Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 7th June 2017 at 7.30pm.


PRESENT: Messrs. M. Abbott, R. Bowness, G. Thompson, C. Mackenzie and J. Mansfield.

 Also, Present: T. Gear (Clerk)

Apologies were received from S. Barton, G. Edmondson, B. Finlay (also Borough Councillor), J. Lister (County Councillor) and PCSO Megan Jones

102/2017 DECLARATIONS OF INTERESTS

None


103/2017 MINUTES

On the proposal of J. Mansfield and seconded by R. Bowness it was RESOLVED that the minutes of the meeting held on 3rd May 2017 be approved and signed as a correct record.


104/2017 POLICE MATTERS

PCSO Megan Jones had tendered her apologies but had supplied a report on how to access the website to view crime data.


105/2017 PUBLIC PARTICIPATION

Two matters were raised on behalf of residents: -

A request had been made for a map of all properties in Baggrow to be displayed in the

       village which would assist the emergency services and others looking for a particular     

       address. To be put on the next agenda.

Complaints had been received regarding the state of the gutters adjacent to no. 1, West

       Street, Fletchertown. To be passed to Highways.


106/2017 CORRESPONDENCE

An e-mail had been received from NALC advising of the reform of data protection legislation and the introduction of the General Data Protection Regulation.

The CALC Circular for May 2017 had been forwarded to all councillors and there were no matters arising.

An e-mail had been received from Citizens Advice Allerdale giving details of their work and seeking a donation towards their work. On the proposal of J. Mansfield and seconded by C. Mackenzie it was agreed to donate £75.00 to their work particularly in Aspatria.   

An e-mail had been received from CALC giving information about Cumbria Flood Recovery Fund: funding for Community Flood Action and/or Emergency Response Groups.

An e-mail had been received from Aspatria Town Council seeking support for a request to the Local Enterprise Partnership/Cumbria County Council to carry out an Appraisal/Feasibility Study of timber traffic on the A596. It was agreed to support the request which should also include the use of the B5299 through this parish.

An e-mail update of the United Utilities – West Cumbria Supplies Project had been received and noted.

A letter of thanks had been received from Hospice at Home for the council’s donation of £75.00

Confirmation had been received that the apparent unauthorised building on Leesrigg plantation had been authorised.

A copy of the Household Emergency Document had been received and it was agreed to obtain copies for circulation with the newsletter.


107/2017 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting which included: -

A response from Home Group regarding the Cherry Tree in Fletchertown was noted.

The leak from the Wastewater Treatment works at Watch Hill was ongoing but will hopefully be resolved shortly.

A road closure will take place on 14th June 2017 to repair the collapsing manhole on the B5299 near the allotment in Fletchertown


108/2017 ALLHALLOWS CENTRE

C Mackenzie addressed the meeting and stated that the wall in the yard was getting dangerous. The Art Exhibition was the next bug event and the Lunch Club was very successful feeding about 20 people each time.

112/2017 COUNCILLOR’S PORTFOLIO’S

R. Bowness advised most tenants with one or two exceptions were now getting on with the allotments. An application had been received from an existing allotment holder to take over allotment no.4 which was agreed.

S. Barton was still working on a Flood Action Group. She has arranged a meeting for Friday evening. A Licence had been granted for the community to dredge the river.

G. Edmondson had given apologies but the Inspection report had been received and will be discussed at the next meeting.


113/2017 FLOODING RELATED ISSUES

All issues relating to flooding in the parish were being addressed by the relevant agencies. Work will be carried out by the County Council and the farmer at Baggrow

during the next year.


114/2017 ALLHALLOWS CENTRE - ESTIMATES

Further estimates were still awaited.


115/2017 HEDGES – BAGGROW LONNING

As no works can be carried out until September this item was removed from the agenda


116/2017 VACANCIES

There remained two vacancies with no applications for co-option having been received.
