Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 1st November 2017 at 7.30pm.


PRESENT: Messrs. M. Abbott, R. Bowness, C. Mackenzie, L. Read and G. Edmondson

Also, Present: T. Gear (Clerk), J. Lister (County Councillor), Phil Rushton (Connecting Cumbria) and one member of the public.   

Apologies: G. Thompson, J. Mansfield, S. Barton, B. Finlay (also Borough Councillor) and A. Finnegan.

179/2017 DECLARATIONS OF INTERESTS

None


180/2017 MINUTES

On the proposal of R. Bowness and seconded by L. Read it was RESOLVED that the minutes of the meeting held on 4th October 2017 be approved and signed as a correct record.


181/2017 POLICE MATTERS

PCSO Megan Jones had tendered her apologies but supplied a report on how to access the website to view crime data. A letter from Inspector Gale proposing that PCSO’s meet with their parish councils on a 10-weekly cycle was read but it was felt that such a meeting particularly if held at Cockermouth would not resolve the issues regarding timely information or the PCSO’s getting to know their councillors or community.


183/2017 PUBLIC PARTICIPATION

A representative of the Allhallows Church raised the issue of rainwater running down the gutters outside of the church crossing the pavement and entering the churchyard which meant that when graves were dug they filled with water before the funeral service took place. Although this had been brought to the attention of highways by the church they were asking for the council’s support to obtain a resolution. The clerk was asked to write to highways.


184/2017 HOSTING A BROADBAND EVENT   

Phil Rushton from Connecting Cumbria introduced the concept of a Digital Inclusion Event and the social and economic benefits of superfast broadband to Cumbria. After a short discussion it was agreed that such an event would be of benefit to the residents of the parish. Such event to take place in February 2018

 

185/2017 CORRESPONDENCE

Correspondence had been received regarding the CALC Annual General Meeting which is to be held on Saturday 18th November 2017 at 10.30am at Carlisle Racecourse together with the Annual Report

A letter had been received from Impact Housing regarding the condition of properties in West Street and the overgrown hedge which was noted.

An e-mail, had been received from CALC regarding the fees that may be payable to the Information Commissioner under the General Data Protection Regulation.

A BACS Remittance Advice had been received from HMRC advising that they would be crediting the council’s account with £2582.78 for a Duty Repayment. The clerk considered that such a repayment had not been claimed and was not due. He had contacted HMRC who pushed his call from one department to another. Further enquires to be made.

A letter had been received from the Great North Air Ambulance giving details of their work and seeking financial support. On the proposal of M. Abbott and seconded by R. Bowness it was RESOLVED to donate £100.00.

An e-mail drawing attention to the Allerdale Borough Council Planning Policy Consultation – Brownfield Register (Part 1) Consultation had been circulated.

An e-mail update on United Utilities – West Cumbria Water Supplies Project had been received and circulated.

An e-mail on the Inclusive Mobility Budget had been received and circulated.

The October 2017 CALC Circular had been received and circulated and there were no matters arising.

An e-mail update from the Local Enterprise Partnership had been received and circulated.

An e-mail had been received from the Parliamentary Boundary Commission regarding the proposals for Cumbria which would mean that the parish would become part of the Penrith and Solway Constituency. It was considered unacceptable as this part of Cumbria has nothing in common with Penrith which is an affluent area that is over 40 miles distant. The clerk is to write an objection to the proposal.

  

186/2017 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting which included:


i) He had written a strongly worded letter to highways as instructed which had been copied to our MP and others but despite a reminder no response had been received although the MP had acknowledged receipt. (162/2017)

ii) He had contacted Mr. Berwick who had forgotten about the last meeting and he was informed of tonight’s meeting. (162/2017)


187/2017 ALLHALLOWS CENTRE

C Mackenzie addressed the meeting and stated that the centre was going well and there were several new bookings. The Lunch Club is very successful and so far, 50 people had signed up for Christmas Lunch.  


188/2017 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

J. Lister advised of his recent work and that he was still fighting on with pavements in Fletchertown.

192/2017 COUNCILLOR’S PORTFOLIO’S

R. Bowness advised that the allotments were very wet. The Chair, Clerk and Cllr Bowness had carried out an unannounced inspection of the allotments and details of the Pest Control Officers visits had been sent to allotment/hen pen holders.

S. Barton was still working with the Flood Action Group.

G. Edmondson indicated that the Play Park was very wet but there was nothing else to report at this time.


193/2017 BAGGROW AND BLENNERGHASSET PLAYING FIELD

Members considered the report by S. Muir regarding future funding but do have several serious concerns regarding entering into any formal arrangement or undertaking to provide regular a funding stream. S. Barton will be attending a meeting on Tuesday 7th November at 6.30pm at Blennerhasset School.


194/ 2017 DEAD TREE – ADJACENT TO B5299 MEALSGATE

This had been brought to the attention of the highways dept., but no response had been received.


195/2017 FIREWORKS AND SANTA EVENTS

R. Bowness indicated that all was proceeding well for the Santa Event on 10th December 2017. However, the same could not be said for the Firework Event on 5th November. Many people think that the bonfire site is just a dumping ground with may items being left outside when the site is closed and when people have been turned away because the things they bring are not flammable they have become extremely abusive and threatening which have been reported to the police. Future events are now in jeopardy.


196/2017 FLOODING RELATED ISSUES

All issues relating to flooding in the parish were being addressed by the relevant agencies. Work will be carried out by the County Council and the farmer at Baggrow

during the next year.


197/2017 ALLHALLOWS CENTRE - ESTIMATES

Further estimates were still awaited. Contractors had been hoping to be on site, but this had been delayed because of the recent flooding.


198/2017 HEDGES - BAGGROW LONNING

Work on trimming the hedges had started and the chair will monitor progress.


199/2017 VACANCY

There remained a vacancy on the council and members were encouraged to fill the position as soon as possible


200/2017 BAGGROW MAP

The map is now completed and will be laminated and displayed on the noticeboard.

This problem was raised but there is no immediate solution
