Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 4th October 2017 at 7.30pm.


PRESENT: Messrs. M. Abbott, R. Bowness, G. Thompson, C. Mackenzie, L. Read, J. Mansfield, S. Barton, B. Finlay (also Borough Councillor) and A. Finnegan.

 Also, Present: T. Gear (Clerk), J. Lister (County Councillor) and D. Wilson (Borough Councillor)  

Councillor M. Abbott in the Chair


Before the commencement of the meeting the Chairman welcomed Abigail Finnegan to the council and members introduced themselves.


159/2017 DECLARATIONS OF INTERESTS

None


160/2017 MINUTES

On the proposal of R. Bowness and seconded by G. Thompson it was RESOLVED that the minutes of the meeting held on 6th September 2017 be approved and signed as a correct record.


161/2017 POLICE MATTERS

PCSO Megan Jones had supplied a report on how to access the website to view crime data. This continues to be out of date and very general in nature a matter that has been raised with the Police and Crime Commissioner.


162/2017 PUBLIC PARTICIPATION

The clerk had received a telephone call from Steven Berwick the proprietor of Ellenvale Coaches

who operate from the Business Park who wanted to discuss the effects of the silver birch trees that were overhanging from the recreation field. He was advised to attend this meeting to discuss the problem and possible solutions with council. The clerk to contact Mr. Berwick.


Concerns were raised on behalf of the residents in the parish regarding the increase of heavy goods vehicles along the unsuitable B5299 and that there should be more co-ordination of roadworks. It was agreed to send a strongly worded letter to Cumbria Highways drawing attention to the resultant dangers.


163/2017 CORRESPONDENCE

An e-mail had been received from Baggrow and Blennerhasset Playing Field Committee enclosing a report on future funding by Shirley Muir. It was decided that this should be forwarded to all members for discussion at the next council meeting on 1st November

An e-mail had been received from Paul Brown regarding parking on corners in Fletchertown which had been brought to the attention of the PCSO who will give attention when patrolling.

A further e-mail had been received from CALC providing more information on the AGM which will be on Saturday 18th November 2017 at Carlisle Race Course at 10.30am

An e-mail had been received from CALC on Community Led Housing.

An e-mail had been received from Phil Rushton of Connecting Cumbria inviting the council to host a Digital Inclusion event in the parish. Whilst members considered it important they were concerned that it may not attract sufficient people to participate and make the event worthwhile. The clerk to respond and ascertain how previous events ensured that sufficient people attended

An e-mail response had been received from Cumbria Highways regarding parking issues at Pine Grove.

The second instalment of the Parish Precept 2017/18 had been received.

An invite to the West Cumbria Bus Users’ Group AGM on Tuesday 31st October 2017 at the Bradbury Independent Living Centre, Workington had been received


164/2017 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting.


165/2017 ALLHALLOWS CENTRE

C Mackenzie addressed the meeting and stated that the centre was very busy with bookings. An Oil Painting Course will be starting shortly and it was hoped that as Jewellery Course for children would follow. She was reminded of the centres’ responsibility to ensure that the person running the course produces evidence of being DBS checked.   


166/2017 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

D. Wilson informed the meeting that he had a private meeting with the Police and Crime Commissioner on 21st September and informed him of the problems police non-attendance at Town and Parish Council meetings, with wood wagons through Aspatria and that he felt the police had lost contact with the community.

B. Finlay advised the meeting that the scrutiny process at the Borough Council had been tightened and would be looking at more areas including Housing, Performance, Business Strategy and for the first time they will be able to shadow the budget process

J. Lister advised that he had attended an ARP meeting with the Police and Crime Commissioner and the new Police Inspector and a local Safeguarding event. He had also attended a meeting with the operators of the new coalfield at Whitehaven and the Baggrow and Blennerhasset Flood Group.

170/2017 COUNCILLOR’S PORTFOLIO’S

R. Bowness advised the growing season was coming to an end and the allotments were very wet. There had been break-ins on the allotments and several rare breed birds had been stolen consequently the gate will be locked overnight. There continued to be reports of rats coming from the adjoining residential gardens. It was agreed that the Chair, Clerk and Cllr Bowness would carry out an unannounced inspection soon

S. Barton was still working with the Flood Action Group and they have approval for two stores. One at Blennerhasset Village Hall and the other at the Grey Goat PH .

G. Edmondson was absent and there was no report on the play park


171/2017 FLOODING RELATED ISSUES

All issues relating to flooding in the parish were being addressed by the relevant agencies. Work will be carried out by the County Council and the farmer at Baggrow

during the next year.


172/2017 ALLHALLOWS CENTRE - ESTIMATES

Further estimates were still awaited. Contractors is hoping to be on site to give an estimate next week.


173/2017 HEDGES - BAGGROW LONNING

The chair had walked the Lonning and spoken to several adjacent landowners who were in the process of arranging for their hedges to be cut. It was agreed to adjourn this matter to the next meeting.


174/2017 VACANCIES

There remained a vacancy on the council and members were encouraged to fill the position as soon as possible


175/2017 BAGGROW MAP

The chair had completed the map which the clerk will forward to the provider.

This problem was raised but there is no immediate solution
