way of dealing with this type of correspondence  

An e-mail had been received from DEFRA advising of the spread of ulluco viruses which had been passed to R. Bowness.


6/2018 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting which included:


i) He had received a response from highways regarding the HGV’s using B5299 Allhallows Parish which was read and noted. (162/2017)

ii) The Digital Inclusion Event had been arranged for Thursday 8th February 2018. (184/2017)

iii) He had written to HMRC regarding the overpayment of the VAT Reclaim but had not received a response. (185/2017 iv)

vi) A response had been received from highways regarding the letter that had been written regarding defects to the B5299 which was read and noted. (162/2017)


7/2018 ALLHALLOWS CENTRE

C Mackenzie addressed the meeting and stated that the centre was busy and they were getting several fill in bookings which is mainly due to the Facebook page and Website. The Santa day had been excellent and thanks to everybody who helped in any way. A few parents/carers had insisted on making small donations which had been banked.


8/2018 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

B. Finlay had tendered his apologies and had mentioned to the clerk that the next full meeting of Allerdale Borough Council was in a fortnights time and there had been very little to report since our last meeting.

J. Lister also had tendered his apologies and informed the clerk that in the light of the complaints regarding the B 5299 it will be patched and re-surfaced in the future.

11/2018 COUNCILLOR’S PORTFOLIO’S

R. Bowness was ill and had tendered his apologies

S. Barton was expecting the possibility of flooding and had tendered her apologies.

G. Edmondson indicated that the Play Park was very wet and there was nothing else to report at this time.


12/2018 BAGGROW AND BLENNERGHASSET PLAYING FIELD

The clerk had received a further communication from Mrs. S. Muir that had been circulated. After discussion and careful consideration, it was agreed to donate £200 towards the grass cutting of the field so that the residents of Baggrow can continue to enjoy use of the field and that an application should be made to the council for funding on an annual basis. They also felt that as the asset was vested in the parish council they should be responsible for insuring the field as Allhallows do in Fletchertown which is at more favorable terms than that which the committee had been quoted. The clerk to respond.


13/2018 DEAD TREE – ADJACENT TO B5299 MEALSGATE

This will be investigated by the highways authority.


14/2018 FLOODING RELATED ISSUES

The clerk had contacted Andrew Harrison, Cumbria County Council who confirms that   alleviation works are scheduled for the next financial year.


15/2018 ALLHALLOWS CENTRE - ESTIMATES

Further estimates were still awaited. Contractors will be chased.


16/2018 HEDGES AND CONDITION - BAGGROW LONNING

Work on trimming the hedges had started and the chair will continue to monitor progress. The condition of the road is extremely poor with flooding, pot holes and collapsing gutters. The clerk was asked to bring this to the attention of the highways authority as it is the only way in and out of Baggrow in times of flooding.


17/2018 VACANCY

There remained a vacancy on the council and members were encouraged to fill the position as soon as possible


18/2018 SILVER BIRCH TREE AROUND BUSINESS PARK, FLETCHERTOWN

Unfortunately, R. Bowness had been taken seriously ill over the Christmas period and the trees had not been inspected as planned. This matter was adjourned to the next meeting and the clerk to write to the complainants and explain.

 

 19/2018 FOOTPATH BUNGALOW TO OLD CHURCH

This item was adjourned to the next meeting.


20/2018 CUMBRIA DYSLEXIA PROJECT

The clerk read a letter from Lucy Stanford, a Trustee of the above seeking financial support from the council. Members were concerned about the status of the group, the results of the pilot study and the long-term strategy. The clerk to respond accordingly.  


21/2018 ALLERDALE BOROUGH COUNCIL BUDGET CONSULTATION 2018

Members were made aware of the above which was noted.


22/2018 PARKING - FLETCHERTOWN

This problem was raised but there is no immediate solution
