Allhallows Parish Council
A meeting of the Allhallows Parish Council was held in the Allhallows Centre, Fletchertown, Aspatria on Wednesday 4th January 2017 at 7.30pm.
PRESENT: Messrs. M. Abbott, S. Barton, B. Finlay (also Borough Councillor), J. Mansfield, C. Mackenzie and G. Edmondson.
Also, Present: T. Gear (Clerk), J. Lister (County Councillor) and PCSO Peter Crome
Apologies were received from R. Bowness and D. Wilson, (Borough Councillor)

1/2017 DECLARATIONS OF INTERESTS
None
2/2017 MINUTES
On the proposal of G. Edmondson and seconded by B. Finlay it was RESOLVED that the minutes of the meeting held on 7th December 2016 be approved and signed as a correct record.
3/2017 POLICE MATTERS
PCSO Peter Crome was welcomed to the meeting and gave an over view of the new system for sharing crime figures with Parish Councils. He acknowledged that there had been teething problems but as they had now been brought to attention hopefully they will be resolved. The Parish had been quiet during the Christmas and New Year period. Members expressed concern about speeding particularly near All Saints Church, PCSO Crome explained that whilst there may be a perceived problem it was not above the threshold that warranted enforcement action. He was made aware of driving and parking on the pavements in Fletchertown which was to be best dealt with through education in the Parish Newsletter at this stage. He was thanked for his attendance and left the meeting.
4/2017 PUBLIC PARTICIPATION
The matter of dog fouling particularly in West Street, Fletchertown was raised which had been brought to the attention of P. Haley, Street Scene officer at Allerdale Borough Council. All future incidents should be reported to that officer who has the powers to deal with the offenders
5/2017 CORRESPONDENCE
CALC Circular for December/January had been received and forwarded to members.

6/2017 CLERKS REPORT
The clerk gave a report on matters that had arisen since the last meeting which included: -
The council’s letter to Blennerhasset and Torpenhow Parish Council regarding the playing field at Blennerhasset will be put to the Council at their January meeting.
7/2017 ALLHALLOWS CENTRE
C. Mackenzie addressed the meeting and informed member that there is chaos in the hall whilst the new heating system is being installed and advised of some of the difficulties that was being experienced.
8/2017 DISTRICT AND COUNTY COUNCILLOR’S REPORTS
B. Finlay advised of some of the meeting he had attended and that the Flood Resilience Group where to contact local farmers to see what equipment was available to assist with any future flooding. He also advised he was attending a Planning Policy meeting on 6th January and had responded to the Success Regime and North-
J Lister stated that patching work was due on the B5299 within the parish and agreed to raise a few other highways related matters (including the long standing defective lighting on the ‘Give Way’ signs at Fletchertown)

S. Barton was still working on setting up a Flood Action Group.
G. Edmondson gave a report on the play park.
13/2017 FLOODING RELATED ISSUES
All issues relating to flooding in the parish were being addressed by the relevant agencies at this point in time.
14/2017 ALLHALLOWS CENTRE -
A further estimate was still awaited and it was agreed to ask another contractor to provide an estimate with this matter being put on the agenda for the next meeting.
15/2017 HEDGES – BAGGROW LONNING
Most hedges had now been cut but the clerk was asked to bring the Highways Dept. attention to those that had not been cut.
16/2017 DOG FOULING
This matter had been raised with the Borough Council and was ongoing.
17/2017 VACANCIES
Despite an article in the newsletter there remained two vacancies with no applications for co-
