Allhallows Parish Council

A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 1st February 2017 at 7.30pm.


PRESENT: Messrs. M. Abbott, R. Bowness J. Mansfield, C. Mackenzie, G. Thompson (part of the meeting) and G. Edmondson.

 Also, Present: T. Gear (Clerk) and J. Lister (County Councillor) together with the Chair and two councillors (Messrs. Bowe and Powley) from Blennerhasset and Torpenhow Parish Council (part of the meeting)

 Apologies were received from S. Barton, B. Finlay (member and Borough Councillor) and   D. Wilson, (Borough Councillor)

20/2017 DECLARATIONS OF INTERESTS

None


21/2017 MINUTES

On the proposal of J. Mansfield and seconded by G. Edmondson it was RESOLVED that the minutes of the meeting held on 4th January 2017 be approved and signed as a correct record.


22/2017 POLICE MATTERS

PCSO Peter Crome was not at the meeting but had supplied a report on how to access the website to view crime data which the clerk had tried to do without success. The clerk to inform PCSO Crome of the difficulties which he had experienced.


23/2017 PUBLIC PARTICIPATION

      The Chairman and two councillors from Blennerhasset and Torpenhow Parish Council attended the meeting and gave details of their proposals to register ownership at Land Registry of two parcels of land at the playing field at Blennerhasset and enquired if Allhallows Parish Council wished to be named on the registration.

They also re-iterated two other issues (Does Allhallows Parish Council wish join them on the title for Blennerhasset Village Hall and is there any decision regarding an emergency plan for Blennerhasset and Baggrow) which were contained within their letter dated 17th January. They were thanked for their attendance and advised they would be informed of the council’s decision by letter

      The matter of dog fouling particularly in West Street, Fletchertown continues to be a problem and the clerk was asked to obtain an update from the Street Scene Officer.


24/2017 CORRESPONDENCE

The final Flood Investigation Report including timescales for the way forward to reduce the risk of flooding in Blennerhasset and Baggrow will be presented at 6pm on Thursday 9th February at Blennerhasset and Baggrow Village Hall.

An e-mail had been received from the grass cutting contractor that there will be an increase of £3.00 per cut making the cost of £240.00 per month.

An e-mail had been received regarding a series of events to enable representatives of the Health Trust to meet, and listen to patients, family and carers about their experiences of receiving their treatment at a distance.  

An e-mail had been received from J. Lister advising that the defective lights at the Fletchertown crossroads had been passed to the lighting team for action and the B5299 between Mealsgate and Gowrie will be inspected by a Highways Officer.

An e-mail had been received regarding the Community Housing Fund.

A letter of thanks had been received from Mrs. G Marr on behalf of Allhallows DCC for the council’s donation towards the churchyard grass cutting.

A letter had been received from the Chair of Allhallows Community Centre Management Committee giving an update on the work of that group.


25/2017 CLERKS REPORT

The clerk gave a report on matters that had arisen since the last meeting which included: -

Work had been carried out to the noticeboards to make them more secure in the wind and including splicing work to the one at Watch Hill.


26/2017 ALLHALLOWS CENTRE

C. Mackenzie addressed the meeting and informed members that there had been a donation and that new curtains will be purchased and the centre painted throughout during half term.


27/2017 DISTRICT AND COUNTY COUNCILLOR’S REPORTS

B. Finlay provided a written report which is attached.

J Lister stated that patching work was due on the B5299 and the road will be closed for three days and advised of his work with the Cumbria Hospitals Foundation Trust.

A letter had been received about the Allerdale Local Plan (Part2): Site Allocations Preferred Options Consultation. Further information was awaited and will be discussed at the next council meeting

31/2017 COUNCILLOR’S PORTFOLIO’S

R. Bowness said that the allotments were quiet at this time of the year and that the annual rents were coming in

S. Barton was still working on setting up a Flood Action Group.

G. Edmondson gave a short report on the play park.


32/2017 FLOODING RELATED ISSUES


All issues relating to flooding in the parish were being addressed by the relevant agencies at this point in time. J Mansfield had attended a course provided by CVS on Emergency and Resilience Planning and is waiting for the relevant documentation.


33/2017 ALLHALLOWS CENTRE - ESTIMATES

A further estimate was still awaited. Members also asked that the existing estimate need revising to conform the surveyors report.


34/2017 HEDGES – BAGGROW LONNING

This was now in the hands of the Highways Dept.


35/2017 VACANCIES

Despite an article in the newsletter there remained two vacancies with no applications for co-option having been received.


36/2017 BLENNERHASSET AND BAGGROW PLAYING FIELD

Member discussed the points raised by the representatives of Blennerhasset and Torpenhow Parish Council and came to the following conclusions: -

The deeds are clear that the land is owned by Blennerhasset and Torpenhow

Parish Council and there is a clause which protects the use of the field by the    inhabitants of both Baggrow and Blennerhasset and there is no need for Allhallows Parish Council to named in the registration process.

 There is no reason for Allhallows Parish Council to be named in the registration

              of Blennerhasset Village Hall.

  The Emergency Plan for Blennerhasset and Baggrow should be raised at the

        forthcoming Flood Forum on 9th February 2017


37/2017 DOG FOULING

This matter had been raised again with the Borough Council.


38/2017 PROGRESS REPORTS

The current newsletter was ready for circulation and any items for the next newsletter should be forwarded to the Clerk by mid-April 2017.
