A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 6th December 2017 at 7.30pm.
PRESENT: Messrs. M. Abbott, R. Bowness, C. Mackenzie, B. Finlay (also Borough Councillor), G. Thompson, S. Barton and G. Edmondson
Also, Present: T. Gear (Clerk) and J. Lister (County Councillor).

204/2017 DECLARATIONS OF INTERESTS
None
205/2017 MINUTES
On the proposal of R. Bowness and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 1st November 2017 be approved and signed as a correct record.
206/2017 POLICE MATTERS
There were no apologies or report from the police. Members were reminded of the Police and Crime Commissioner’s survey regarding Council Tax precepts.
207/2017 PUBLIC PARTICIPATION
No members of the public were present, but two letters had been received from local businesses regarding the adverse effects of the silver birch trees around the business park which were read. It was agreed to inspect the trees before making a final decision on any action.
208/2017 CORRESPONDENCE
The Aspatria Rural Partnership (ARP) minutes and agenda for the meeting on the 4th January 2018 had been received and circulated.
A letter had been received from Mr. Terry Moore regarding the restoration of “Cumberland” cast iron finger posts which was noted.
A letter of thanks had been received the Great North Air Ambulance (GNAA) for the council’s donation.

The November, December and January October 2018 CALC Circulars had been received and circulated and there were no matters arising.
209/2017 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting which included:
i) He had written to highways regarding the flooding at Allhallows Church and received an acknowledgement. (183/2017)
ii) The Digital Inclusion Event had been arranged for Thursday 8th February 2018. The centre had been booked and invitation cards and posters were on their way to the clerk. (184/2017)
iii) He had written to HMRC regarding the overpayment of the VAT Reclaim but had not received a response. (185/2017 iv)
vi) The letters that had been written regarding the B5299 are now with Mrs. Steph Davis-
210/2017 ALLHALLOWS CENTRE
C Mackenzie addressed the meeting and stated that the centre was extremely busy. The Christmas Lunch Club was very successful with 58 people attending. Upcoming events include the Harlequin Choir, a charity night in aid of the British Heart Foundation and a wreath making event. Santa will be at the Centre on Sunday 10th December at 4pm. There was to be some pointing to the gable end and an estimate of £400.00 had been received.
The Chair announced that she had received a donation of £50.00 from the Centre Management Committee towards the recent Firework Display. The clerk to send a thank you letter.
211/2017 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
B. Finlay addressed the meeting and informed them that the last full council meeting of Allerdale Borough Council was on the 15th November when a motion had been passed regarding the Oregreave Colliery. Workington Town Council were to hold a referendum regarding their boundary which will be paid for by the Borough Council and that the Overview and Scrutiny Committee was extremely busy.

215/2017 COUNCILLOR’S PORTFOLIO’S
R. Bowness advised that the allotments were very wet and not much happening this time of the year. Rents for the forthcoming year were considered but it was agreed to leave them at £20.00 per full allotment and £15.00 per half allotment
S. Barton was still working with the Flood Action Group and the flood sack which are behind the Grey Goat PH had been deployed last Wednesday. It is believed that all properties remained dry during the event.
G. Edmondson indicated that the Play Park was very wet but there was nothing else to report at this time.
216/2017 BAGGROW AND BLENNERHASSET PLAYING FIELD
The clerk had responded to Mrs. S. Muir and had received a response which expressed the Committees disappointment with the council’s response. It was agreed that the clerk respond requesting more information particularly about of costs and whether any grant applications had been to other organizations
217/ 2017 DEAD TREE – ADJACENT TO B5299 MEALSGATE
This had been brought to the attention of the highways dept., but no response had been received. J. Lister to chase.
216/2017 SANTA EVENT
This will take place at 4pm on Sunday 10th December 2017 and all preparations were well in hand.
217/2017 FLOODING RELATED ISSUES
Gowrie corner was again flooded last Wednesday, and the clerk was asked to contact Andrew Harrison, Cumbria County Council to check on the progress of any alleviation works.
218/2017 ALLHALLOWS CENTRE -
Further estimates were still awaited. Contractors will visit during the holiday period.
219/2017 HEDGES -
Work on trimming the hedges had started and the chair will continue to monitor progress.
220/2017 VACANCY
There remained a vacancy on the council and members were encouraged to fill the position as soon as possible
221/2017 DATA PROTECTION
The clerk as Data Protection Officer gave an overview of the changes envisaged when the legislation moves from the Data Protection Act 1998 to the General Data Protection Regulation on 25th May 2018. This includes the need to register with the Information Commissioners Office and a fee will be payable, the need for the council as Data Controller to identify the types of data it stores and the reasons for its retention. The council will also need to consider the use of Privacy Notices. The clerk is booked on a course in March 2018 when hopefully the situation will become clearer.
