Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 5th April 2017 at 7.30pm.

PRESENT: Messrs. M. Abbott, R. Bowness, S. Barton, G. Thompson, B. Finlay (also Borough Councillor), C. Mackenzie and G. Edmondson.

 Also, Present: T. Gear (Clerk) and J. Lister (County Councillor)

Apologies were received from J. Mansfield, D. Wilson, (Borough Councillor) and PCSO Peter Chrome

62/2017 DECLARATIONS OF INTERESTS

None

63/2017 MINUTES

On the proposal of S. Barton and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 1st March 2017 be approved and signed as a correct record.

64/2017 POLICE MATTERS

PCSO Peter Crome had tendered his apologies but had supplied a report on how to access the website to view crime data. The clerk had circulated information about a new scheme launched by the Police and Crime Commissioner to recognize the outstanding work carried out by the people within Cumbria who help to keep their communities safe in either a voluntary or professional capacity.

65/2017 PUBLIC PARTICIPATION

A local resident had brought to the attention of the clerk several highways issues which he was asked to refer to the highways department for action.

66/2017 CORRESPONDENCE

An e-mail had been received from CALC advising of the need for compliance with the Transparency code for smaller authorities which the clerk had checked and was satisfied the council met.

An e-mail had been received from CALC regarding Cancer Services in North Cumbria and a meeting which is to be held 6pm on Thursday 6th April at the Cumberland Infirmary.

An e-mail had been received from Jonathan Owen, Chief Executive of NALC which had been circulated.  

The first instalment of the Precept of £4600 had been received in the bank account.

Posters had been received and displayed regarding PTSD and an article prepared for the newsletter.

The CALC Circular for April 2017 had been circulated and the new Highway Information Management System (HIMS) was highlighted.

An e-mail had been received from CALC regarding a Flood Recovery Workshop (post Storm Desmond) to be held at Rheged, Penrith between 9.30am and 1600 on Thursday 27th April 2017.

An e-mail copy of the NHS Healthcare for the Future: Update had been received and circulated.

Information had been received regarding a meeting to dissolve the Baggrow and Blennerhasset Cricket Club that had been circulated.

An e-mail had been received from Julian Smith from Allerdale Borough Council advising that the annual play park inspections were now back on track and would be carried out shortly.

An e-mail had been received from Paul Barnes of the Farmers Flood Group seeking support for his group which was agreed.

An e-mail consultation on the draft Cumbria Minerals and Waste Local Plan (Main modifications and Sustainability Appraisal Update) had been received and circulated.

A few e-mails had been received drawing attention to an e-petition to get professional football clubs to support local play areas. (https://petition.parliament.uk.petitions/185162)

A letter had been received regarding Connecting Cumbria to the rest of the world at superfast speed and The Better Broadband Subsidy Scheme. Information had been displayed on the noticeboards and an article will be prepared for the newsletter.

A letter had been received regarding a complaint of noise from a local turbine and the failure to submit diary sheets which leaves the planning authority no option to close the complaint which had been circulated.

 

67/2017 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting which included: -

He had contacted United Utilities regarding the escape of human waste at Watch Hill Waste Water treatment Works who had investigated and found no evidence of such an escape. This now appears to be a blocked road gulley which has been reported to the Highways Authority.

He had received Cllr Finlay’s submission to the Allerdale Local (Part2) Site Allocations which accords with those submitted by the council.

A letter acknowledging the receipt of the council’s submission to the Boundary Commission regarding the Electoral Review of Allerdale had been received.

68/2017 ALLHALLOWS CENTRE

The C. Mackenzie addressed the meeting and informed members that the Centre had received two new bookings and that the refurbishment was nearing completion. She reminded members of the forthcoming Quiz and Bingo nights.

69/2017 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

B. Finlay informed the meeting that he had been opposed to an increase in Council Tax, that the Local Government Association were to review the way in which Allerdale Borough council does Scrutiny and the Health and Well Being Scrutiny will be looking at Health and Well Being in the area this week.

J. Lister advised members of concerns that the 4 members of the County’s Health Scrutiny had left the meeting before a crucial vote which no doubt will be the subject of comments at the forthcoming full Council Meeting.

73/2017 COUNCILLOR’S PORTFOLIO’S

R. Bowness advised that there were 1.5 allotments still to be let and that all annual rents had now been paid

S. Barton was still working on setting up a Flood Action Group. She had received a good response to local publicity and Blennerhasset and Torpenhow Parish Council were showing support.

G. Edmondson gave a short report on the play park which included the fact that it was still very wet which is probably due to the weather but she will keep an eye on it when the weather improves.

74/2017 FLOODING RELATED ISSUES

All issues relating to flooding in the parish were being addressed by the relevant agencies at this point in time. However, it should be noted some of the work will not be carried out until this year’s budget is in place.

75/2017 ALLHALLOWS CENTRE - ESTIMATES

Further estimates were still awaited.

76/2017 HEDGES – BAGGROW LONNING

This was now in the hands of the Highways Dept. but the Chair will check to see if they have been trimmed.

77/2017 VACANCIES

Despite an article in the newsletter there remained two vacancies with no applications for co-option having been received. A further advert will be placed in the forthcoming newsletter.

78/2017 BLENNERHASSET AND BAGGROW PLAYING FIELD/CRICKET CLUB

Members were hopeful that a rescue package for the Cricket Club may be found.

79/2017 BEST KEPT GARDEN

It was confirmed that the Council will again be holding the Best Kept Garden Competition for the parish. The categories and prizes will be the same as last year.

The clerk to put a report in the newsletter including a request anybody who wishes their garden which is hidden from public view to contact the Chairman.

80/2017 PROGRESS REPORTS
