Allhallows Parish Council

The Annual Allhallows Parish Council meeting was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 3rd May 2017 at 7.15pm.


PRESENT: Messrs. M. Abbott, R. Bowness, S. Barton, G. Thompson, L. Read, C. Mackenzie and J. Mansfield.

 Also, Present: T. Gear (Clerk)

Apologies were received from G. Edmondson, B. Finlay (also Borough Councillor), D. Wilson, (Borough Councillor), J. Lister (County Councillor) and PCSO Megan Jones   

Councillor M. Abbott in the Chair


82/2017 ELECTION OF CHAIR AND VICE CHAIR 2017/18

On the proposal of J. Mansfield and seconded by S. Barton it was RESOLVED that M. Abbott be elected Chair for 2017/18 and on the proposal of J. Mansfield and seconded by L. Read it was RESOLVED that R. Bowness was elected Vice Chair for the ensuing year.


83/2017 DECLARATIONS OF INTERESTS

None


84/2017 MINUTES

On the proposal of S. Barton and seconded by G. Thompson it was RESOLVED that the minutes of the meeting held on 5th April 2017 be approved and signed as a correct record.


85/2017 POLICE MATTERS

PCSO Megan Jones had tendered her apologies but had supplied a report on how to access the website to view crime data. It was noted that the information on the website was out of date and of poor quality.


86/2017 PUBLIC PARTICIPATION

A local resident had brought to the attention of the clerk and councillors that a cherry tree on George Moore Avenue, Fletchertown had been poisoned. The clerk was asked to bring this to the attention of Home Housing the landowner.


87/2017 CORRESPONDENCE

An e-mail had been received from CALC advising that new editions of the Good Councillor Guide were available together with the Good Councillor Guide to Neighbourhood Planning and the Good Councillor Guide to Audit and Finance.

An e-mail had been received from CALC regarding the Allerdale Three Tier meeting which is to be held at 7pm on Thursday 11th May 2017 at Allhallows Community Centre, Fletchertown

An e-mail had been received from Cumbria Tourism regarding a Channel 4 programme “A Nationwide event to find Britain’s Best Village 2017”.  

An e-mail had been received from CALC giving information about Cumbria County Council’s new website which includes the Highways Information Management System (HIMS) http://www.cumbria.gov.uk/communications/reportsfault.asp

An e-mail had been received inviting councillors to the Aspatria and District Dementia Alliance launch event to be held in the Rugby club, Aspatria on 16th May 2017 between 12noon and 3pm

A short guide to publicity during the pre-election period (Purdah) had been received.

A letter had been received from Hospice at Home seeking financial support for the charity. Members were aware of their work in the parish and on the proposal of J. Mansfield and seconded by L. Read it was RESOLVED to donate £75.00

It had been brought to attention that an apparent unauthorised building had been erected on Leesrigg plantation which had been brought to the attention of the Planning Compliance Officer.

An e-mail had been received from North West Connections giving an update on their proposal

Information had been received that United Utilities Water was now Waterplus from whom we will receive our water bills in the future.

Notification had been received that our reclaim of VAT in the sum of £145.81 had been paid into the bank account.

A request had been received to display posters on the noticeboards in the parish regarding “First Steps – Ways to Wellbeing”


88/2017 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting which included: -

All highways defects reported at the last meeting had been brought to the attention of the Highways Authority...

He raised the issue of a large increase in the number of request being received from agencies and bodies to put poster on the parish noticeboards. It was agreed to leave it to the clerk’s discretion and to use the newsletter where appropriate.

A schedule of work for the Odd Job Man this summer was agreed which included painting seats and noticeboards.


89/2017 ALLHALLOWS CENTRE

The Chair advised members of the very successful Quilting Exhibition. The floor in the main hall had been completed and that pointing of the exterior of the building was ongoing. The trial Lunch Club had been a success and the Committee had received a grant of £400.00 from the George Moore Trust and an application had been made to the Charity Shop in Aspatria.

94/2017 COUNCILLOR’S PORTFOLIO’S

R. Bowness advised most tenants were now getting on with the allotments and he will monitor those that are not.

S. Barton was still working on setting up a Flood Action Group. She has arranged a meeting next week with a view to seeing how to progress matters.

G. Edmondson had given apologies but the Inspection report had been received and will be discussed at the next meeting.


95/2017 FLOODING RELATED ISSUES

All issues relating to flooding in the parish were being addressed by the relevant agencies.


96/2017 ALLHALLOWS CENTRE - ESTIMATES

Further estimates were still awaited.


97/2017 HEDGES – BAGGROW LONNING

This was now in the hands of the Highways Dept. but the Chair will check to see if they have been trimmed.


98/2017 VACANCIES

Despite an article in the newsletter there remained two vacancies with no applications for co-option having been received. It was stressed that volunteers for co-option should be found and all were encouraged to ask suitable people.


99/2017 NALC GOVERNANCE AND ACCOUNTABILITY FOR SMALLER AUTHORITIES IN ENGLAND

This document had been circulated and members were reminded that Sections 1 – 3 were statutory and Section 5 was new.

Any items for the next newsletter should be forwarded to the Clerk by mid-July 2017.
