Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 5th July 2017 at 7.30pm.
PRESENT: Messrs. M. Abbott, R. Bowness, G. Thompson, C. Mackenzie, G. Edmondson, S. Barton and B. Findlay (also Borough Councillor).
Also, Present: T. Gear (Clerk), D. Wilson (Borough Councillor), J. Lister (County Councillor)

119/2017 DECLARATIONS OF INTERESTS
None
120/2017 MINUTES
On the proposal of R. Bowness and seconded by G. Thompson it was RESOLVED that the minutes of the meeting held on 7th June 2017 be approved and signed as a correct record.
121/2017 POLICE MATTERS
PCSO Megan Jones had tendered her apologies but had supplied a report on how to access the website to view crime data. This continues to be out of date and very general in nature.
122/2017 PUBLIC PARTICIPATION
One matter was raised on behalf of residents: -
i) Concerns over the need for hedges to be cut in parts of Baggrow Lonning. Deferred to September meeting.
123/2017 CORRESPONDENCE

A NALC document entitled Fraud risks in parish and town councils – advice for councillors had been circulated.
The Connecting Cumbria Newsletter in which there was a claim that 92% of properties across Cumbria can now access a fibre broadband service had been circulated.
A Press Release from the Success regime which was coming to an end had been circulated.
A letter had been received from the Boundary Commission giving their final recommendations for the electoral review of Allerdale which despite the council’s letter confirms that this parish will be in a ward with Waverton and Newton Arlosh.
124/2017 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting which included: -
The leak from the Wastewater Treatment works at Watch Hill appears to have been resolved and several telephone calls and negative surveys.
A Members Survey had been received from CALC. The clerk was asked to complete.
125/2017 ALLHALLOWS CENTRE
C Mackenzie addressed the meeting and stated that the refurbishment and heating was complete and the centre was in the best condition it had been in for a long time. There had been several recent enquires for bookings. There is a pizza weekend on 28th July with a quiz in September. The committee were hoping to get a grant for the wall in the yard and there had been excellent feedback on the Lunch club.
126/2017 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
D. Wilson reported that he had challenged the Environment Agency on Baggrow not being included in their report on the floods. There is an Allerdale Officer in the Local Links in Aspatria every Wednesday to give advice on Allerdale related matters which needs to be mentioned in the next newsletter.
B. Finlay had missed the last meeting and had nothing to report apart from the date of the next meeting which was the 19th July.
J. Lister advised that following the election in May and up until recently there not been an administration in place at the County Council and therefore there was little to report. He was now on the Community and Places Committee and Health Scrutiny. He was asked to chase the painting of the finger sign post at Fletchertown.

130/2017 COUNCILLOR’S PORTFOLIO’S
R. Bowness advised most tenants with one or two exceptions were now getting on with the allotments.
S. Barton was still working on a Flood Action Group. She has arranged a meeting for this Thursday evening.
G. Edmondson explained the points raised in the Play Park Inspection report which had been downgraded overall from medium to slight risk. She gave a list of small items that needed attention and it was agreed that R. Bowness would do some and the odd job man would be asked to do the remainder.
131/2017 FLOODING RELATED ISSUES
All issues relating to flooding in the parish were being addressed by the relevant agencies. Work will be carried out by the County Council and the farmer at Baggrow
during the next year.
132/2017 ALLHALLOWS CENTRE -
Further estimates were still awaited. Contractors to be chased.

134/2017 BAGGROW MAP
The clerk had accessed village maps on the internet for Fletchertown and Watch Hill but there was not one currently available for Baggrow. Fletchertown and Watch Hill maps to be placed in the relevant noticeboards. The clerk and chair to work together to produce one.
135/2017 LAY BY – PINE GROVE
In view of the number of parked cars at this location and the speed and size of the traffic using the B5299 that a request should be made to highways for a lay-
